EXECUTIVE SUMMARY
Watt Enterprises, Inc purchased two parcels of land (property description: Lots 3 and 4
part of the SE '/4 SE l/4, S 1 l, T 41N, R8W, Pazcels .16.12 and .16.13, #024-841-11-
4412. -4413.).
Both these two pazcels of land aze surrounded by land and two lots (see site map
attached) lot 1 and 2 that were just re-zoned for commercial use. Lots one and two are
will eventually be tumed into a self storage faciliry and sit directly to the north/west of
two other wmmercial establishments (grocery store and restaurant) that also site to the
west of our pazcels of land.
Our plan is to build a seasonal residential RV pazk with 40-50 sites. The park will be
open from April 1-October 30�' each year. Sites will be rented for a"year round"term
only. The facility will not accommodate weekend visits nor will it have camp sites. Each
site will have a buffer zone (i.e. wooded azea) around the entire perimeter of the pazcel of
land as well as between each RV site.
We will be adding a bath house that will include two showers, toilets and washer and
dryers. (All public azeas will meet ADA aod handicap accessible compliance standazds)
(See site drawing for additional details) We do not anticipate an increase in weekend
traffic as the pazk does not allow"weekend only" visitors. Our permanent resident model
is designed to boost local commercial revenues and increase property values in all
respective azeas.
We will be using a local professional architect and landscape design firm to ensure that
there are no erosion, loss of vegetation, water run off to this site or the surrounding
neighbors. This land will not be cleaz cut. Our goal is to keep as much of the natural
effects and original landscape as possibte.
All the local compliance codes from 6.6— 6.610 (see attachment#2) will be mandated if
applicable Please note that there are at least three "other" business establislunents that
aze directly east on Twin Lake Road. This positions my pazcels for a"majority
commercial- friendly" zoned area
Submitted our application for the Department of Health and Family Service; and process
and will submit such to the State once final approval and attomey review aze completed.
Our mazketing strategy incorporates a user-friendly web site and both regional and local
advertising inveshnents. We aze planning a formal launch date in early September).
Ow budgeted financia] plan will be to spend in the area of$275,000 to $350,000 to
complete this project. We anticipate starting with the site plan in the fall oF 2007 and
complete the entire project by the end of 2008. All labor, materials, goods and services
will be provided by local companies and local labors.

PRODUCTS AND SERVICES
Our pazk will be professional run by a full time staff attendant and the grounds will
professionally landscape on a monthly basis. All public azeas (i.e. bath house) will be
cleaned on a daily basis and professionally landscaped on a weekly/bi-weekly basis.
MARKETING STRATEGY
Our Marketing efforts will start by utilizing the following methods:
• Pazk website
• Banner ad placement on relatable sites
• Local print and signage
• Well leverage benefits of all ARVC National Association of RV Pazks &
Campgrounds
• Local and regional online Yellow Page listing
• RV trade show exhibitor/sponsor
• County Fair Sponsorship
• Radio adveRising
OPERATIONAL PLAN
Our site plan will work:
1) Identify local architectural, legal and landscape resources
2) Pazk design meet Trailer camps and campground codes #6.6.-6.610
3) Pazk design will maintain heavy buffer zone using perimeter tree line.
4) Natural effects will be maintained to maximum design scope
5) Official Rules and Regulations handbook for each RV member. We will allow
local companies to advertise in this publication for ma�cimum exposure.
6) Attain county zoning approval from Dept. of Health and Family Services after
legal remove.
7) Submit application to the state and local boards.

6.6 TRAILER CAMPS AND CAMPGROUNDS. Camping cabins must be located in a Federal,
State, County, Town, or in a privately owned campground; the plan of which has been approved
by the Counry Zoning Committee and appropriate State agency.
6.61 Minimum lot or parcel size - five (5) acres.
6.62 Maximum number of sites - 15 per gross acre.
6.63 Each site shall be plainly marked and surfaced.
6.64 All drives and parking areas other than those at individual sites shall be surfaced, at least
gravelsurfaced.
6.65 Central toilet, shower, and washing facilities shall be provided in sufficient quantity, as
determined by the State Department of Health and Social Services requirements.
6.66 Water supply and the manner of sewage disposal shall comply with the regulations of the
Sawyer County Private Sewage System Ordinance and the appropriate requirements of the
Wisconsin Administrative Code.
6.67 No site shall be less than 50 feet from the front, side, or rear lot lines of the camp.
6.68 Marshland and shoreline areas shall not be altered.
6.69 The screening provisions of Section 7.0 of the ordinance shall be met.
6.610 The construction, placement, installation or use of a camping cabin shall be by land use
permit issued only to licensed campgrounds. Camping cabins shalt not exceed 300 square feet in
area; shall not exceed 12 feet in height; and the connection to or installation of gas, water, or
sewer shall be prohibited. Camping cabins shall not have a second story or loft.
PURPOSE. Campgrounds and recreational vehicle parks are not intended to be used for the
permanent or long-term residency of site occupants. Construction activities that result in
permanency or give the impression of permanency shall be strictly regulated.
6.611 Construction of additions, decks, patios and similar structures.
(?) The construction or placement of any structure shall meet all minimum requirements
specified in this ordinance.
(2) Non-conforming campsites are"grandfathered"for the placement only of
"camping equipment." Structures, other than a small platform not exceeding 4' x 4' that is
absolutely essential at a doonvay for safe ingress and egress, are not allowed.
(3) The construction of walled structures, including screened enclosures, on individual siles that
impart the impression that they are attached to "camping equipmenP' is prohibited.
(4) Replacement roofs.
(a) Roofs supported solely by the"camping equipment"are allowed provided that
(1) A Land Use Permit is issued in accordance with Section 9.2 LAND USE PERMITS.
(2) The roof eave line shall not extend more than 12 inches beyond the perimeter of the
walls of the "camping equipment."
(3) Does not violate 4.422 IMPERVIOUS SURFACES.
(4) Mitigation is performed in accordance with Section 4.419 MITIGATION and a
mitigation plan is approved by the Sawyer County Land and Water Conservation
Department.
(b) Roofs supported by other means (i.e., poles. posts etc.) are prohibited.
(5) Open detached structures (i.e., decks, patios etc.) may be constructed on an individual camp
site provided that:
(a) A Land Use Permit is issued in accordance with Section 92 LAND USE PERMITS
(b)All minimum setback requirements are met.
(c) If covered, the cover must be fabric and removed when the campground is closed.
(d)The width shall not extend more than 6 feet from the "camping equipmenYs" solid wall,
not a "slide ouP' wall.
(e)The length shall not extend beyond the enclosed body of the "camping equipment."
(f) Does not violate 4.422 IMPERVIOUS SURFACES.
(g) Mitigation is performed in accordance with Section 4.419 MITIGATION and a mitigation
plan is approved by the Sawyer County Land and Water Conservation Department.
(6) Existing walled structures are allowed ordinary maintenance and repair, but shall not be
replaced.

This Hearing will begin at 8:30 A.M. at the Ramada Inn, 10290N Hwy. 275, Hayward,
Wisconsin.
It is recommended that either you or a representative be present at the Hearing. A lack of
information about the application may result in unnecessary delay of a decision. Failure to
appear may also result in the denial of the application.
If it is impossible for a representative be present, please submit a written statement in care of this
office directed to James Bassett, Chairman of the Zoning Committee. This statement should
include your proposed intentions, the purpose of the request, and a description of the general
terrain and surrounding development. Photographs of the property and/or buildings would be
beneficial. Indicate the undue hardship inflicted upon the owner by conforming to the present
zone district and the compatibility of the proposed use with the surrounding land uses.
