RESOLUTION TO AMEND SAWYER COUNTY OFFICIAL ZONING MAP
WHEREAS, Wisconsin law permits Sawyer County (the "County°)to adopt certain
zoning ordinances and amend its existing zoning ordinances, including amendments to
the County's official zoning map;
WHEREAS, the owner of real property located at Part of the N1/2 of S4, Part Lot
1 CSM 16G/41 #4022: SO4. T40N R09W; Parcel #002-940-04-2110; Tax ID #44728:
58.84 total acres; Zoned Aqricultural One (A_1) and Commercial One (C-1). (the
"PropertY") and as more fully described as set forth in Exhibit A which is attached
hereto and incorporated herein requested a rezoninq of the Propertv's zoninq
desiqnation from Aqriculturai One (A_1) to_Residential/Recreation Two (RR-2) (the
"Zoninp Desiqnation AmendmenY'l�
WHEREAS, the Sawyer County Zoning Committee (the "Zo�ing Committee"), at
its meeting on July 21, 2023, reviewed the proposed Zoning Designation Amendment for
the Property;
WHEREAS, the Zoning Committee voted to recommend pproval denial of the
proposed Zoning Designation Amendment to the Sawyer CountyBo-r of Supervisors
("County Board"); as determined by findings of Fact included as Exhibit B.
WHEREAS, the County Board determined, at its meeting on Auqust 17, 2023, that
adopting the proposed Zoning Designation Amendment for the Property is warranted to
protect the health, welfare and safety of its citizens.
NOW, THEREFORE BE IT RESOLVED, by the Sawyer County Board of
Supervisors approves the following:
Amendment to Official Zoninq Map. The Property's zoning designation shall be
amended to (RR-2) Residential/Recreational Two.
Additional Actions. The Sawyer County Department of Zoning and Conservation
Administrator (or his/her designee) shall take all necessary steps to ensure that
the amendment adopted herein is completed.
This Resolution is recommended for adoption by the Sawyer County Board of
Supervisors at its meeting on Auqust 17, 2023 by this Sawyer County Zoning
Committee on this Julv 21 , 2023.

Notice is hereby given that on August 17, 2023 the Sawyer County Board of
Supervisors adopted the proposed Zoning Designation Amendment for the

On July 21, 2023, the Sawyer County Zoning Committee approved your application for
a change of zone district on the following described real estate to wit:
Part of the N1/2 of S4, Part Lot 1 CSM 166/41 #4022; SO4, T40N, R09W, Parcel#002-
940-04-2110; Tax ID #44728; 58.84 total acres; Zoned Agricultural One (A-1) and

This decision is a recommendation to the County Board of Supervisors. Any person(s)

