On October 19, 2007, the Sawyer County Zoning Committee approved your application for change
of zone district on the following described real estate to wit:
Part of Govt Lot 3, S 14, T 39N, R 3W, Part of Parcel :3.7, located at Oxbo Resort. Vol 607
Records Page 24. Approximately 18 acres to be rezoned out of the total 21.68 acres (All that
part lying east of Dix Dox Road.). Change from District Forestry One to District
Residential/Recreational Two. Purpose of request is for the potential expansion of an existing
resort and campground by the purchaser. The Town Board has approved.
The Sawyer County Zoning Committee approved the application as submitted.
Findings of Fact of the Zoning Committee: It would not be damaging to the rights of others or
property values. It would not be detrimental to ecology, wildlife, wetlands or shorelands. It presents a
model of development on sensitive waters.
The Sawyer County Board of Supervisors must ratify the approval of the change in zone district
before it becomes final. This will be scheduled for the County Board meeting on November 13,
2007, 6:30 P.M., in the Circuit Courtroom of the Sawyer County Courthouse.
This decision is a recommendation to the County Board of Supervisors. Any person or persons
jointly aggrieved by the decision of the County Board may commence an action in the circuit court
for writ of certiorari to review the decision in whole or in part, within thirty (30) days after the filing
of the decision in the office of the Board.

Re: Oxbo Resort Expansion Options
Today I met with Mark Grey and partner, (262) 593-2009, possible purchasers of Oxbo
Resort. The resort now contains the following buildings/sites. , � � , �

o Nine permanent sites
o Four riverside tent sites
Purchaser's plans:
• New outfitter's building to contain resort office, rental equipment, laundry,
equipment repair shop and store.
• Two new homes for each of the purchasers. The existing home would be
converted to a rental cabin.
• Additions to existing buildings — none planned.
• Remodeling — some planned but will be either internal improvement or ordinary
maintenance and repair. Explained the need for permits for roof and foundation
replacement and additions.
Discussion:
Section 4.414 RESORTS, (2)(c) Existing Resorts — Construction of additional
principal buildings.
• Impervious surfaces with 300' of the river. The parcel has 787' of frontage.
Approximate total surface area within 300' of the river (787' x 300' = 236,100
square feet). Fifteen percent usable impervious surface area (236,100sq/ft X 15%
= 35,415 square feet). It is doubtful if the proposed expansion plans would

exceed the 15%limitation. Oxbo Drive is Town road and does not counY as
impervious surface for this parcel.
• Multi-dwelline develonment CUP. Explained that the construction of additional
principal buildings(homes,cabins and the outfitters building if it contains the
office and/or store)will require the granting of a CUP by the Sawyer County
Zoning Committee.
• Setbacks:.
0 75'from the OHWM.
0 20'from any other building.
• RV/campsite exnansion. The parcel has 78T of river frontage. (787'/150'=5.2
[5]),5 x 3(Section 4.417-number of campground/RV sites allowed per 150'of
river frontage)=I S sites m�imum. This allows for only two more sites.
• Disturbed soil requirements.Section 4.411(2)LAND DISTURBING
ACTNITIES,10,000 square feet of disturbed soil within 300'of the river
requires a County permit. I also informed them that they should contact Dave
Kafura for DNR grading requirements.
This pazcel has split zone districts(RR-2 and F-1). I did not discuss this as I do not feel
that a change of zone district from F-1 to RR-2 is necessary. The Committee can discuss
zone district issues when the CUP for multi-dwelling development is before them. The
two new homes will likely be located in the F-1 area. The cabins and exisYing home
appear to be in the RR-2 azea—near the river. While a Special Use Permit would
normally be required for dwelling construction in the F-1 district,I believe that the CUP
is more appropriate as this is an increase in the number of principal buildings within an
existing resort.

Your application for a Change in Zone District will be considered at a Public Hearing
before the Sawyer County Zoning Committee on: Friday, October 19, 2007.
This Hearing will begin at 8:30 A.M. in the Sawyer Counry Courthouse, 10610 Main
Streat, Haywazd, VVisconsin.
It is recommended that either you or a representative be present at the Hearing. A lack of
information about the application may result in unnecessary delay of a decision. Failure to
appear may also result in the denial of the application.
If it is impossible for a representative be present, please submit a written statement in care
of this office directed to James Bassett, Chairman of the Zoning Committee. Thi�
statement should include your proposed intentions, the purpose of the request, and a
description of the general terrain and surrounding development. Photographs of the
property and/or bui(dings would be beneficial. Indicate the undue hardship inflicted upon
the owner by conforming to the present zone district and the compatibiGry of the proposed
use with the surrounding land uses. Convenience and financial loss or gain does not
constitute zoning hardship.
Your application will come before the Town Board for their review. Some
townships also have a Planning Commission. Piease contact the Town Clerk, Brenda
Adler; 715/266-2110 (Monday's 8:00 AM — 2:00 PM) to confirm the date and
obtain the time of the Pianning Commission and Town Board meetings for your
attendance or the attendance of your agent.
