A Department electronic stamp and signature shall be on the plans which are used at the job site for construction. The following conditions shall be met during construction or installation and prior to occupancy or use: • A sanitary permit must be obtained from the county where t11is project is located in accordance with the requirements of Sec. 14519,Wis. Stats. • Prior to the construction of the dispersal area, check the moisture content of the soil to a depth of 8 inches. Proper soil moisture content can be determined by rolling a soil sample between the hands. If it rolls into a '/4-inch wire,the site is t�>o wet to prepare. If it crumbles,site preparation can proceed. If the site is too wet to prepare,do not proceed until it dries. • Inspection of the private sewage system installation is required. Arrangements for inspection shall be made with the designated county ofticial in accordance with the provisions of Sec. 145.20(2)(d),Wis. Stats. • A state-approved effluent filter is required. Maintenance information must be given to the owner of the tank explaining that periodic cleaning of the filter is required. • All piping shall conform to SPS Table 384.30-3 and SPS Table 384.30-5 • lnsulate building sewer beyond 30 feet per SPS 382.30(11)(c) • Well setbacks to meet chs. NR 8ll & 812 • 'Cank Installation to follow all manufacturer's recommendations. • Verify property line(s) plior to installarion. • Pump Floats to be set and verified per the approved plan. Septic and pUmp tank abandonment shall be in accordance with SPS 383.33,Wis.Adm.Code when lhe tanks are no lonyer used as POWTS components. Septic or pump tank manhole risers,access risers and covers should be Inspecled for water llghtness and soundness.Access openings used for service and assessment shall be sealed watertight upon the completion of service.Any opening deemed unsound,defective,or subject lo failure must be replaced. Exposed access openings greater than&inches in dlameter shall be secured by an effective lockin� device lo prevent accidental or unauthorized entry into a tank or component. Septic Tank The septic tank shall be maintained by an individual certified to service septic tanks under s,281.48,Stats.The contents of the septic tank shall be disposed of in accordance with NR 113,Wis.l�dm.Code. The operatiny condiCion of the seplic tank znd outlet filter shall be assessed at least once every 3 years by inspection. The outlel fller shall be cleaned as necessary lo ensure proper operaCion. The filter cartridge should not be removed unless provislons are made to retain solids in the tank that may slough off the filter when removed from its enclosure. If the filler is equipped with an alarm,lhe flller shalt be serviced if the alarm is activated continuously. Intermittent fllter alarms may indicate surge Flows or an impending continuous alarm. The seplic tank shall have Its contents removed when the volume of sludge and scum in the tank exceeds 1/3 the liquid volume of lhe tank. If lhe cantents of the tank are not removed at the time of a triennial assessment,maintenance personnel shall advise the ovener as to when the next service needs to be performed to maintain Iess than maximum scum and sludge accumulation in the tank, The addition of biologir,al or chemical additives to enhance septic tank performance is generally not required. However,if such prodcc[s are used�hey shall be approved for sepiic tank use by the Wisconsin Department o(Commerce. Pump Tank The dosing(pump)tank shall be inspected at least once every 3 years. All switches,alarms,and pumps shall he tested to veri`y proper operation, If an effluenl filter is instalied within lhe tank it shall be inspected and serviced as necessary. If the force main has a weep hole,it should be noled if it is functional during pump opera[ion,and if not,It should be cleaned. ***"`No one should ever ente�a septic or dose tanksince dangerous gases may be present thaf could cause death.**"* Mound and Pressure�istribution SVstem No trees or shrubs shou!d be planted on lhe mound. Plantings may be made around the mound's perimeter,and the mound shall be seeded and mulched as necessary to prevent erosion and to provide some protection from frost penetretion, Trzffic(olher than for vegetative maintenance)on the mound is not recommended since soil compaction may hinder aera;ion of the inflltrative surface within the mound and snow compaction in the winter will promote frost penetration. Cold wealher installations(October-February)dictate that lhe mound be heavily mulched as prolection from freezing. Influeni quality into the mound system may not exceed 220 mglL BODS,150 mglL TSS,and 30 mglL FOG for septic lank effWent or 30 mglL BOD„30 mglL TSS,10 mglL FOG,and 10^cfW100 mL for highly treated effluent. Influenl flow may not exceed maximum design flow specified in the permit for this installation. The pressure dls[ributlon system is provlded with a flushing po'mt al tha end of each lateral,and it is recommended that each lateral be flushed of accumulated solids at leas!once every 3 years. When a pressure tesl is performed it should be compared to the initial test when the system was installed tn determine if orifice clogging has occurred and if orifice cleaning is required lo maintain equal distribution withln the dispersal cell. If lhe dosing fank,pump,pump controls,alarm or related wiring becomes defective the defeclive component(s)shall be immediately repaired or replaced with a component of the sa�roe or equal periormance.
