November 9,2006,9:00 a.m.,Assembly Room,Sawyer County Courthouse
members present: Bruce Miller(Chairman),Nate DeLong,Doug Mrotek,Mel Olson,Fred Zietlow
also present: Cliff Korn(Airport Pilots'Association)
Motion by Zietlow,2nd Mrotek,to approve the meeting agenda. Motion carried.
Motion by Mrotek,2nd Olson,to approve the minutes of the meeting of October 9,2006. Motion carried.
Maintenance Department Supervisor Dennis Erickson presented a report on projects completed, in
progress,and planned for the Maintenance Department,including:
• preparing buildings and equipment for winter
• completed Sheriff's Department vehicle setup
. completed renovations in the Health and Human Services Department
. to begin renovations in the Land Records Department
. exchange of office space between the Forestry and University of Wisconsin-Extension Departments
and the Human Resource Department
. projects at the Sawyer County Law Enforcement Center,including preparing a new walk-in cooler
Mr.Erickson reported that the Sawyer County Law Enforcement Center addition and modification project
is complete except for receiving final inspection approvals.
The Committee reviewed the monthly Maintenance Department expense vouchers. Motion by DeLong,
2"a by Zietlow, to approve the Maintenance Department report and the monthly expense vouchers.
Motion carried.
The Committee reviewed a written report submitted by L&L Aviation(contracted Sawyer County Airport
management)on projects,operations,and conditions at the Sawyer County Airport. Motion by Zietlow,
2"a by Mrotek,to accept the report. Motion carried.
The Committee reviewed a proposed bill of sale and assignment of ground lease to transfer the interests
of Runge&Runge,LLC to Sawyer Aviation,LLC in a hangar area at the Airport. Motion by Olson,2nd by
Zietlow, to approve the transfer, and to authorize County Clerk Kris Mayberry to sign documents
indicating the County's approval of the transfer. Motion carried.
The Committee reviewed information concerning the application of Craig, Richard,and Norman Cooper
to rezone from agricultural to residential a parcel of real estate that lies north of the runway at the Sawyer
County Airport and discussed that this application would not be considered by the Zoning Committee
until their December meeting. Motion by Olson, 2nd by Miller, to table the Property and Airport
Committee's consideration of the application until the December meeting of the Committee. Motion
carried.
County Clerk Kris Mayberry reported that there has been no significant progress in having State and
federal agencies sign off on the finding of no significant environmental impact for the proposed Sawyer
County Airport improvement project.
The Committee reviewed the monthly expense vouchers for the Airport. Motion by DeLong, 2nd by
Mrotek,to approve the vouchers. Motion carried.
Motion by Olson,2"'by Mrotek,to adjourn the meeting. Motion carried.

The Wisconsin Departm�nt of Transportation (WisDOT) recently feamed of the prpposed zoning change on properry
adjacent to the Sawyer Caunty Airport The WisDOT Bureau of Aeronautics recommends against the proposed
Zoning change_ �ur recomrnendation is based on two points.

Wisconsin Statufe 59.69 Pfanning and zaning Authority, outlines the details of the county zoning authority. The �
statute provides that the �urppse of the zoning authority is to "...promote the public Yteafth, safety, convenience and
general welfare...and to promote the efficient and economical use of public funds:' Pub(ic safety is also the reason
the legislature provided responsibility to the county for developing land use zoning around its airport. Statute 114_136,
Airport Appraach Protection, states in part, `Such regulafions, restrictions and determinattons ere declared to be for
the purpose of promoting the public safety, welfare and convenience..."
WisDOT pubfished in 20d4 its Wisconsin Airport Land Use Guidebook. The guide's Chapter 2, The lmportance of _
Planning for Safety, expEains why this proposal should be denied_ Residential land use is one of the most non-
compatible land uses for p�operty around airports. One anly need review the acciden# data contained in Exhibit 2� of
the guidebook to see why the proposed land use is not a safe one. 7he exhibit is shown on page pf this letter. � °i

Sawyer Gounty signed an agreement with the Federal Avi�tion Administration (FAA) in order to be eligible for federal
funds for airport development. That agreement has 39 conditions Sawyer County must comply with. Condition 21, t
Gompatiple Land Use states, "It (Sawyer County) will take the appropriate action, to the extEnt reasonable, includin� -r .
the adoption of zoning law�, to restrict the use of land adjacent to or in the immediate vicinity of the airport to •
activities and purposes campatible with normal airport operations..." `�
Failure by the county to camply with these conditions could place future funding in jeopardy_ Yoday, there are 23 -
airports across the countr}� nat receiving federai funds due land use issues. F

On January 19, 2007, the Sawyer County Zoning Committee approved with restrictions your
application for change of zone district on the following described real estate to wit:
The W%z of the NW'/4 NE'/4, S 13, T 41N, R 9W, Parcels 1202 and 1203. Vol 638
Records Page 338. 20 acres totaL Change from District Agricultural One to District
Residential/Recreational One. Purpose of request is to create residential lots for family
members. This application has been postponed from the November public hearing. The
Town Board has approved the application.
The Sawyer County Zoning Committee approved the rezone application as follows: Stipulation
that no more than 6 total lots are formed and no more division of those lots.
Findings of Fact of the Zoning Committee: It would not be damaging to the rights of others ar
property values. It would be compatible with surrounding uses and the area.
The Sawyer County Board of Supervisors must ratify the approval of the change in zone district
before it becomes final. This will be scheduled for the County Board meeting on February 15,
2007, 6:30 P.M., in the Circuit Courtroom of the Sawyer County Courthouse.
This decision is a recommendation to the County Board of Supervisors. Any person or persons
jointly aggrieved by the decision of the County Board may commence an action with the Sawyer
County Board of Appeals to review the decision in whole or in part, within thirty (30) days after
the filing of the decision in the office of the Committee.
