Maintenance Work in Weirgor Township, Sawyer County, WI
Line 6A, Milepost 81.9960
Project Description
Enbridge Energy, Limited Partnership (Enbridge) plans to conduct maintenance activities on one
segment of their existing Line 6A pipeline at Milepost 81.9960 in Township 37N, Range 7W,
Section 30 of Sawyer County, Wisconsin (Figure 1). The project footprint is unavoidably located
within 300 feet of an unnamed tributary to Swan Creek. Enbridge plans to conduct this work in
the summer and fall of 2024. Work at the site is expected to be completed within 6 to 8 weeks.
Access to the site will be south from West County Road, then traveling southeast via an existing
two-track road to the Enbridge right-of-way (ROV� and continuing southeast along the ROW to
the site (Figure 2). The access route for the proposed maintenance work will cross an unnamed
tributary to Swan Creek via temporary clear span bridges (TSCB; Figure 3). To construct the
TCSBs, construction mats will be set across the tributary. Construction mats will be used as ramps
on the sides of each bridge. No fill will be used to construct the bridges. The bottom of the lowest
beam of the TCSBs will be at or above the top of the stream bank. The bridges and mats will be
anchored to prevent them from being transported downstream during high flow conditions, as
needed. Construction mats will be utilized to minimize wetland impacts along the access route
and within the temporary workspaces.
The project scope will require excavation in order to inspect the pipeline and make any necessary
repairs. The excavation will measure approximately 150 feet long by 35 feet wide at the top and
approximately 7 feet wide at the floor, and up to 10 feet deep (Figure 3). The excavation will
extend into an unnamed tributary to Swan Creek. The waterway measures approximately 6 feet
wide by 4 feet deep, with a water level depth of approximately 0.5 feet taken on 6/16/21. If water
is present, flow within the tributary will be diverted by a dam and pump bypass method. This
method involves damming of the waterway upstream and downstream of the trench before
excavation and pumping water around the construction area (refer to typical figures). Pumping of
the waterway across the ROW will commence simultaneously with dam construction to prevent
interruption of downstream flow. Subsoil and topsoil will be segregated into separate piles spoil
material excavated from the parent streambed will be segregated (e.g., upper one foot and the
remaining spoil are stored separately within a spoil containment structure).Temporary workspace
and staging areas will be used for vehicle parking and equipment staging. Equipment used wil�
include a hydrovac excavator, a backhoe (or similar excavator), and trucks to transport personnel
and equipment.
Best management practices (BMPs) will be installed prior to soil disturbance and in accordance
with the Enbridge Environmental Protection Plan (EPP). Refer to the attached site plan (Figure
3) and typical figures inciuded in the application for additional details. BMPs will be maintained
by Enbridge personnel, as necessary.
Dewatering of the excavation may be required and will be conducted according to best
management practices outlined in Enbridge's WPDES General Permit No. WI-0049344-05-0 for
dewatering operations.
Upon completion of the work, backfilling will begin immediately and the site will be restored to
preconstruction conditions. Excavated subsoil will be backfilled first and then the topsoil to
maintain the original soil horizons. Excavated areas in wetlands will be backfilled with topsoil
originating from the wetlands. Backfill material from the watenvay will consist of the spoil material
excavated from the parent streambed. Permanent stabilization will be initiated prior to
restoring flow. The bed and banks of the tributary will be restored to as near as practicable to
pre-construction conditions unless that slope is determined to be unstable. If Enbridge
determines that the slope is unstable, the banks will be reshaped to prevent slumping. Once
the banks are reshaped, BMPs will be installed immediately after backfilling. By restoring the
original contours, existing flow patterns through the tributary will be maintained. Upon
completing bank stabilization, the dams will be removed to resume natural water flow. TCSB
and construction mats will be removed.
