The following conditions shall be met during construction or installation and prior to occupancy or use: Reminders • The site shall be properly prepared prior to plowing. Any grasses longer than 6" shall be cut short and removed. To avoid matting, any leaves or loose organic matter shall be raked up and removed. Cut trees and shrubs flush to the ground and leave stumps. Avoid operating equipment on the Mound site. If necessary, use only tracked equipment, during dry conditions, with minimal passes, to avoid compaction. • Components and soil removed from an existing drain field shall be properly disposed of so that there is no risk to public or environmental health. • A sanitary permit must be obtained from the county where this project is located in accordance with the requirements uf Sec.145.19,Wis.Stats. • Inspection of the private sewage system installaHon is required.Arrangements for inspection shall be made with the designated county official in accordance with the provisions of Sec.145.20(2)(d),Wis. Stats. • A state approved efFluent filter is required.Maintenance information must be given to the owner of the tank explaining that periodic cleaning of the filter is required. • A copv of the aoproved qlans,specifications and this letter shall be on-site durine construction and open to inspection bv authorized representatives of the Deoartment which mav include local inspectors. Owner Responsibilities • The current owner,and each subsequent owner,shall receive a copy of this letter.Owners shall also receive a copy of the appropriate operation and maintenance manual(s)and be responsible for ensuring that POWTS is operated and maintained in accordance with this chapter and the approved management plan under s.SPS 383.54�1�. • In the event this soil absorption system or any of its component parts malfunctions so as to create a health hazard,the property owner must follow the contingency plan as described in the approved plans. • The owner is responsible for submitting a maintenance verification report acceptable to the county for maintenance tracking purposes.Reports shall be submitted at intervals appropriate for the component�s) utilized in the POWTS. Taylor, CTS 70066 06-03-2021 The intent of this document is to demonstrate that a minimum depth of six inches of nnsahuated in situ soil occurs on a proposed mound wastewater dispersal site at the above noted location. The primary basis for this contention is an interpretation of color patterns observed in three soil profiles on the si[e in question on May 14,2021. A report of morphologica] observations(SBD-8330 Form)and an accompanying site map showing soil profile locations and elevations relative to site benchmarks on the date of invesdgation are attached. A proposed mound on the site under consideration would serve a three-bedroom residence with a design flow of 450 gpd. The proposed site is positioned on a moderately sloping(approximately five to six percent gradient),linear Uacicslope of a swell-and-swale ground moraine. Thc moisture regime of the mineral soils on this position is somewhat poorly drained. The somewhat poody drained soils most nearly conform to the characteristics described for the Magnor Series (Aquic G[ossudalfs)_ The proposed site is situatcd in a Magnor silt loam map unit. According to USDA-NRCS Official Series Descriptions, expected depth to periodic saturarion would be 1.0 ft to 2.5 ft for the Magnor series. The series is deep to densic contact. The proposed dispersal area is in a wooded azea whicb lacks any hydric soil or wetland vegetalion indicators as specified by criteria established by the ACO� 1987 Wetland Delineafion Manual. No saturated conditions were present wit}un a depth of hvo feet on the date of invesHgation. Page 2 of 2 The following argument is offered to support a contention that the minimum depth to periodic sahuarion on the proposed mound site would be at least eight(8)inches: Color patterns in the subsoil(matrix>_4 chroroa with Fe-oxide depletions and accumulations} observed in eaccavated profiles on the proposed mound site aze indica6ve of somewhat poorly dcained and moderately well drained moisture regimes in which sahuated conditions occur close enough to the surface(not at the surface)or long enough(not throughout the o oiving season)to"adversely affecP'plan6ng, harvesting or crop growth without artificiat drainage. (It has been the experience of this observer,having observed such soi]s on similaz landscapes throughout the yeaz for the past forty years,that soils with subsoi]color patterns and on landscape positions similar to those on the site in quesrion typically aze rarely, if evu, saturated to the ton oftlJe subsoil for two io six weeks after frost-out and before onset of a seasonal moisture deficit period during the growing season. No saturntion was observed in any sample profile within a depth of twenty-four(24)inches on the date of observation_ Periods of brief saturation would be expected in upper subsoil horizons of observed soils in the proposed dispersal azea in spring or during intense precipitation events. In suiruoary,site specific observations of soil color patteras,landscape posirion,and slope gradient,suggest a somcwhat poorly drained to moderately wel3 drained moisture regime in soils proposed for application of septic tank effluent. Free water rarely encroaches within one foot of the surf ice in soi3s with somewl�at poorly drained moisture regimes, Tlus generalization is consistent with lack of redoximorphic features in the upper 8 to 13 inches of soils observed on the proposed site and also with the official series description for the soils. 'I'hus, it is proposed that the design limitation depth be established at eight(S) inches. An eight-inch limitation depth is greater than the six-inch minimum depth of suitable in situ soil required for a soil dispersal unit pursuant to DSPS 383.44(3)(b), W.A.C. Twenty-eight(28) inches of sand fill(ASTM C-33 spec;fic:idon) is proposed to providc a minimum 36 inches of vertical separaqon betwecn thc dispersal area infdirarion surface and the stiallowest depth(8 inches)to observed redoximorphic features.
