1.0 INTRODUCTION & PURPOSE
This application to the Sawyer County Planning and Zoning Department by
Monarch Paving, a Division of Mathy Construction Company, is a request for a
Conditional Use Permit. Monarch Paving proposes to set up a temporary hot -mix
asphalt plant at the Skille Pit according to the enclosed development plan. In order
to permit a temporary hot -mix asphalt plant at the Skille Pit, a Conditional Use
Permit is required from the Sawyer County Board of Adjustment. The property will
be used primarily for the upcoming State Highway 27 project in the area, but there
may be some county, township and private work if requested. Due to bidding
complexity and dollar amount involved for the Wisconsin Department of
Transportation work, we must have a pre -approved location before bidding a
project. That is the purpose for this request.
1.1 PROPERTY OWNER & LOCATION
The 80-acre parcel of land is owned by Vaughan Skille, whose address is
N5094 Golden Pond Road, Stone Lake, WI 54876.
The Skille Property is located approximately 1 miles east of State Highway
27 on County Highway K, approximately seven miles south of Hayward,
Wisconsin (See Figure 1, Skille Property Location Map).
1.2 SITE CHARACTERISTICS & SURROUNDING LAND OWNERS
There are three pits in the surrounding area including the Skille pit. The
Skille pit was recently opened to supply aggregate products to projects in Sawyer
County. The Williams pit is immediately south of the Skille pit and has been open
for numerous years to supply the local aggregate needs in the area. The Jonjak

pit is immediately south of the Skille Pit and east of the Williams pit and has been
recently opened to also supply the local need for gravel in the area.
Operational Plan Map showing the topography of the mining site and
surrounding areas is included as Drawing 2. Adjoining property owners include
Vaughan Skille, Jonjak Cranberry Farms, John Williams, Dave & Kathy Mathis,
Fred & Donna Williams, James Chudy, Kevin Mullaly, and Roger Chudy.
The closest residence to the permit area is the Vaughan Skille residence
and is approximately 400 feet east of the proposed plant site. No other residences
are within'/4 mile of the proposed plant site.
1.3 COMMENCEMENT & CESSATION
The temporary Hot Mix Plant site will be used primarily for the State
Highway 27 project that is coming for bid from Stone Lake to Hayward. The plant
will also produce hot mix asphalt for other local projects as well. We propose to
have a temporary plant setup at this location for approximately 5-8 weeks of the
2004 construction season.
1.4 OPERATION ACTIVITY
The primary operation activity will be the operations of a temporary hot -mix
plant. Our operation will begin by preparing a level surface for the hot mix plant to
!t set. This will require very little work, since the pit floor is somewhat level. We may

crush and truck in materials to the site for mixing if needed. Most of the product
will come from the Skille Pit.
4 1.5 OPERATION SCHEDULE
Hours of operation will typically be Monday through Saturday 5:00 a.m. to
10:00 p.m. for approximately 5-8 weeks.
1.6 HAUL ROUTES
The primary haul route to be used from the Skille Property will be west from
the site entrance on County Highway K. The site entrance road location is shown
on Drawing 2, Hot Mix Plant Site Map. From County Highway K trucks will
proceed north or south on State Highway 27. The Wisconsin Department of
Transportation will review these haul routes under the maintenance and repair of
haul road bid item, which requires the contractor to repair any damage incurred,
back to it's original condition prior to the Wisconsin Department of Transportation
project.
