On January 20, 2006, the Sawyer County Zoning Committee approved your application for
change of zone district on the following described real estate to wit:
Part of Govt Lots 1&2 and Part of the NW'/4 NE1/4, S 14, T 38N, R 9W; Parcels :1.1, :L2,
:2.6, :2.8, Parcel .2.2, .2.3, .2.4, .2.5, .2.6. Vol 502 Records Page 423 and Doc #328362;
CSM Vol 13 Page 58 and Page 74. 145.43 acres total. Change from District Agricutural
One and Residential/Recreational One to District ResidentiaURecreational Two. Purpose
of request is to create a campground. Also, application made for Conditional Use. The
Town Board has approved both applications.
The Sawyer County Zoning Committee approved the rezone application with the restriction that
any lots developed in this area be at least 5 acres in size.
Findings of Fact of the Zoning Committee: It would not be damaging to the rights of others or
property values. It would be compatible with the Town of Sand Lake Comprehensive plan.
The Sawyer County Board of Supervisors must ratify the approval of the change in zone district
before it becomes final. This will be scheduled for the County Board meeting on February 16,
2006, 6:30 P.M., in the Circuit Courtroom of the Sawyer County Courthouse.
The Sawyer County Zoning Committee also approved the Conditional Use application with
restrictions: 1. Not to exceed 100 sites. 2. Grant the option to come back at a later date to amend
the CUP for more sites. 3. Campground is not to have any gas-motorized watercraft.
Findings of Fact of the Zoning Committee: It would be compatible with the surrounding uses and
the are. It would be in keeping with the Sand Lake plan.
This decision is a recommendation to the County Board of Supervisors. Any person or persons
jointly aggrieved by the decision of the County Board may commence an action with the Sawyer
County Board of Appeals to review the decision in whole or in part, within thirty (30) days after
the filing of the decision in the office of the Committee.

Summit Lake has approximately 1.45 miles of shoreline which equates to 7,656'. The applicant owns all but 160'
of this shoreline = 7,496'. 7496'/150' (this is a Class II lake) = 49.97 (50). Therefore, allowing 3 sites per each
150' of shoreline means that the applicant would be limited to no more than 150 campsites (3 x 50) that could
access the lake. I believe that the Committee recognized the applicanYs ownership of nearly the entire lake and
did not consider lake access to be an issue.

On Friday, the first applicant at the zoning meeting received approval for putting in 100 campsites on Summit
Lake (which according to the zoning regulations is a class 2 lake). I heard you start to mention lake access, but
then the topic was dropped. Is there a reason why the lake access restrictions didn't apply to this request?

The holiday were super, but I'm not sure that they lasted long enough.
1.Who own a Lake Access parcel and pays the taxes on it? Typically those property owners on back lots
having acce s through the lake access parcel also own that parcel. It could be as simple as the owner of a single
back lot own ng his own lake access parcel, or each owner of separate backlots would have an equal ownership
share in the ake access parcel. As an example, individual owners of three separate back lots (i.e., Bill, John and
Jim each o their own separate backlot)would each have a one-third ownership interest in the lake access
parcel (Bill, ohn and Jim each have a one-third ownership interest in their shared lake access parcel).
2. Can the acklot owners put a dock on the lake access parcel? Docks are regulated by the DNR, not this
office. I ass me that as many docks/berthing spaces could be placed as would be allowed by DNR rules.
3.With DN permission, can I have a shared small beach in the lake access corridor of the lake access
parcel? Se ion 4.410 SHORELINE VEGETATION PROTECTION AREA, Sawyer County Zoning Ordinance,
prohibits (wi h very few exceptions—beaches not being an exception) land disturbing activities within 35' of the
lake. There ore, the ordinance would prohibit the creation of a new beach area. The DNR would be the permit
issuing auth�rity for placing beach sand on the lake bed.

Your application for a Change in Zone District and Conditional Use will be considered at
a Public Hearing before the Sawyer County Zoning Corrunittee on January 20, 200�.
This Hearing will begin at 9:00 A.M. in the Sawyer County Courthouse, 10610 Main
Street, Haywazd, Wisconsin.
It is recommended that either you or a representative be present at the Hearing. A lack of
infonnation about the application may result in unnecessary delay of a decision. Failure to
appeaz may also result in the denial of the application.
If it is impossible for a representative be present, please submit a written statement in care
of this office directed to James Bassett, Chairman of the Zoning Committee. This
statement should include your proposed intentions, the purpose of the request, and a
description of the general terrain and surrounding development. Photographs of the
property and/or buildings would be beneficial. Indicate the undue hardship inflicted upon
the owner by conforming to the present zone district and the compatibility of the proposed
use with the surrounding land uses. Convenience and financial loss or gain does not
constitute zoning hazdship.
Your application wiil come before the Town Board for their review. Some
townships also have a Planning Commission. Please contact the Town Clerk,
Elaine Nyberg, 865-2486 to confirm the date and obtain the time of the Planning
Commission and Town Board meetings for your attendance or the attendance of
your agent.
