RE: Driveway on the Mark A. Brasseur Property—Hemlock Haven Road
Dear pon:
On Thursday, May 20, 1999, Dan Houston, llNR, Water Management Specialist, and I
visited the Marlc A. Brasseur property on Hemlock Haven Koad to investigate a
complaint that a driveway had been constructed across wetlands. Mr. Houston verified
that the driveway had indeed been constructed through a wetland area.
Don, I have been told that you were the excavator that put in this driveway.
Please contact me by Wednesday, June 16, 1999 about this situation.

On May 20, 1999 I observed that your property on Barker Lake, Sawyer County contained a wetland till. The
property was identified to me by the Sawyer County Zoning Administrator, William Christman as tax parcel
15.� Section 30 Town 40N Range SW, Town of Spider Lake.
You may be in violation of federal law and local ordinances prohibiting wetland fills. Federal permits are
required for most all wetland filling. Before the federal permit is effective you must also meet Wisconsin's
Wetland Water Quality Standards by obtaining a certification from this Department. Based on my observation of
your tilled wetland, you are not likely to obtain that certification and the permit would likely be denied.
Sawyer County is aware of this matter and may bring separate enforcement action under s. 179(c) Zoning and s.
3.3 Fl��odplain Zoning Ordinance. With copies of this letter I am also referring this matter to Jim Weinzierl,
Army Corps of Engineers for enforcement of the s. 404 Clean Water Act and the Town of Spider Lake for
euforcement of s. 15.08(c) Land Use Ordinance.
You should remove any fill that you have placed in the wetlands.
