Introduction
This erosion control and storm water management plan is prepared in accordance with the
requirements of WPDES Permit No. WI-0067831-1. The plan describes the site and proposed
construction activities; the soils, ground water, and surface water conditions at the site; the
planned erosion and sedimentation controls, the construction, erosion control, and sediment
control schedule; the maintenance and reporting plan for erosion and sediment control; and the
storm water management plan. The name of the contractor that will install and maintain the
erosion control and storm water management measures is written in below.

Site Description and Construction Activities
The site layout is shown in Figure 1. Following is a summary of the site characteristics and
proposed construction activities.
Site location: Thunderbird Road
Hayward, WI
W %2, Sec. 31, T41 N, R7W
NW '/4, Sec. 6, T40N, R7W
Proposed site use: The site will be subdivided into residential lots.
Former site use: Forest.
Construction activities involved: Site clearing, grubbing, grading and home/cabin construction.
Total area of site: 249 acres
Estimated area of site that will be disturbed: The site will be divided into lots ranging in size
from approximately 0.5 to 9.5 acres. Approximately 159 acres will be divided into lots, the
remaining area is wetland as indicated by the USGS quad map. The expected use of the lots is
for recreational property with cabins or homes constructed on each lot.
General drainage pattern of existing site is to localized infiltration areas or to Osprey Lake. The
proposed roads will be graded to drain to a road ditch and the road ditches will be drained to
infiltration areas that are not wetlands. The drainage on each lot will be determined by the
purchase, however there will be covenants for the subdivision that requires roof and driveway
drainage be routed to a water quality best management practices (BMPs).
Site topography: The site is along the north and east shores of Osprey Lake. The north end of
Osprey lake is a wetland as shown on the USGS map. The wetland will be left undisturbed and
will not be divided into lots. North of the lots to be subdivided in Section 31 is also a wetland
that is connected to Little Round Lake. The south side of the subdivided land in Section 31 and
the lots on the east side of Osprey Lake slope to Osprey Lake. The north side of the property in
Section 31 slopes to Little Round Lake. The slopes on the north side of Osprey Lake are
gradual and the slopes on the east of the lake are steeper. The slopes vary from approximately
2% to 23%. Where the proposed roadway is located, the majority of the drainage is interrupted
by infiltration areas before draining to the lakes.

�. Site vegetation: The site is currently forest.
Wetlands on site: A wetland covers approximately 90 acres of the site. It is located on the
north end of Osprey Lake. The wetland will not be divided or developed.
Other site information: A roadway is rough graded from Thunderbird Road, progressing easterly
and southerly to an existing roadway on the south end of Osprey Lake. This roadway parallels
an existing power line easement.
If Soils
The following soil description for the site is based on General Soil Map, Sawyer County,
IfWisconsin, June 1968.
Surface soils: Silty material
1.4 Subsurface soils: Sandy loam to loam glacial till
ItGeneral draining capability of soils: well drained to moderately well drained
Runoff coefficients for the Rational Formula: Hydrologic Soil Group B.
ifRunoff coefficient before construction: 0.20 or less (forest and wetland)
Runoff coefficient after construction: 0.40 (Residential lots 0.5 acres or more)

Ground Water and Receiving Water
Approximate depth to ground water at the site: Based on USGS map, varies from 5 to 60 feet
below grade
Closest named receiving water: Currently surface runoff that does not drain to infiltration areas
drains to the wetland at the north end of Osprey Lake or
directly to Osprey Lake. After development the roads will be
graded to drain away from the lake and wetlands. Runoff from
the lots will be minimized with the BMPs listed below.
Planned Erosion and Sedimentation Controls
IfThe contractor will maintain erosion controls to protect the site and prevent sediment pollution of
adjacent watercourses and properties. Unless specified otherwise, erosion controls will comply
with the planning, design, and maintenance provisions of Chapter 3 of the Wisconsin
If Department of Natural Resources Wisconsin Construction Site Best Management Practice
Handbook. The erosion and sedimentation controls will be as follows:
Grade ditches along road and drain all ditches to infiltration areas. Silt fence will be
installed around the perimeter of the infiltration areas to prevent plugging of the bottom
of the ditches

