Mannigel 116 Rangeline Road Auburndale, WI 54412 Re: Land Use Permit(LUP) #OS-415, Error in Calculating Impervious Surfaces: After- the-Fact Conditional Use Permit Required Dear Mr. Mannigel: Recently I was asked to review the impervious surface information on your application for land use permit. The calculations that I did last fall resulted in an area of 28,061 square feet for your lot. This calculation��vas in error as the actual lot area is approximately 25,100 square feet. As you know this is a critical error on my part as the impervious surface percentage of your lot is based on two factors: (1)the lot's total area and(2) the amount of impervious surface created by your new home project. Using a lot area of 25,100 square feet and a total project impervious surface axea of 4195 square feet, the percentage of impervious surface area is 16.7%, not 14.9% as indicated on the application. Since the impervious surface area exceeds 15%, but is less than 25%, an after-the-fact conditional use permit will be required. I sincerely apologize for my error. I have discussed this matter with the Chairman of the Sawyer County Zoning Committee. Because the mistake is mine and not yours, the application fee will be waived and since it appears that you are not a year-round resident, the actual application for the after-the-fact permit need not be filed with this office until Friday, March 2, 2007 for a hearing in April of 2007. You may apply for an earlier hearing if you wish. I have enclosed a completed application with this letter. Please review the application for the correct information, particularly the amount of project impervious surfaces and the resultant impervious surface lot percentage. I have enclosed a copy of Section 4.422 IMPERVIOUS SURFACE LIMITATIONS, Sawyer County Zoning Ordinance. Subsection 2(a)requires the submission of a topographic survey. Since your project has been completed it will not be necessary to show pre-construction and excavation activities. However, the other information will be required (e.g., slopes/contours, water bodies, vegetative cover, drainage ways, roadways, buildings etc.). Listed is further information and adjustments in response to your August 4, 2006 letter. 1) Roof draina�e South and east side of home will bave a combination of rain gutters, down spouts and flexible pipe that will direct all rain runoff to the areas south and west of the garage. The piping will go far enough west so we do not direct the rain runoff toward our neighbor on the south side of the lot I plan to have the pipes from the east and south sides end at the location of the LP tank. This area is covered with rock and landscape fabric thus eliminating soil erosion at the pipe discharge location. I would also like to drill small holes in the pipe leading to the discharge area. This will aid in the water infiltration. North side of home we will install a combination of rain gutters, down spouts and flexible pipe that will direct all rain runoff to west. The water dischazge will be in the area between the house and attached garage. This area is covered with landscaping rock and landscape fabric thus eliminating soil erosion at the pipe discharge location. This plan will prevent roof drainage from traveling down the walkway and toward the lake. I have included a sketch of the roof drainage pian. 2) Erosion controls I believe most of the erosion at the base of the steps will be eliminated when rain gutters aze installed on the house to eliminate the water traveling down the walkway. I will use grass sod to secure the soil at the point of erosion by the bottom of the steps. In addirion we can extend the silt fence and tie it back into the hill slope on the south side. Haywazd,WI.54843 715-462-4625 To: William A.Christman Zoning Administrator Re: Land Use Permit(LUP)#OS-415 Impervious Surface Calculation error Dear Mr.Christman,I have enclosed 3 items with this After-the-Fact Conditional Use Permit/Impervious surface calculation error. 1) Signed Conditional Use Application 2) A copy of the WDNR approved Grading Permit(Approved as of 1/19/2007) 3) Details of the WDNR approved roof drainage plan and erosion controls. A drawing detailing the roof drains and location where the roof drains will dischazge the water. (Roof drains aze highlighted in orange). The roof drains and downspouts have been installed with temporary above ground drainage pipes in place at this time. The drainage pipes will be buried next spring. As you will see the drainage pipes take the rain water to the back yazd versus toward the Chippewa Flowage. Hopefully this completes the information and application needed for the upcoming hearing in April 2007. Please advise if additional information is needed as well as providing me the actual hearing date once it is scheduled.
