On February 16, 2007, the Sawyer County Zoning Committee denied your application for change
of zone district on the following described real estate to wit:
The east 300' of the SE1/4 SE1/4, lying north of County Road 00, S 14, T 42N, R 8W, Part
of Parce14401. Vol 447 Records Page 406. Approximately 7.9 acres to be rezoned out of the
total 35 acres. Change from District Residential/Recreational One to District Agricultural
Two. Purpose of request is for the placement of a mobile home, less than 20 feet in width.
The Town Board has approved the application.
The Zoning Committee denied the application and set a removal date of June l, 2007 for mobile
home and privy.
Findings of Fact of the Sawyer County Zoning Committee: It is an improper placement. It would
be damaging to the rights of others and property values. It would create an objectionable view.
The Sawyer County Board of Supervisors must ratify the denial of the change in zone district
before it becomes final. This will be scheduled for the County Board meeting on March 15,
2007, 6:30 P.M., in the Circliit Courtroom of the Sawyer County Courthouse.
This decision is a recommendation to the County Board of Supervisors. Any person or persons
jointly aggrieved by the decision of the Cou�lty Board may commence an action with the Sawyer
County Board of Appeals to review the decision in whole or in part, within thirty (30) days after
the filing of the decision in the office of the Committee.

off"OU'is because of the uniqueness of the homes and land in that area. We feel that allowing this
change from Residential/Recreational One to Agricultural Two would lead to a decrease in land and

Re: Violations of the Sawyer County Zoning and Sanitation Ordinances: (1) Mobile
Home Located in the Residential/Recreational One (RR-1) Zone District, Parcel .16. 1, S
14, T 42N, R 8W; (2) Privy Constructed without the Proper Permit
Dear Mr. Vortanz:
Yesterday I received an anonymous complaint that a mobile home had been placed on
property adjacent to County Highway 00 west of its intersection with Frindt Road. This
morning I observed a mobile home in that location and it appears to be on your property.
The property on which the mobile home is located is in the Residential/Recreational One
(RR-1) zone district. The placement of a mobile home in this zone district is a violation
of Section 18.6, Sawyer County Zoning Ordinance. Additionally I observed a privy on
the property. Upon returning to the office I verified that a permit had not been issued for
the installation of the privy. The citation fee for placement of the mobile home is
$249.00; the citation fee for installing the privy without the proper permit is $438.00.
Also, please note, permit fees double for after-the-fact permits — actions taken prior to the
issue of the appropriate permit.
Mr. Vortanz you have two options available to you for the mobile home.
• Option #1 : Remove the mobile home from the property by Friday, January
5, 2007.
• Option #2: Have a signed and paid for ($200.00) application to rezone five
acres of this property from RR-1 to Agricultural Two (A-2) in this office
by 4:00 P.M., Friday, January 5, 2007. A mobile home can be placed in
the A-2 zone district if it meets the following requirements:
➢ The mobile home was manufactured on or after June 15, 1976.
➢ Bedroom sizing: 1 bedroom = 500 square feet, 2 bedrooms = 600
square feet, 3 bedrooms = 700 square feet etc.
➢ If the mobile home is connected to a well, the mobile home must
then be connected to a septic system/holding tank. A privy alone
will not suffice if there is pressurized water in the mobile home.
➢ All minimum setbacks (road, lot lines, well, septic etc.) are met.
The options available for the privy are dependent on the type of privy.
• Sealed vault privy—all of the waste is contained in a sealed vessel with no
infiltration into the soil. An after-the-fact permit ($300.00) is required.
• Open pit privy—the waste is deposited in a hole in the ground. A one-boring
soil boring is required to a depth of at least 3' below the bottom of the pit.
This baring must be done by a State licensed certified soil tester. An after-the-
fact permit($300.00) will also be required.
• Of course the privy could also be removed and the hole filled in.
I have enclosed a privy permit application and a list of licensed soil testers with this letter.
The privy must either be removed from the property or a completed application and fee
must be returned to this office by Friday, January 5, 2007 to avoid the issue of a citation.

