Property is zoned Residential/Recreational One. Permit is desired far the location/operation of a tattoo and piercing business within an existing structure, operating by appointment only. The City of Hayward deferred its decision to the Hayward Town Board. The Town Board has denied the application. At the February 18, 2005 public hearing, the Zoning Committee denied the application based on an erroneous Finding of Fact. The Committee has the option to reconsider its decision. The Sawyer County Zoning Committee approved the application with the conditions that it is for one year, with review after one year; hours are 3-8PM on weekdays, 12-6PM Saturdays, no Sundays; no signage; and only for this applicant. Findings of Fact of the Zoning Committee: It would not be damaging to the rights of others or property values. It would be compatible with surrounding uses and the area. The approval of the conditional use will expire on March 18, 2006, if application for the actual permit to use/construct is not made by that date. Any person or persons jointly aggrieved by the decision of the Zoning Committee may commence an action with the Sawyer County Board of Appeals to review the decision in whole or in part, within thirty (30) days after the filing of the decision in the office of the Committee. I have a degree in electro neuro diagnostics and registered in electroencephalography-worked thirteen yeazs in that field. . 1 was a senior conectionai officer in a maximum prison in South Dakota for the past five years. . Also,I have been tattooing and piercing as a hobbv for about five years. ADDRESSING CONCERNS LANDOWNERS HAVE EXPRESSED . Traffic Concerns: The average household teaves their property 6.5 times a day. If I am allowed to do tattooing and piercing in the rental unit in the back of my property,and I do not have to rent it out,it should lessen the traffic on Hospitai Road. . Hours: I plan on tattooing and piercing part-time to make up for the loss of not renting the property. This will not be a full-time business as I have a job from 6:00 A.M,to 2:00 P.M.,and would only do business from 3:00 P.M.to 8:00 F.M.on the weekdays and 12:00 Noon to 8:00 P.M.on Saturday. Again,T want to stress it is by appointment only and would be one client at a time. This will not be open to the pablic without making an appointment first. . Bio Hazardous Material and Blood Borne Pathogens: There is not a lot of bleeding witi�tattooing or piercing. With tattooing the needle enters the dernus of the skin about 1/8th of an inch with very little bleeding-it's more like a rug burn. As for blood borne pathogens,I have worked in a surgical setting monitoring nerve conduction timings for back, open heart and brain surgeries for over thirteen years and I am aware of the concerns. All I can say is the business will meet all the require- ments of the Health Deparhnent and all safety standards will be met to insure the customers'safety as well as my own. I have my own autociave for sterlization of eqiiipment. The Township of Hayward deiued my application for a Conditional Use Permit because their iong-term plan is that this is to be a Residential Area. To the east of my property there is a big starage complex,to the west is wetland and to the north is a wooded area,which is on my property and does hide the rentai property fram anyone that may want to build from behind. I am zoned RR,but do not wish to rent out the rental property in back,unless I have to,as I think renting would be more detrimental to the area than doing a part-time,appointment only,business. At this time there is no development going on around my property and I would be willing to do the Conditional Use Pertnit on a yearly basis, if that would eliminate some of the concerns about property values dropping when the area is developed. Again,I would like to stress that this is a part-time business and I feel no one will even be aware there is tattooing or piercing being done in this area. No signs will be placed in front of my property and the rental property cannot be seen from the road. I do plan on advertising in the local newspaper and radio and wili state: "By Appointment Only".
