Marquardt 9623N State Highway 27 Hayward, WI 54843 Dear Mr. Marquardt: The Sawyer County Board of Appeals met this past Tuesday evening and, as a part of the public hearing,the members discussed your proposed addition and a second variance for your property. As you recall, a variance (#96-006)was granted in 1996 for an addition. As we discussed in the office, the Board has taken the position that only one variance should be granted for a property. The Board believes that this applies to your property. Therefore, while you have every right to apply for a second variance,the Board would probably not look favorably on your request. However,there may be another option that may allow a permit to be issued for the new addition. "The Hut' is a nonconforming structure in that it is located closer than 130' to the centerline to State Highway 27. The Sawyer County Zoning Ordinance contains a provision called the 50%current estimated fair market(CEFMV)rule. The "50%rule" restricts the cost of improvements to a nonconforming structure, over the life of that structure,to no more than 50% of the CEFMV of the structure. This rule therefore applies to "The Hut." In 1996, 12.5%of the CEFMV was used for the construction of an addition. Therefore, 37.5%of the CEFMV remains for future improvements to your building. However,the issue that now needs to be addressed is the cost of the proposed addition. Examples of activities that would result in 50% CEFMV consideration for the proposed addition are: • Addition foundation: • Addition exterior walls: ➢ Siding ➢ Sheathing ➢ Wall studs ➢ Insulation ➢ Interior finish material (i.e. sheet rock,paneling etc.) ➢ Exterior windows and doors • Addition roof: ➢ Shingles ➢ Sheathing ➢ Trusses/rafters • Addition interior improvements: ➢ Electrical ➢ Plumbing ➢ Heating/air conditioning Have you obtained a construction estimate that includes the above factors? If so, I would like to review that estimate with you. If you do not have a construction estimate, I would encourage you to obtain one.