FINDING OF FACT
The rezone would not be contrary to the public interest and would be in compliance with the
spirit and intent of the Sawyer County Zoning Ordinance and the Town of Bass Lake
Comprehensive Plan Section 8.10.
1. The rezone would be consistent with "Town of Bass Lake Comprehensive Plan
Description of Land Use Sedion 8.4".
• Parks & Recreation—Recreation lands under public or private ownership.
Publicly owned recreational land may include: town parks, nature preserves or
athletic fields, boat landings, tampgrounds, etc. Examples of privately owned
lands may incfude:golf courses, campgrounds, marinas, shooting renge, etc.
Prior Use as a public golf course and Proposed Use as a campground.
2. The rezone would be consistent with "Tow� of Bass Lake Comprehensive Plan Existing
Land Use Map 8.1".
• The existing use of the property is "Parks & Recreation". Prior Use as a public
golf course and Proposed Use as a campground. The district also provides for
"residential development" in addition to recreational oriented services which
also would not be contrary to the public interest if campground is not developed.
3. The rezone wouid be consistent with '?own of Bass Lake Comprehensive Plan future
Land Use Map 8.4".
• The existing use of the property is "Parks & Recreation". Prior Use as a public
golf course and Proposed Use as a campground. The district also provides for
"residential development" in addition to recreational oriented services which
also would not be contrary to the public interest if campground is not developed.
4. The rezone would be consistent with "Town of Bass Lake Comprehensive Plan
Economic Development Section 6.8 Tourism Impact To The Lacal Economy".
• Sawyer County is impacted greatly by,the number of visitors to the county. These
visitors include persons traveling through the county or staying in their second
(seasonal) home. In 2013, it is estimated that$78.4 million was expended in the
county by trevelers.The net result of these expenditures is the realization that
numerous jobs were created to support the treveling public. A campground in an
area designated as "Parks and Recreation" would be consistent with Section 6.8.
CONCLUSIONS OF LAW .
1. The establishment, maintenance, or operation of the rezone will not be detrimental
to or endanger the public health, safety, comfort or welfare because it would not be
damaging to the rights of others or property values as has existing Public Recreation
Use of property. The district also provides for "residential developmenY' in addition
to recreational oriented services which also would not be detrimental to or
endanger the public health,safety comfort or welfare if campground is not
developed.
2. The uses, values and enjoyment of other property in the neighborhood for purposes
already permitted shall not be, in no foreseeable manner,substantially impaired or
diminished by establishment, maintenance or operation of the rezone as has existing
Public Recreation Use of property&surrounding area has multiple Zone Districts
including: Commercial One (C-1), Rural Recreational Two (RR-2�, Forestry One (F-1�,
and Agricultural One (A-1). The distrid also provides for "residential development"
in addition to recreational oriented services which also would not be contrary to the
uses,values and enjoyment of other property in the neighborhood if campground is
not developed.
3. The establishment of the rezone will not impede the normal and orderly
development and improvement of the surrounding property for uses permitted in
the zone district as has existing Public Recreation Use of property& surrounding
area has multiple Zone Districts inciuding: Commercial One (C-1�, Rural Recreational
Two (RR-2), Forestry One (F-1), and Agriculturel One (A-1).
4. The rezone will conform to all applicable regulations of the district in which it is
located because it would not destroy prime agriculturel land & it wo'uld be
compatible with the surrounding uses and the area as has existing Public Recreation
Use of property&surrounding area has multiple Zone Districts including:
Commercial One (Cd), Rural Recreational Two (RR-2), Forestry One (F-1), and
Agricultural One (A-1).
5. That adequate measures have been or will be taken to provide ingress and egress so
designed as to minimize traffic congestion in the public roads because it would not
create treffic or highway access problems since existing Public Use as a golf course
entering on fun Valley Road has been utilized for numerous years.

Project History & Additional Information/details:
This property consists of the old Hayward National Golf Course. The golf course has been
out of operation for approximately 10 years. A inajority of the existing trees on the property have
already been removed and the likelihood of this be converted back into a golf course would be
difficult in that the greens and fairways have been left to go to seed. In order for a golf course
operation to occur here again it would need to be entirely reconstructed.
The nearest RR-2 zoned property in relation to this property is a 17.36-acre parcel
immediately adjacent to the SW of this parcel. There are also a few other smaller parcels on the
corner of Fun Valley Road and State Hwy 27 that are zoned RR-2.

� Even though this property is currently zoned A-1 according to the NRCS web soil survey
the soils listed in this area would not be included as part of prime farm land or farmland of
statewide importance. NRCS further lists these soils of having very severe limitations that reduce
the choice of plants or that require very careful management, or both.
The Town of Bass Lake shows this area as a generalized existing Parks and Recreation
land use as per the Town's Comprehensive Plan with a future land use category described as Parks
& Recreation. Per the Town of Bass Lake Comprehensive Plan existing land use under Parks and
Recreation lands under privately owned lands may include: golf courses, campgrounds, marinas,
shooting ranges, etc. The existing surrounding use outside of this area is woodlands and medium
density residential.
Several previous requests for Rezones and Conditional Use Permits have been heard for
this property over the last few years. This request is now slightly different in that the rezone request
is just for land located in the Town of Bass Lake and not in the Town of Hayward. Furthermore,
the property owner has now done an additional certified survey map which has lotted off an
additional 14.34 acres on the East side of the property. This newly created lot is not part of the
rezone request and is to remain A-1 zoned. By doing this lot split any"campsite" would not only
need to be 75' from the property line which the applicant also owns but an additional 300' which
is the width of the newly created lot. The recently split 14.34-acre parcel may eventually become
a perimeter golf hole/holes but this would require a new CUP as the existing CUP for the main
golf course has now been discontinued.
Previous requests for this type of rezone have been approved by the Town levels and
Zoning Committee level. However, as part of the last rezone case in 2022 it was denied at the
County Board level under a super inajority vote as that adjacent property owners had submitted a
petition to protest on the proposed rezone request which then required a 3/4 vote at the County
Board level.

