Please complete and submit the enclosed application for permit and the permit fee of$75 as soon as possible. The application for use should include a drawing of the layout including any structures you will build and description of areas you will use, if there are any changes from your approved reclamation plan. We realize that the permitting process seems unnecessarily complex. However, we would appreciate it if this permit is attended to at the same time as the yearly reclamation permit. Also, the financial assurance amount has been adjusted from $30,000 to $1,330. The Zoning Committee expects financial assurance, in the form of a letter of credit or an insurance bond, within 60 days of the public hearing where the amount is established. Minimal earthwork will be needed to achieve final slope angles since excavafion won't exceed 12 inches.All grading will be completed and resulting surfaces scar�ed prior to topsoil redistribution. Grading will be acxomplished to prevent ponding of water on the reciaimed surface. The topsoil will be placed and finished to the required lines,grades and slopes.Once all final grading has been completed the site will be seeded. Note:All stockpiles must be removed and slopes vegetated before redamation will be oonsidered final. 2. Topsoil will be removed to a depth of 8-10 inches. Topsoil removal will be accomplished by scrapers or bulldozers and haul trudcs with the goal of recovering as much of the existing topsoil as possible. When feasible,soil will be removed in a manner so as to minim¢e the surface area e�osed to erosion at any one time. Topsoil that has been stripped from the site should be stockpiled on level ground and away from any slopes. Stockpiles should be located in an area where they will be easy to access and out of the way to keep double handling to a minimum.To help prevent erosion and weed growth stockpiled topsoil should be seeded.A cover crc�p of oats,barley, winter wheat,or winter rye should be used if the stodcpile will be disturbed in less than six months. If a stockpile will not be disturbed for more than soc months at a time a perennial seed mixture should be used(see attachment2). If erosion is�curring to the stodcpile,straw bale silt fendng should be placed around topsoil stod�ile until it has been seeded and stabil¢ed.See attachment4 for proper installafion and maintenance. 3. All run-off is planned to be contained within the pit.A manmade earthen berm will be constructed as needed near the perimeter of the mine to oontain all run-0ff within mine site.Total area of e�osed soil will be limited to only an area large enough to allow for needed excava6on.If signs of erosion outside the pit oa:ur during excavation or redamation, silt fencing or a sediment basin may be needed. E�osed soils should be seeded with a cover crop and seed mixture to quickly revegetate the site and stabilize the soils protecting them from run-off and wind erosion.Water should be applied to non-vegetated areas of the site to control dust during dry or windy condi6ons. 4. The operation should be conducted in stages to minim¢e the total area e�osed to erosion.