• Install silt fence down gradient of disturbed areas adjacent to drainage ways, wetlands
and Osprey Lake.
• Road ditches between 1 % and 2% slope will be stabilized by seeding and mulching.
Ditches with 2% to 4% slope will be stabilized with erosion bale ditch checks placed
every 2 feet of vertical drop with a maximum spacing of 100 feet. For ditch slopes
between 4% and 6% slope ditches will be stabilized with a Class I Type B erosion mat
Liner. No road grade ditches will exceed 6% slope.
• Grade ditch side slopes to 3:1 or flatter wherever practicable to minimize erosion.
• Provide tracking control by construction temporary gravel tracking pads where the new
roadways intersect Thunderbird Road.
• Apply topsoil, seed and mulch to stabilize disturbed areas
Construction, Erosion Control, and Sediment Control Sequence
The construction will be staged to limit bare areas subject to erosion. The construction and
erosion control sequence is as follows:
For road construction:
• Obtain plan approval
• Clear, grub, and strip topsoil
• Install tracking pads
• Install silt fencing as needed
• Construct roads
• Construct ditches to drain water away from lakes and wetlands to areas where water can
infiltrate
• Seed and mulch disturbed areas
• Install erosion control protection in ditches as needed
For residential construction on lots:
• Obtain required permits for construction and grading
• Set structures back 75 feet from OHWM and navigable wetland boundary and 40 feet
' from non -navigable wetland boundary
• Disturb only as much vegetation as needed, fence off trees and areas not be disturbed
• Direct runoff away from water body to areas where storm water can infiltrate
• Surround building site and stockpiles with silt fence
P Direct runoff away from construction site using vegetated earth berms, hay bale diking or
vegetated diversion swales
• Seed and mulch disturbed areas with native seed mix

Erosion and Sediment Control Maintenance and Reporting
The contractor will adhere to the following maintenance and reporting plan:
• Check the stability and operation of all erosion and sediment controls at least once
weekly and following every runoff -producing rainfall. Any needed repairs will be made
immediately to maintain all practices as designed.
• Remove sediment from behind the silt fence when deposits reach approximately one-
half the volume capacity of the fence.
Remove any sediment accumulating on adjacent property or potential drainage ways at
the end of each day.
• Fertilize and mulch all seeded areas to maintain a healthy vegetative cover and reseed
as needed.
• Prepare weekly written reports (See Appendix A) that describe the condition of the
erosion and sediment controls, describe any erosion and sediment control
implementation and maintenance performed that week, and describe the present phase
of construction at the site.
Storm Water Management Plan
The long term storm water management plan is divided into two categories. Management of
runoff from the roadway and management of runoff from individual developed lots.
Roadway Runoff
Runoff from the new roadway will be routed to infiltration areas. We have walked the proposed
road corridor and mapped the location of existing infiltration areas. In Section 31 where the
proposed roadway is on the peninsula between Osprey Lake and the wetland on the east end of
Little Round Lake, there are nine different infiltration areas that the surface water will drain to.
These areas were located with a handheld GPS unit and the road ditches will be graded to drain
to each of these areas.
ri We computed the amount of runoff anticipated from a typical road section for this project.
!� Assuming a section of roadway 400 feet in length, an infiltration area would have to be 42 feet
square, one foot deep. This is the volume of runoff from a 2 year storm. This water would be
stored in the infiltration areas and then infiltrate into the soil. The computations are included in
Appendix B and ignore infiltration. Based on our walk through the property the infiltration areas
mapped are larger than 42 feet square and greater than 1 foot deep. These computations are
based on the largest drainage areas draining to any individual infiltration areas and are a
conservative estimate for runoff and storage.
r� Individual Lot Runoff
The storm water management for the individual lots involves reducing runoff from the developed
site. This will be accomplished through rain gardens, rain barrels and landscaping to drain to
r� infiltration areas. The landowners will be required to implement BMPs to treat runoff on their
1 properties. We have computed the volume of runoff per 1000 square feet of impervious area
(see Appendix B). The landowners will be required to construct BMPs on their property to store

the runoff from a 1.5 inch rainfall event per these computations. The landowners, as they
develop a plan for their properties, will have to follow these requirements to design BMPs based
on the square footage of impervious area being created. The BMPs will be required to store this
computed volume of water.
Landowners will required to implement BMPs from following BMP's and designed to store the
volume computed as shown in Appendix B:
• Retain trees and shrubs to reduce runoff
• Limit clearing and grading on slopes
• Minimize pavements and impervious surfaces, through use of gravel or paver blocks
for drives and walkways
• Construct rain gardens to infiltrate runoff from roofs and impervious areas
• Use rain barrels to catch and store water from roofs
• Direct runoff to infiltration areas
• Maintain a primary buffer at least 35 feet inland from OHWM per county ordinance.
This buffer should be of native shoreland vegetation and removal of vegetation is
prohibited except to control invasive or exotic species, removal of diseased
vegetation , removal of trees or shrubs severely damaged by high winds or because
of imminent safety hazard. A 30 foot wide viewing and access corridor may be
maintained by selective clearing of vegetation. A secondary buffer extending to 75
feet inland is recommended. This buffer may be turf, groundcovers or native ground
layer with removal of trees and shrubs allowed.

The information contained on this form is required under s. NR 216.48 (41 Wis. Adm. Code, for a construction site covered under the
General WPDES Construction Site Storm Water Discharge Permit, Permit No. WI-0067831-1. Inspections of implemented erosion and
