Town of Draper. Part of Government Lot 5; 520, T40N, R04W; Parcel #006-440-20-5501: Tax
ID #7375; 46.42 total acres; Zoned Forestry One (F-1) and Residential/Recreational One (RR-1).
Request:
Purpose of request is to rezone approximately 2.4 acres of Forestry One (F-1) to
Residential/Recreational One (RR-1), specifically the land north of Blaisdell Lake Road to then
potentially create 5 waterfront single fa�nily parcels. A County Subdivision plat will be needed
for this proposal if the rezone is approved and ratified. The shoreland/wetland overlay district is
not subject to change as part of this request.
Summary of Request & Project History:
The applicant is requesting to rezone the above described 2.4 acres of F-1 to RR-1. Looking
at historic zone district maps it appears that Section 20 within the T40N, R04W was split zoned
with the north half being RR-1 and south half being F-1. When this was done however, it still left
a portion of land north of Blaisdell Lake Road that is split zoned. This is the specific area that is
subject for the rezone request.
With an approved rezone to RR-1 it is anticipated that the applicant would proceed with a
County Subdivision Plat the create 5 water front lots and 4larger lots south of Blaisdell Lake Road.
The lots south of Blaisdell Lake Road would still reinain F-1 and require 5-acre lot minimums.
The specifics of the Plat would be addressed at a later time as only the rezone is being requested
at this point. It also appears that in order to do this type of development the land would need to be
pulled out of the "managed forest law` pro��ram or at least need to be changed to reflect future
development. These specifics are to be address by the WI DNR.
The F-1 zone district requirements would need a minimum of 5 acres and a 300' width.
Thus, the zone district change is being requested. Tl1e Town of Draper comprehensive plan future
land use shows this area as"Shoreland Residential" surrounded by"Forest Residential". Shoreland
Residential as part of the Town of Draper Comp Plan are areas represented by properties adjoining
a nained lake, river, ar stream following the statutes and ordinances that dictate land uses abutting
a classified lake. No other indication is giving to "shoreland residential".
The current surrounding use is light residential and forestry. There are several wetland
complexes that exists on this property and more in particular, also exist with the proposed rezone
area. The shoreland/wetland overlay district is not subject to change with this request and applicant
would still need to abide by all DNR wctland fill requirements and Sawyer County Zoning
Shoreland-Wetland Protection Ordinance.

Reasons:
Inconsistent with Town of Draper 2021 Comprehensive Plan(Adopted into Sawyer County
Comprehensive Plan)as follows:
• High Density Subdivision Land Use Intent on F-1,Shoreland and Wetlands
• Environmental Impact Concerns
• Potential for Land Use Conflicts
• Impact of Numerous Driveways on Town Road
The Town would like to note that the Staff Report refers to Shoreland Residential and Forestry
Residential land uses-we feel this needs to be clarified.
The heading paragraph of the Town of Draper 2021 Comprehensive Plan section Future Land Use
states that the Comprehensive Plan seeks to guide future growth'AWAY FROM"wetlands,steep
slope or floodplain areas.In this context,the shoreland is to be protected,not subdivided and over-
developed.
It also states that the primary function of the element Future Land Use and the plan itself is"to
preserve the unique rural character,reduce potential conflict,and enhance the quality of life for
residents and visitors."Overdevelopment and subdivisions are not a desired direction for the Town of
Draper.
The section on Future Land Use recommends that development in forestry be"limited to one dwelling
per nomina140 acres"on F-1 parcels adjacent to or within 1/8 mile of town roads.This application
states the intent to remove a portion of and further fragment an F-1 parcel for the purpose of creating
eight residential parcels where there is currently only one directly adjacent to the town road.
Objections were received from neighbors and Blaisdell Lake property owners further validating these
points and concerns:the proposed rezone itself is creating a land use conflict.
The Town does not want eight driveways entering onto the town road in that location due to 55 mph
speeds,proximity to a dangerous curve and a snowmobile route.
Finally,Sawyer County Zoning Ordinance,RR-1 Residential/Recreatrional One District requires"soil
conditions and other physical features will support such Development without depleting or destroying
lof2
natural resources`.The applicant has not conducted an environmental impact study,floodplain
survey or wetland delineation of the proposed development lowtion.

I reviewed your Staff Report and I think your reading of the Future Land Use section and map as having no specific
references to residential development within the district are inaccurate. As the person who drafted the Draper
Comprehensive Plan, I do think you may have missed key elements of the plan which makes stewardship of our natural
resources, particularly forest land and wetland/shoreland, the priority goal when considering rezones and residential
development. The proposed rezone and development conflicts with numerous stated aims and findings of our
Comprehensive Plan, from groundwater, wetlands, shoreland, fragmentation and repurposing of forest land and wildlife
concerns, to the pace and density of development, to conflicts and unsustainable demands on local resources from
overdevelopment, along with the statement that residential growth does not equate to increased revenue for the town.
In particular the statement from Future Land Use: "Additionally, the element seeks to guide future growth away from
areas of the community where naturel constraints such as wetlands, steep slopes, and floodplains exist. It is also a
primary function of this element and the plan in general to strive to preserve the unique rural character, reduce
potential conflict, and enhance the quality of life for residents and visitors'
And Future Land Use Map regarding Forestry: "This category is areas where the town has seen growth in residential
development and is anticipated to continue to see this activity. In order to protect the naturel resource base
(woodlands and wetlands) and to promote lower density developments, it is recommended that development be
limited to one home per nomina140 acres on properties that border on or are within 1/Sth mile of State, Coun[y or
Town maintained roads and which are currently zoned Forestry."
So to allow the subdivision and RR-1 development involving land that is currently zoned F-1 and adjacent to the
remaining 45 acres of F-1 zoned land bordering directly on the town road is a direct conflict with the recommendation of
our Future Land Use section.
I believe our 2021 Comprehensive Plan is adopted into the Sawyer County Comprehensive Plan, isn't it? So consideration
must be given to the specific goals established by the citizens of Draper in adopting its Comprehensive Plan?
Those are my concerns after reading the Staff Report.
