Land Use Permit Application for a New Communication Tower
SawyerCounty PID 57-032-2-39-OS-03-1 01-000-000010
This zoning narrative is included to state how our application complies with the County of Sawyer's Zoning
Ordinance (cited ordinance language is in blue italics, our responses are in normal font).
Communication Tower Use:
Our proposed use is located on a parcel zoned as RR-1 Residential/ Recreational 1, within the Town of
Winter in the County of Sawyer. Telecommunications facilities may be allowed as a conditional use in the RR-1
zoning district, subject to public hearing, review and approval by the applicable Town and Sawyer County
Zoning Committee. We have received unanimous approval from the Town Winter Board, Sawyer County Zoning
Committee, and received the CUP with no public pushback at the public hearing.
In addition, the proposed site is ideal for a cell tower because it is heavily wooded so the ground
equipment, base of the tower and lower portion of the tower will be hidden from public view.Also, there are
several wooded and vacant lots adjacent to the prosed site,yet it's close enough to residential areas to provide
enhanced service to the area residents and to traffic traveling on State Rd. 70, County Hwy B, County HwyW,
and other roads in the area. Finally, pursuant to Section 66.0404(4)(c) of Wisconsin statutes, a municipality may
not prohibit placement of a communication tower in particular locations in the municipality. Therefore, our
proposed use is appropriate at the proposed location from both a legal and practical perspective.

'An application for a land use permit shall be made to the Zoning Administratar upon forms furnished I

3J A Scaled map or drowings showing accurately the/ocation, size and shape of the
lot(sJ involved; existing and/or proposed structure(sJ including the location of any public or

proposed use of each strudure." We believe the site plans provided and information on
the Land Use Permit Application satisfy the needs of 1,2, and 3.

225' Self Support Tower
To Whom it May Concern:
As Requested by Arcosa Telecom Structures on behalf of The Towers, LLC, B+T Group is pleased to
submit this"Fall Certification Letter"for the 225' Self Support Tower to be constructed at the Barber Lake
(US-WI-5576) site.
This tower will be designed in accordance with the TIA 222-H standard for Sawyer County, WI.
The tower will be designed to support antennas and transmission lines for four wireless carriers. The
design criteria are more particularly described as follows:
Design Wind Speed: 106 mph 3-sec gust(no ice), 50mph 3-sec gust (1.5" ice)
Structure Class: II
Exposure Category: C
Topographic Category: 1

It is our understanding that this Self Support Tower structure will be designed such that, if a failure were
to occur due to a significant storm or other event, the tower would fall within a radius of 112.5'from the
base of the structure with the top portion of the tower buckling over on the tower. Although the tower
would not be designed to fail, stronger sections that required by analysis would be provided in the lower
sections of the tower, resulting in an increased safety factor in the lower sections. �n the highly unlikely
event that this tower were to experience operational failure due to catastrophic wind loading, the design
would enable the tower to fail through compression buckling. Failure in this manner would result in the
upper portion of the tower buckling and folding over the lower portion, resulting in a fall radius of 112.5'
from the base of the tower.
It should be understood that this opinion does not consider unpredictable extreme catastrophic events for
which the structure is not designed. However, any damage to surrounding property caused by the tower
failing during such an event would be relatively insignificant when compared to the damage caused to the
surrounding property by the event itself.

GENERAL CONDITIONS
00 0001 PERMITS
Construction Permit shall be acquired by, or in the name of, Verizon Wireless, to
be hereinafter referred to as the OWNER. Other permits shall be acquired by the
Contractor.
00 0002 SURVEY FEES
Survey shall be furnished by the Designer. Layout Staking shall be coordinated
with the Surveyor per 'Request For Quote', (RFQ).
01 0010 INSURANCE & BONDS
Contractor is to furnish Insurance certificates for themselves and subcontractors.
Contractor will provide any required Bonding. Contractor agrees to warranty the
project for (1) one year after completion.
01 0400 SUPERVISION & COORDINATION
Contractor shall provide supervision throughout the Project, coordinating the work
of the Subcontractors, and delivery & installation of Owner -furnished items.
Contractors responsibilities include arranging & conducting of Underground Utilities
Locates. Contractor shall comply with municipal, county, state and/or federal codes,
including OSHA.
01 0600 TESTING
Contractor is responsible for providing Agencies with sufficient notice to arrange
for Test Samples (i.e.: Concrete Cylinders), and for Special Inspections.
01 2000 MEETINGS
Contractor aholl make themselves aware of, and attend, meetings with the Owner
and/or Designer. Contractor is to attend a Pre -Construction Meeting of all parties
involved, prior to the start of construction.
01 5100 TEMPORARY UTILITIES
Contractor shall maintain the job site in a clean and orderly fashion, providing
temporary sanitary facilities, waste disposal, and security (fence area or trailer
module).

Contractor shall furnish equipment necessary to expedite work.

complete the items listed an the Owner's Punch List, and shall sign and return the
List to the Owner. Cantractor shall maintain a set of drawings during the job, on
which changes shall be noted in red ink. A full set of redlined drawings (As-Builts)
are to be given to the Designer at Job completion and submit 'construction work
complete memo" to Construction Engineer.

considerations arise. Site ehall be scraped to a depth of 3" minimum to remove
vegetative matter, and scrapings shall be stockpiled on site. Excess material to be
disposed of In or-cordance with RFQ.
02 1100 ROAD IMPROVEMENT & CONSTRUCTION

02 2000 EARTHWORK & EXCAVATION
Excavation material shall be used for surface grading as necessary; excess to be
stockpiled on site. Excess material to be disposed of in accordance with RFQ. For
dewatering excavated areas, contractor shall utilize sock or sediment filter for
filtering of water discharge.
02 5000 PAVING & SURFACING

02 7800 POWER TO SITE
Contractor shall coordinate the electrical service to the building with the Utility
Provider. Conduits shall include pull strings. Underground conduits shall be 2-1/2'
Schedule 40 M. (schedule 80 PVC under roads and drives) Cable to be 3/0
THWN CU. Trenches shall be backfiiled in a timely fashion, using a compactor, and
including detectable ribbon at 12" below grade. Service shall be 200 amp, single
phase, 120/240 volt. Service type shall be "General Time -Of -Day" if available, and
meter base shall be approved by utility provider.
Contractor to provide and install expansion joint sleeve connections to prevent
differential movement at utility connections.
02 7900 TELCO TO SITE
Contractor shall provide 2' SDR-11 HOPE conduit for fiber conduit as noted on
Drawings when directional boring is utilized. Contractor shall provide 2' schedule 40
PVC conduit and 2" schedule 80. HOPE conduit under roadways with large -sweep
elbows for fiber conduit as noted on Drawings when hand trenched. Trenches shall
be as in 02 7600,
Contractor to provide and install handholes as noted in the Drawings. Additional
hondhales shall be provided and Installed o maximum of 500 feat on center; at 90'
bends if directional boring; and every third bend if hand trenched. Handholes size
per Drawings and traffic -rated in roadways.

cabinets/shelter location per manufacturer's specifications and recommandalione.
