Your previous application expired August 17, 2002. Please sign and return the application with the $100.00 hearing fee by Friday, March 7, 2003 for public hearings in April. The Town of Ojibwa Board meets on April 14, and will give a recommendation on approval for the Zoning Committee. The Zoning Committee will hear the application at public hearing on Thursday, April 17, 9:00 AM in the Circuit Courtroom of the Sawyer County Courthouse. The Zoning Committee will expect a plan or layout to review at the hearing. Enclosed is a copy of the plan prepared by R&P's Earth & Forest Works for your public hearing in 2001. You may want to make some modifications to this. Also, the DNR has stormwater management requirements for any soil disturbing activities of one acre or more. Please contact Dave Kafura at the Hayward ranger station, 634-2688, for more information. After approval by the Zoning Committee, one mare permit will be required, the permit for actual soil removal operation. Aerial Photo 1 .0 SITE DESCRIPTION 1 .1 Introduction R&P's Earth & Forest Works was retained by Mr. Bryan Chapek to assist with the removal of brush, sod, and top soif in preparation for the planting of trees on 28 acres of his 50 acre parcel in Sawyer County, Wisconsin. This report is a suppiement to the conditional land use permit application for non-metallic mining of topsoil from Mr. Chapek's property. 1 .2 Owner Information Owner: Mr. Bryan Chapek 8005W Koeppler Road Ojibwa WI 54862 1 .3 Site Location and Adjoining Land Use The Chapek property is located in the Northwest %< of the Northeast '/., of Section 11 , Township 38N, Range 6W, Sawyer County, Wisconsin. The Chapek property is 50 acres in area and is located in a rural/agricultural setting. Twenty-eight of the 30 acres of this property which adjoins Koeppler Road, and excludes the 2 acres on which Mr. Ghapek's home is located, is the proposed tree farm. The property in this area is zoned A-1 . 1 .4 Soil - -- Within the area of the �proposed tree farm�prush, sod, and topsoil has been found. The topsoil is approximately 12" deep and is of a rich agriculturai nature. Mr. Chapek would like the brush and sod removed in preparation for use of a tree planting machine and would tike to strip approximately 6" of the topsoil for use in local landscaping projects. In reference to site preparation, the Wisconsin Department of Natural Resources has the following information posted on their website: "The single most important part of planting trees is protecting the small bare-root seedlings from existing, competitive vegetation. This cannot be over�mphasized. Not only do these plants compete for light and water, many grasses produce natural chemicals which suppress tree and shrub growth. Heavy competition from weeds, grasses and existing woody cover will choke out your planting in short ordeP' 2.0 OPERATION PLAN 2.1 Site Layout The land area to be used for the tree planting is approximately 28 acres, which surrounds Mr. Chapek's residence. 2.2 Operation If approved, the brush would be removed and hauled away, the sod would be removed and stockpiled for use as mulch and compost materials, and 6" of the topsoil would be removed and sold. This would leave approximately 6" of topsoil for the planting of trees, and the land would be nearly level, making the use of tree planting equipment more efficient and maintenance such as mowing, easier. 2.3 Operation Activity The primary activity will be the removal of the brush, sod and topsoil with a bulidozer and dump truck. This activity would occur between the approval of the conditional land use permit and the summer of 2002. This process would not be continuous. 3.0 ENVIRONMENTAL CONSIDERATIONS 3.1 Site Screening Mr. Chapek's property is completely surrounded by trees and forest. Most of the land in the area is forest, and Mr. Chapek's residence is located in the center of the proposed area. 3.2 Air Quality The removal of the topsoil would not affect the air quality significantly, since it would not require the use of more than one bulldozer and dump truck. 4.0 RECLAMATION PLAN 4.1 Reclamation Plan Area The Chapek property will be reclaimed with the planting of trees. Beginning immediately after approval of a conditional use permit, the land will be prepared for planting of the trees. Mr. Chapek plans to plant 7000 trees in fall 2001, and continue to plant trees in the spring until the area is filled. Tree planting would start in this area, directly behind the residence. It would next proceed to the east and finally the west of the residence. At a rate of 688 trees per acre, 7000 trees would be planted in Augusc 2001, and 14000 in the spring of 2002.
