approved with conditions the following application:

The Sawyer County Zoning Committee approved the application with the condition of
removal and seeding sta�ed in the application.
Findings of Fact of the Zoning Committee: It would not be damaging to the rights of
others or property values. It would be compatible with surrounding uses and the area. It
would not create topographical problems such as run off, drainage, erosion, flooding, or
vegetative cover removal and would in fact correct some of that.
The approval of the conditional use will expire on June 16, 2007, if application for the
actual permit to use/construct is not made by that date. Your application is on file and
needs only the $100.00 permit fee to be issued.
Any person or persons jointly aggrieved by the decision of the Zoning Committee may
commence an action with the Sawyer County Board of Appeals to review the decision in
whole or in part, within thirty (30) days after the filing of the decision in the office of the

Other important information:
1. For this plan,we intend to remove over 1,400 sq ft of impervious driveway surfaces(1
which actually is partway IN the lake),return the shoreline to natural state(see shoreline
preservation agreement on file with Hayward town)and to remove 2 small structures
from the site(outhouse an�l shed)
2. With the removal of the asphalt,there will be a natural gathering point in the front of the
cabin. We intend to plant grass here,which would pretty much eliminate any runoff from
that area.
3. Drop in elevation from proposed garage is split about 50/50 on whether it drains toward
the road or the lake. The drop from the highest point on the entire 200-foot lot is only 5-6
feet to riprap wal]near lakefront That high point is approx 1]5'from the lakefront,
which equates to a drop of less fhan 1 foof every 20 feet. On a topographical map,the
entire lot is shown with zero contours-a flat lot.
Conclusion: This plan will actually reduce runoff to Round Lake by 10%. With the relatively
flat lot,the reducrion of impervious surfaces within 100'of the lake(by nearly 30%)and the
creation of natural absorption areas between the buildings. In fact runoff will be reduced,and
the impact nearest the lake will be significantly reduced.

Several buildings will have�been removed by construction and I have identified them here. I also have identified on the
sketch the two areas of impervious driveway that will be removed. Now that I understand the reasoning behind
indentifying structures and the impervious requirements, I'm also listing the gazebo and a shed that I intended to tear down
after the garage was built (hence the reasoning for not including it before)
My sketch isn't the greatest, but I believe I've identified all the impervious and will be under 25% once I've complete the
removal of the driveways and the 2 outbuildings. Looks like I'm removing at least 1000 sq feet of surface.
Let me know if I need anything else. Will I get a notice for the June 16th hearing?

I am sending our Impervious Surface Study in the mail today, which includes 3 parts. 1 ) existing impervious
surfaces 2) proposed final, with proposed structure, and the removal of certain existing impervious surfaces, and
3) A summary/conclusion of what should result.
I'm also including photos of our shoreline for our shoreland preservation agreement that would go into effect
should we receive our permit. (requested by Deb)
I'm also in touch with Tim Seidl at the Sawyer County Land and Water Conservation Dept who is giving us
suggestions and solutions in regards with the concrete removal on the waterFront should we be allowed to
proceed.

This office received your conditional use public hearing application for the above-
described property.
Additional information is needed to comply with our ordinance requirements for this
application. Without the required information, we cannot process the application to
present to the Zoning Committee.
Following is the ordinance section describing what is required with a request to exceed
15% impervious surface.
Also following are two samples that were submitted for actual hearings and were
approved.
The purpose of this additional information is to illustrate to the Zoning Committee where
the water runoff will be going, to assure them it will not be extra runoff to the lake.
Please call the zoning office if you have questions concerning these requirements or if
you wish to withdraw your application. If the required information is not submitted close
to the May 5 deadline date, it will be necessary to postpone your request to the Zoning
Committee to a later date.

