Notice is hereby given that on September 15, 2006 the Sawyer County Zoning
Committee approved the following application:
Part of the SW'/4 SE'/4, S 20, T 38N, R 7W, Parcel .15.5. Doc #333922. 5 acres
total. Property is zoned Agricultural One. Permit is desired for the placement of a
single family dwelling, owner not being engaged in agricultural activities. The
Town Board has approved the application.
The Sawyer County Zoning Committee approved the application as submitted.
Findings of Fact of the Zoning Committee: It would not be damaging to the rights of
others or property values. It would be compatible with surrounding uses and the area. It
would not destroy prime agricultural lands.
The approval of the conditional use will expire on September 15, 2007, if application for
the actual permit to use/construct is not made by that date.
Any person ar persons jointly aggrieved by the decision of the Zoning Committee may
commence an action with the Sawyer County Board of Appeals to review the decision in
whole or in part, within thirty (30) days after the filing of the decision in the office of the
Committee.

Mr. Schuck:
Next month your Town Board will be considering a request for a conditional use permit
(CUP) from Mr. Terry Hunt to place a single-family manufactured home on his property.
The property is a five acre Agricultural One (A-1) parcel located in the SW1/4 of the
SE1/4, S 20, T 38N, R 7W on the east side of Weirgor Road. I have enclosed a copy of
the parcel map that identifies the location of this parcel. Mr. Hunt is required to apply
far the CUP as he will not be engaging in agricultural uses on the property.
There are two agricultural zone districts within the county — A-1 and A-2. The A-1
district is intended to provide for the "continuation of general farming and related
activities." What we typically describe as the income producing family farm. The A-2
district was created to allow for "light and hobby farming related activities." This district
is appropriate for those who may want some horses or a few other farm related animals,
but they have no intention of supporting a family off of these activities.
Prior to purchasing this parcel Mr. Hunt was informed by his realtor that this parcel was
in the Agricultural Two (A-2) zone district. Obviously the realtor was mistaken and that
mistake is causing Mr. Hunt to apply for a CUP. A CUP is required in the A-1 zone
district if the property owner will not be doing general farming. If the property was in the
A-2 zone district this office could issue Mr. Hunt the permit for his home — no CUP
required.
To complicate matters, Mr. Hunt, assuming that he could come to the office and get his
permit, had a soil test completed and filed in this office. Based on the soil test, this office
has also issued a sanitary permit for the installation of a septic system on the property.
Mr. Hunt has also ordered his manufactured home which will be delivered within the next

zone district.
Obviously Mr. Hunt was frustrated when he discovered that the property is not A-2 and
that we could not issue him the permit far the house and that he would have to wait until
September 15th for a decision by the Zoning Committee about the permit. In the
meantime the house will be delivered with no place to put it. Based on the circumstances
and realizing that the problems that Mr. Hunt faces are not his fault, I have given Mr.
Hunt verbal permission to place the home on his property.
The situation with the Hunt property alerted us to the fact that there are other small vacant
parcels in the Town of Radisson that are in the A-1 zone district. There are no A-2
parcels in the Town. The majority of these vacant A-1 properties, if not all, will never be
used for general farming purposes. Therefore, if the owners of these parcels want to
place a home on their property they will also have to apply for a(CUP). Since we are in
the business of advising property owners on the uses of their properties, would the Town
Board be willing to:

if the owner was interested in hobby farming.
• Consider changes from A-1 to Residential/Recreational One (RR-1) or
Residential/Recreational Two (RR-2) if the owners were interested only in a
residential use—no harses etc.?
We do not want to recommend an option to a property owner if we know in advance that
the Town Board will object to our advice. This will only waste the time and money
($200.00 application fee) of the property owner and the time of the Town Board and the
Zoning Committee.
I would appreciate receiving guidance from you on how we should proceed when this
situation comes up again.

Your application for a Conditional Use will be considered at a Public Hearing before the
Sawyer County Zoning Committee on Friday,September 15,2006.
This Hearing will begin at 8:30 A.M. in the Sawyer Counry Courthouse, 10610 Main
Street,Hayward,Wisconsin.
It is recommended that either you or a representative be present at the Hearing. A lack of
information about the application may result in unnecessary delay of a decision. Failure to
appear may also result in the denial of the application.
If it is impossible for a representative to be present,please submit a written statement in
care of ttus of£ice directed to James Bassett,the Chairman of the Zoning Committee. This
statement should include your proposed intentions, the purpose of the request, and a
description of the general terrain and surrounding development. Photographs of the
property and surrounding area is encouraged land uses. Indicate how the proposed use
would not be contrary to the public interest,et cetera.
Your application will come before the Town Board for their review. Some
townships also have a Planning Commission. Please contact the Town Clerk,Ron
Kinsley; 945-2384 to obtain the time and confirm the date of the Planning
Commission and Town Board meetings for your attendance or the attendance of
your agent.