The Town of Bass Lake approved the rezone request on July 10, 2023.
At the Sawyer County Zoning Committee Public Hearing on July 21, 2023 it was recommended
for approval of a vote of 4-1 with the findings of fact o£

Conclusion:
The RV industry has seen a tremendous shift towards low density, larger site alternatives to the
developments of the past. If you were to see any newer RV Resort development, I believe most folks
would find that they are not the demon they are made out to be. We are living in a recreation/tourist-
based economy and we would be fulfilling part of the need our county so desperately needs for our
overall continued success. This includes, added employment, local contractor utilizations, more
customers for area businesses, and short-term housing for summer employees our area requires. My
project location is a premium option for the expansion of our service to the community and industry,
while preserving as much of the natural landscape as possible. This is evidenced by the proper
placement of all my new sites on terrain most suitable for low impact development.

Dear Adam,
We performed nine soil borings in October,2021 at the Hayward National Golf Course site as noted on
the enclosed map. The soil borings show the same uni�orm materials throughout the golf course. The
holes are as follows:
� 0"-6" _LoamySandTopsoil
• 6"-18" _LoamySand
• 18"—50" _Medium Sand with Light Gravel
� 50"-108" MediumSand
All of these holes are conducive to a load rate of.7 gallons per square foot. This is the best percolation
rate achievable. Therefore,in my professional opinion,the soil under the golf course is more than
capable of supporting an RV Park's septic filtration and storm water basin needs.
The areas in which the test holes were dug allow enough space for multiple configurations of the septic
system and storm water drainage.

Dear Mr. Bodenschatz:
Thank you for hiring Northern Wisconsin-Based Engineers (NWBE) and its partners to provide survey and
design engineering services for a proposed campground located at the former Hayward National Golf Course
in the Town of Bass Lake, WI. NWBE will perform all tasks necessary to complete and submit an application to
the Wisconsin Department of Natural Resources for a Storm Water Construction Permit for new land
disturbing construction activity for the proposed campground.
NWBE will complete site surveys, perform roadway, site and erosion control design and plan preparation, and
provide client/agency/design team coordination in general. Site design will be based on LIDAR contour
mapping provided by Sawyer County for creation of existing terrain surface supplemented with field surveys.
NWBE will coordinate with Long Island Engineering in the design of storm water management features and
devices, and NWBE will coordinate with Ecosystems for wetland delineation.
It is our understanding that no proposed construction activities will take place within the FEMA Special Flood
Hazard Area of Spring Lake Creek.

into 3 lots of the lakeshore parcels with 569 feet of shoreline on Sissabagama Lake. The 3 lots
will be approximate 287 feet of shoreline, 136 feet of shoreline, 146 feet of shoreline. This is a
4.70 acre piece of property. This 4.70 acre will be rezoned from Forestry One (F-1) to

This notice is being sent to you as a neighboring landowner to the property described
above. Although your attendance is not required, the hearing is an opportunity for
anyone to speak in favor or in opposition to the application or to simply ask questions.

Thank you for the time to discuss the requests appearing before the Sawyer County Zoning Committee on July 21, 2023,
and for the opportunity to provide comments. As we discussed the following are general comments regarding
shoreland zoning as they relate to the requests. These comments relate to the requirements of the Sawyer County
Zoning Shoreland-Wetland Protection Ordinance.
Larson Family Trust Rezone Request. Note that a rezone from F-1 to RR-2 does not change the overlying shoreland-
wetland district and associated requirements. The Surface Water Data Viewer indicates a mapped wetland in the east
portion of the property in question. The department recommends ensuring any use associated with the applicant's
request meet applicable shoreland-wetland requirements, including remaining outside any wetlands and not creating
discharge to any wetlands. Further, given Little Round Lake is the western border of the property the department
recommends informing the applicant that any use associated with the applicant's request will also need to meet
applicable shoreland zoning requirements.
Pinewood Properties LLC Rezone Request. Note that a rezone from A-1 to RR-2 does not change the overlying
shoreland-wetland or shoreland districts and associated requirements. The Surface Water Data Viewer indicates a
stream cuts across the northwest portion of the property in question. If this stream is a navigable waterway the
department recommends ensuring any use associated with the applicanYs request meet applicable shoreland zoning
regulations, including ordinary high water mark setbacks, land disturbance requirements, and vegetation
standards. Further, the Surface Water Data Viewer indicates mapped wetland in the northwest portion of the property
in question. The department recommends ensuring any use associated with the applicant's request meet applicable
shoreland-wetland requirements, including remaining outside any wetlands and not creating discharge to any
wetlands. These are important considerations as the applicant's stated purpose is for a "160 site RV Park Resort".
The department has no comments regarding any of the other requests.
