This change in policy effects you as you have applied for a variance that will be heazd by the Boazd on December 17,200. At yesterday's Sawyer County Board of Appeals public hearing the Board discussed requiring expiration dates for variances approved by the Boazd. The current policy is that approved vaziances do not expire. The Board decided that future approved variances, beginning with the December 17,2002 public hearing,will have expiration dates established as a condition of variance approval. Since this is a new Board policy there is not a history of Boazd decisions to draw upon. However,I assume that expiration dates will be established that would allow property owners sufficient time for project completion(i.e.,obtain financing,locate a contractor/mason/builder/interior plumber, anange for a soil tester and plumber for septic system issues,obtain the proper Town and zoning permits etc.). In summary,you should be prepazed to address this matter with the Boazd and how it may impact your particular situation. A PARCEL OF LAND LOCATED IN GOV'T.LOT 7,SECTION 19,T.4]N., TIMOTHY E.OKSIUTA,R.L.S. R.7 W..IN THE TOWN OF ROUND LAKE,SAWYER COUNTY,WISCONSIN. Site Description The site of observation is located on a developed,landscaped lot with approximately 166'of frontage on Round Lake. Existing buildings do not meet current setback requirements. The adjacent lot to the north is similarly developed,with a sep[ic mound system bordering the north property line of the parcel in question. A pond sits adjacent to the southwest corner of[he parceL the shoreline of which extends roughly to the southwest and southeast. This observation focused primarily on a shallow depressed area,roughly 12 feet wide at its widest point, which begins approximately 6 feet to the south of the end of an esisting asphalt driveway. The driveway slopes toward this depression,«hich receives rumoff from the asphalt surface. Observations Vegetation at all observation sites' was of sparse to moderate density and consisted primarily of Red Maple underlain by scattered individual clusters of speckled alder. Herbaceous ground cover consisted of a varieh of non-hydrophytic species. Soil morphology was consistent throughout the sample sites situated both in the lowest areas of the depression,and with those located at high points on the slopes ofthe depression with all showing a surface horizon of organic sandy loam to a depth of 0.3-0.5 ft,and a second horizon of sand extending to depths of at least 18". Munsell values of the organic horizon were a consistent 10 YR 2/1. Values of the sand horizon ranged in[he 10 YR hue from 3/2 to 4/4. Sample sites 4,�,and 8 percolated�oater to within 8"of surface level after 10 minutes,all other sites remained drv. 'This summary of observations does not include sample sites S 1 and S2. Sl was determined not to be �vetland,S2 was determined to be wi[hin a wetland. No determination of wedand boundary along the westerl}line of this parcel has been made. Conclusion Sample sites S4 through 510,located in and around the above described depression are all upland sites. This area obviously receives effluent from the driveway,which the o��ner sta[es[o have been in place 10 years. The soil sub-horizon remains consisten[in the lowland and upland portions of the depressed area, and does not show evidence of matrix stripping which would indicate a historic sta[e of saturation. I am sorry we didn't get a chance to chat after the Sawyer County Land and Water Conservation Committee meeting. With this letter, I want to confirm the following three issues that we discussed at the WDNR: 1 . The setback variance issued by Sawyer County last month to the Hausmans for a new house, accessory building and septic tank will not expire in four years. Mr. Hausman explained that he had applied for the variance long before the ordinance was changed to include the 4-year limitation, but the County requested a postponement of its consideration of Mr. Hausman's application. This delay caused the variance to be issued after the ordinance changed. In response, you indicated that the four-year deadline woulci not appiy to tne Hausmans' variance. 2.