4.422 IMPERVIOUS SURFACE LIMITATIONS
WTRODUCTION: Extensive research shows that shoreland development results in
increased quantities and velocities of runoff that may overwhelm infiltration capacity and
transport sediment, nutrients and other pollutants directly to surface waters if proper
management is not employed.
1) The maximum total area of impervious surfaces shall not exceed fifteen percent
(15%) of a total shoreland lot area within 300' of the ordinary high-water mark .
� 2) The limitation on impervious surfaces may be increased to no more than twenty-five
percent (25°/o) only with a Conditional Use Permit. A conditional use application shall
include, at a minimum, the following documentation:
(a) A topographic survey of sufficient scale (not less than 1 ° = 20') showing pre-
construction and pre-excavation conditions including slopes/contours, water bodies,
wetlands, vegetative cover, drainageways, roadways, buildings and all other
impervious surfaces and any unique physical features of the lot_
(b) A site plan of similar scale showing the information required in (a) as proposed
post-construction conditions, and shall include all erosion/sedimentation control
measures, diversion/containment structures and total calculations of lot area and
impervious surfaces.
3) The limitation on impervious surfaces located more than 300 feet from the ordinary
high-water mark may be increased to no more than thirty percent (30%) only with the
submission and approvai of the Zoning Department of a Rainwater/Snow Run-off
Retention Plan containing the same information required in 2(a) and 2(b) for a
Conditional Use Permit.
4.423 CONDOMINIUMS
1) New Condominiums — created on vacant property. Includes properties from which
existing structures have been removed for the creation of the condominium. All new
condominium development of land that is not part of an existing condominium of record
shall be in accordance with WiStat.703.27 and shall comply with all requirements of this
ordinance as they pertain to the issue of land use permits for residential dwelling
construction.
2) New condominiums — created from a LOT containing existing structures. Table
4.417 LAKE CLASS DEVELOPMENT STANDARDS and minimum zone district parcel
size requirements shall not apply when creating the condominium. However, Table
4.417 LAKE CLASS DEVELOPMENT STANDARDS and minimum zone district parcel
size requirements shail apply when a unit is to be replaced.
3) Existing Condominiums. Upon adoption of this amendment, (adopted December 18,
2003 - effective January 5, 2004) existing condominiums of record, as indicated by the
recording of a condominium plat and condominium declaration, that do not meet the
minimum requirements for residential development as stated in this ordinance may

Dear Mr. Whitehead,
I made a site visit to your property on Round Lake in Sawyer County today to look at the
concrete boat ramp and stairs you would like to remove. I have come up with the following
options/suggestions for you to consider.
The first option is to do nothing. Whenever going over your options one of them is to do nothing
and leave the site as is. I don't feel that this is the best option and probably not the option you
want to choose.
The other option is to remove the concrete boat landing and stairs. After looking at the site I don't
see any big problems to worry about when removing the concrete. Erosion of the exposed soil
after the concrete has been removed is the main concern that needs to be addressed. What I
recommend is after you remove the concrete seed the area with grass seed and a cover crop of
oats or annual rye. After the area has been seeded cover it with and erosion control mat (Can be
purchased from area landscapers or American Excelsior Co. in Rice Lake).
I recommend leaving the rock riprap/wall intact as much as possible. The side of the boat landing
with the wooden timber retaining wa11 you can either leave it as is or remove the timbers and
slightly slope the bank back. If you choose to slope the bank then seed and cover with erosion
control mat as stated above.
The concrete stairs can be removed and replaced with either wood or stone stairs/steps. The
stairs/steps can not exceed 4 feet in width. Any exposed soil shall be seeded and eovered with
erosion control mat.

Guy,
1) Don't have a problem with using equipment to remove the concrete as iong as:
- the equipment is well maintained and free of any leaky or weak hoses that may cause oil or fuel
to enter the lake.
- the equipment is not actually in the lake.
- disturbance of the lake bottom is held to a minimum.
Note:When others see equipment near the lake they often make phone calls.Don't be surprised if
you get a call from zoning or someone asking what is going on.Keep a copy of this e-mail handy or
tell them to contact me if someone questions what is going on.
2) Zoning does not allow fill within the 35-foot buffer area so I don't think you would be allowed to build the
area back up even though it could be considered returning the area back to"the way it was".May be able
to bring some pictures of the area to zoning and get their opinion.
3) Depends on how they are designed.Wood boards with a gap between them are non-impervious.Wood
timber frame with gravel fiil is non-impervious.Solid stone or concrete is impervious.Hope that clears
things up.
4) No permits or anything needed for steps,they just can't exceed 4-feet in width.

Tim,
Received your letter regarding our proposed removal of concrete ramp and steps. Thank you for giving us
opbons.I have a few follow up questions.
1)Obviously to remove the concrete,I'll be contracting someone to come in with power equipment to remove it. I
assume this is not a problem,correct? I don't intend to have it removed by hand,but wanted to make sure to get
clearance from an authority.
2)You recommended leaving the rock/riprap wail intact as much as possible. We were adualry hoping to build
that area back up to the condition it was initially in,with a rock wall across that gap. Is that an option? I know I
will incur more expense there,but that would be as"back to original"as possible,and that was our hope.
3)With the stone/wood steps for replacement,do those both count as impervious or non-impervious?

4) Is there any other agency/body we need to be in contact with prior to the removal and potential replacement of
steps taking place?