The Sawyer County Zoning Committee, having held a public hearing pursuant to Section
59.69 (5) (e), Wisconsin Statutes, notice thereof having been given as provided by law
and being duly informed of the facts pertinent to the proposed changes, hereby
recommends that the petitions described as follows be approved:
TOWN OF LENROOT
1) Fred C. Scheer III. Lot 39, being Part of the SW1/4 NW1/4, S 7, T 41N, R 8W;
Parcel 2304. Vol 842 Records Page 575; CSM Vol 27 Page 39. 6.53 acres total.
Change from District Agricultural One to District Residential/Recreational One.
Purpose of request is for the constniction of a single family dwelling. The Town
Board has approved the application.
Fred Zietlow motioned to approve with the condition that the lot cannot be further
subdivided.
James Bassett seconded the motion.
Motion carried.
Findings of Fact: It is a proper relationship to adjoining areas.
TOWN OF ROUND LAKE
2) Mary Ellen Voight et al. Part of the NE1/4 NEl/4 and the NW1/4 NE1/4, S 14, T
41N, R 7W, Parcels 1102 and 1201. Doc #339345. Approximately 35 acres to be
rezoned out of the total 41 acres (excepting approximately 5 acres of wetlands).
Change from District Agricultural One to District Residential/Recreational One.
Purpose of request is to divide said property between two family members. Note:
Parcel 1102 is approximately 1 acre and is presently zoned RR-1. It is being included
in this change of zone district application because it will be part of the land division.
The Town Board has approved an amended application.
Kathy McCoy motioned to approve with condition that the 28 acres south of Twin
Lake Road remain in ag, the 2 lots north of Twin Lake Road to have no further
division.
James Bassett seconded the motion.
Unanimous vote.
Findings of Fact: It would be not damaging to the rights of others or property values.
It would be compatible with the surrounding uses and the area.
TOWN OF ROUND LAKE
3) Roger E. Winters et al, dba Louie's Landing Resort/Bar. Part of the SW1/4 SE1/4,
514, T 41N, R 6W, Part of Parcel .15.1, lying northerly and westerly of Louie's
Landing Road. Vol 772 Records Page 489. Approximately 12 acres. Change from
District Forestry One to District Residential/Recreational Two. Purpose of request is
to conform with the present residential/recreational use and the adjoining zone
district. The Town Board tabled the decision. At the January public hearing, the
Zoning Committee tabled the application to give the Town of Round Lake Planning
Commission time to review the application and make recommendations to the Town
Board. The Town Board has now approved the application.
Arlene Mizerka to approve with stipulations of Town Board: 4 single family
dwellings maximum on part of Lot 1 west of the road; Lots 2, 3, 4, as shown on
preliminary land plan revised 1/30/07 remain the same size or larger. Lot 2—3.01 ac.,
Lot 3 — 2.16 ac, Lot 4 — 2.11 ac. Also, no lake access; Lot 1 not to be further
subdivided.

Dear Mr. Vortanz;
Your application for a Change in Zone District will be considered at a Public Hearing
before the Sawyer County Zoning Committee on: Friday, February 16, 200'7.
This Hearing will begin at 8:30 A.M. in the Sawyer County Courthouse, 10610 Main
Street, Hayward, Wisconsin.
It is recommended that either you or a representative be present at the Hearing. A lack of
information about the application may result in unnecessary delay of a decision. Failure to
appear may also result in the denial of the application.
If it is impossible for a representative be present, please submit a written statement in care
of this office directed to James Bassett, Chairman of the Zoning Committee. This
statement should include your proposed intentions, the purpose of the request, and a
description of the general terrain and surrounding development. Photographs of the
property and/or buildings would be beneficiaL Indicate the undue hardship inflicted upon
the owner by conforming to the present zone district and the compatibility of the proposed
use with the surrounding land uses. Convenience and financial loss or gain does not
constitute zoning hardship.
Your application wili come before the Town Board for their review. Some
