Norman 1529 Washington St. Davenport, IA 52804-4005 Dear Mc Norman: I was concemed to hear tliat you were hospitalized the day we inspected your property. I hope that your health has improved. As you know, I was asked to visit the site to assist in determining the location of the wetland boundary. I understand that you disaoree with my deteanination and I will try to explain how I arrived at my decision. A wetland is defined in Wisconsin statutes as °an area where water is at, near or above the land surface long enoueh to be capable of supportin� aquatic or hydrophytic ve�etation and which has soils indicative of wet co�ditions". Generally, weNands must have al] three parameters: wetland hydrology, wet soils and wetland plants, to be considered a wetland. For wetland hydrology, the proper[y does not have to sustain inundation; however, surface or ground water must be present for a sufficient period of time during the growing seasoi� to affect the ve�etation and soils. Soils must be saturated or inundated for a sufficient period of time to develop hydric soil characteristics. And the plant community must be dominated by species adapted to wet soil conditions. When determinins whether a site is a wetland, we rely upon the "Corps of Engineers Wetlands Delineation I�tanual, 1987". This manual establishes the accepted methodolosy used nationwide to determine wetland boundaries. We applied the Corps Manual methodolosy on your proper[y. All three wetland parameters were present. As you know, the determination of the wetland boundary was at the base of the slope. Although I sympathize with you, I cannot modify my wetland boundary determination as you request. The determination is based upon overwhelming scientific evidence and is consistent with a nationally accepted methodoloey. If you have any questions, please feel free to call me at 608-267-2453.