Temporary crossings and workspaces in wetlands will be allowed to revegetate from the native
seed stock. A cover crop will be utilized in wetlands as necessary. Upiand areas will be seeded
with a perennial seed mix. Supplemental seeding of wetlands and uplands will occur as necessary
for reestablishment of vegetation and will take into account recommendations from federal, state,
and landowner requests, as appropriate. Seeding application rates and seeding dates will be
dependent on the specific seed mix recommendation. Temporary slope breakers will be installed
on all sloped approaches to the stream in accordance with Enbridge's EPP. All other disturbed
areas will be seeded and temporarily stabilized with straw mulch or erosion control blanket,
depending on the site conditions. Refer to the attached restoration procedures for information
regarding regrading, seeding and general restoration practices.
Following completion of the work, it may be necessary to complete additional restoration work
(e.g., additional grading, removal of BMPs, seeding, etc.). Temporary, non-biodegradable
sediment control BMPs will be removed from the site after vegetation has been established.
Enbridge will obtain landowner approvals for temporary staging and workspace areas located
outside of Enbridge's ROW. All landowner approvals will be in place prior to beginning work.
Restoration Procedures
Routine Maintenance Work
Enbridge Energy, Limited Partnership has an Environmental Protection Plan (EPP), which
outlines environmental policies, procedures, and mitigation measures developed for pipeline
maintenance projects. The EPP is intended to mesh with applicable federal, state and local
environmental protection and erosion control specifications and practices. The EPP outlines
general procedures for site restoration.
Site restoration will begin as soon as soil conditions permit seed bed preparation and seed
germination. Every effort will be made to begin site restoration, including installation of
permanent erosion control measures, as soon as practicable.
Final cieanup will begin with removal of all construction-related debris and material which is not
an integral part of the pipeline (including litter generated by pipeline crews) from the
Landowner's property. After clean up is completed, the disturbed areas shall be graded to
restore the contours of the land to previous conditions. After final grading, slopes in areas other
than cropland will be stabilized with permanent erosion control structures, as described below.
Slopes
Permanent berms (diversion dikes or slope breakers) will be installed on all slopes, according to
the following maximum spacing requirements:

Permanent berms will be constructed according to the following specifications:
• Permanent berms will be installed with a 2 to 8 percent outslope.
• Permanent berms will be constructed of compacted earth.
• The outfall of berms will be directed toward appropriate energy-dissipating devices, and
off the construction right-of-way if possible.
• Permanent berms will be inspected and repaired as necessary to maintain function and
prevent erosion.
• Erosion control blanket (curlex, jute, or equivalent) will be placed on slopes over 30
percent.
Revegetation
Permanent revegetation will involve preparing the seedbed and seeding disturbed areas. The
right-of-way will be seeded as soon as possible after backflling, weather and soil conditions
permitting. Specific seed mixes, application rates, and seeding dates will take into account
recommendations of appropriate state and federal agencies and landowner requests as
appropriate. Mulch will be applied according to the following specifications:
• After seeding, slopes greater than 5 percent or dry, sandy areas will be mulched with 2
tons per acre of straw or hay or as otherwise directed by Enbridge.
• All areas of dormant seeding must be mulched with 2 tons per acre of hay or straw or as
otherwise directed by Enbridge.
• Mulch will be anchored after placement to minimize loss by wind and water. If soil
conditions allow, a mulch anchoring tool or farm disc set in the straight position will be
used to crimp the mulch to a depth of 2 to 3 inches. Liquid tackifiers may be used with
advance written approval from Enbridge.
Where conditions allow (e.g., unsaturated and un-ponded areas), wetlands will be revegetated
after final grading with annual ryegrass and then allowed to revegetate naturally, unless
otherwise directed by regulatory agencies.
Permanent revegetation at stream crossings will take into consideration recommendations of
agencies as well as landowner requests.
All soil conservation practices (such as terraces, grassed waterways, etc.) that are damaged by
the pipeline maintenance activities will be restored to previous conditions to the extent practical.
