The above person/s hereby give permission for access to the property for onsite inspections. - . . �4 Allan D. and Carol A. Loveland seek a Conditional Use Permit allowing Allan D. Loveland to operate a part-time upholstery business and a part-time, seasonal retail archery sale and repair business in an existing building upon his real estate. Applicant is 70 years of age. Re-upholstering furniture is a hobby of the applicant which has developed into a small business. Applicant estimates that he would have approximately 2 upholstery jobs per month. Mr. Loveland drives to the customers house to view the piece of furniture, gives the owner a quote, and if they are able to come to terms or agreement, then Mr. Loveland picks up the piece of furniture and brings it back to the work site immediately adjacent �o his home. After the piece has been restored and re-upholstered, he loads it into his vehicle and delivers it back to the customer. While occasionally a customer may bring a piece to Mr. Loveland's home, usually, the customer does not come to the site. The upholstery work is done in a closed, insulated building. The tools used are a staple gun and occasionally a band saw and hand tools. There is no noise discernable to anyone outside of the buildin�. There are no toxic by-products as a result of the upholstering activity. Mr. Loveland has a dumpster for disposal of old fabrics, stuffing, and the like. The dumpster is picked up every two weeks by Allied Waste. The nature of the items being disposed of is that they do not create odors, attract insects, or other vermin. The archery business is a seasonal business. It would be operated from July 15 to the end of October and would be conducted in the same building in which Mr. Loveland would be doing his re-upholstery. The archery season really ends at the end of October. After that time, Mr. Loveland may do an occasional repair of a bow or of other archery equipment upon his premises. Mr. Loveland would be maintaining a small stock in trade of archery products in that building only. Mr. Loveland will not have any archery range to be used by the customers. However, a customer may try a bow using an arrow with a blunt head. It is my understanding that for that purpose, Mr. Loveland will set up entirely within his property, a block target made from heavy duty foam which does not allow an arrow to escape. There is no possibility of an arrow escaping the property and injuring anyone or, because of the use of a blunt tip, with an arrow hurting anyone upon the property either. Mr. Loveland would also trom time to time sell a firearm. He does not stock a�y Firearms upon the premises for view by any customers nor does he advertise that activity. If someone wished to purchase a firearm, Mr. Loveland would show the prospective customer a catalog, quote a price, and if the parties come to terms, Mr. Loveland would then have the customer fill out the Federal Firearm application papers. Mr. Loveland would then contact the appropriate federal officers and if he gets clearance on the prospective customer, would call in the order to the company. Generally, the particular firearm would be delivered to his home within three days. At that point he would notify the customer who would then drive to the place of business and pick up the firearm. Mr. Loveland sells no ammunition for any firearms whatsoever and does not stock any store of firearms or ammunition. Mr. Loveland does not and will not have any shooting range for firearms upon his property whatsoever. Mr. Loveland has maintained a Federal Firearm License primarily for the reason that most of the archery products are produced by companies that also sell firearms. In order to buy from those suppliers and obtain the best deals for his customers, he has to maintain the license. With respect to the archery business which would be the main seasonal business, Mr. Loveland would maintain some stock in trade upon the premises. This would consist of strings for bows, slings, cases, and related accessories. At the present time no one in the area knows that Mr. Loveland would be operating an archery shop/business. He anticipates that during the season, running only from July 15 to the end of October, when people know that he is open, he would estimate he would 6 or less customers per day coming to his shop. During the off season from October through July, Mr. Loveland estimates that he might have 2-3 customers per month coming to the shop primarily for repair work. The building from which he would be operating the business is located upon Mr. Loveland's home property occupied by him as a permanent residence. The closest neighbor to Mr. Loveland is approximately 600 feet away. Mr. Loveland believes that the noise created by the business activity would be negligible. Also, as indicated above, he believes that there would be minimal impact in terms of increased traffic on the road. The only person working in the business is the applicant, who is a permanent residence of the area. There would be no other employees of either the upholstery business or of the archery business. There is sufficient parking area so that any customers would be able to park completely within the lands of Mr. Loveland and there would be no parking on any street or highway. Mr. Loveland believes that upholstery shop is approximately the same as wholesale carpentry or a woodworking shop which is a use authorized by conditional use. Mr. Loveland also believes that the seasonal operation of an archery shop upon the premises would be an accessory use incident to hunting iti the area which is a p�rnlitted and envisioned use of an agricultural area. The seasonal archery activities and the upholstering will be carried on in a small business located upon Mr. Loveland's property where he main�ains his permanent residence. He, again, will be the only person engaging in those activities. Mr. Loveland also believes that the archery shop, the manner in which it would be operated would be akin to a craft or collectibles establishment which is a used authorized by conditional use. Certainly, it would create much less traffic than certain other uses which are authorized by conditional use, such as a beauty salon, a bed and breakfast, a greenhouse or florist, a kennel, a medical or dental office, a mini-storage warehouse, a portable sawmill or a real estate office.
