Dear Mr. Germer,
On May 19, 2006, the Sawyer County Zoning Committee approved your application for change
of zone district on the following described real estate to wit:
Part of Govt Lot 1, lying south of Barker Lake Road, S 21, T 40N, R SW; Parcel :1.1.
Document #325167. Approximately 43 acres to be rezoned out of the total 53.9 acres.
Approximately 10 acres lying north of Barker Lake Road is already zoned
ResidentiaURecreational One. Change fiom District Commercial One to District
Residential/Recreational One. Purpose of request is to conform with surrounding zoning
and existing uses. Also for the creation of residential lots. No decision received from
Town Board.
The Sawyer County Zoning Committee approved the rezone application with the condition that
the lots cannot be further subdivided.
Findings of Fact of the Zoning Committee: It is low impact development. It would conform with
surrounding zoning.
The Sawyer County Board of Supervisors must ratify the approval of the change in zone district
before it becomes final. This will be scheduled far the County Board meeting on June 15, 2006,
6:30 P.M., in the Circuit Courtroom of the Sawyer County Courthouse.
This decision is a recommendation to the County Board of Supervisors. Any person or persons
jointly aggrieved by the decision of the County Board may commence an action with the Sawyer
County Board of Appeals to review the decision in whole or in part, within thirty (30) days after
the filing of the decision in the office of the Committee.

Subject: Germer Re-zone request
I have reviewed the Germer re-zoning request (SESE, Sec. 21, T40N, RSW, Winter Township)
that will be heard in front of the Sawyer County Zoning Committee. The request for re-
zone is to be consistent with the zoning in adjoining land. The zoning request applies to
the Germer lands south of Barker Lake Rd. at the north end of Hunter Lake. Other than the
religious camp, Germer and part of Jobs lakefront, the rest of the lakeshore is small
tracts already.
Any changes to propose lot development would have to follow Sawyer County Zoning Shoreland
Ordinance and the lake classification.
Requirements to meet setbacks based on floodplain, OHWM of Hunter Lake, setbacks from
attached wetlands and meeting the vegetative buffer/access corridor requirements would be
required for lot development.

The wetland fringe should be clearly evident based on relief across the Germer propert�.
Bill, I'd bring your attention to the fact that there is a stream (N/S
alignment) cutting through the east side of the Germer land to Hunter Lake. Any lot
proposal would need to make sure setbacks to that stream are complied with also.

Thank you for checking in regarding this rezoning proposal. I have forwarded your email
to Dave Kafura, the Department' s local Water Mgt.
Specialist. Dave would provide any comments or concerns the DNR has regarding the
proposal.
It is important that Sawyer County follows their existing shoreland zoning ordinance tc>
make certain that if any development occurs in this area, that shoreland protection
provisions contained in the county's ordinance are followed. The ordinance contains
provisions for structure setbacks, limitations on clearing of vegetation, grading
restrictions, prohibitions on wetland alteration and other related protections.
Possibly, in the rezone the county could identify certain areas that would protected as a
conservancy zone.
The E. Fork of the Chippewa is a unique resource deserving of special protection. Thank
you for your perserverance and your efforts to protect this.

The change in zoning will be necessary if the Germer ' s divide appx . 43 acres into thre�
lots , all three on the shore of the E . Fork of the Chippewa River .
There is an active bald eagles ' nest on the property . Much of the river frontage is
wetlands , and breeding grounds for every kind of wild waterfowl that exists in Wisconsin,
as well as great blue heron, flocks of cedar waxwings , barred and other owls . The water
supports a wide variety of turtle species , from big snappers to soft-shelled turtles to
little painted turtles . Frogs are abundant and healthy . Fish are
plentiful--smallmouth bass , walleye , crappies and perch, as well as
muskie , northern pike, redhorse suckers , minnows and large clams . This river and its
marshes , delta , islands and wetlands creates a perfect flood control system .
We fear that further development could harm this shoreline in many ways .
Our property is next to theirs , and I will be sending a request to the Committee to tak�le
this matter until additional evidence can be gathered regarding the
Residential/Recreational 1 re-zoning .
I request that your agency look into this property in order to determine how much
protection will be necessary . We (my partners and I ) feel very strongly that this
shoreline should- -at least--be zoned as a shoreline protection overlay .

Your application for a Change in Zone District wi11 be considered at a Public Hearing
before the Sawyer County Zoning Corrunittee on Friday,May 19,2006:
This Hearing will begin at 9:00 A.M. in the Sawyer County Courthouse, 10610 Main
Street,Hayward,Wisconsin.
It is recommended that either you or a representative be present at the Hearing.A lack of
information about the application may result in unnecessary delay of a decision. Failure to
appear may also result in the denial of the application.
If it is impossible for a representative be present,please submit a written statement in care
of this office directed to James Bassett, Chairman of the Zoning Committee. This
statement should include your proposed intentions, the purpose of the request, and a
description of the general terrain and surrounding development. Photographs of the
property and/or buildings would be beneficial. Indicate the undue hardship inflicted upon
the owner by confornilng to the present zone district and the compatibility of the proposed
use with the surrounding land uses. Convenience and financial loss or gain does not
constitute zoning hardship.
Your application will come before the Town Board for their review. Some
townships also have a Planning Commission.Please contact the Town Clerk,Arlene
Bishop; 715/266-3131 to con6rm the date and obtain the time of the Planning
Commission and Town Board meetings for your attendance or the attendance of
your agent.
