The only thing you need to add is; how are the side slopes of the proposed driveway going to be stabilized? You're proposing 18" of fill that is topped by 6" of base course. You're going to have to do something with those 24" sideslopes. If you were to add silt fence at the toe of the sideslopes and seed/mulch those side slopes as part of your proposal, then I think you are fine and the applicaiton is complete. To expedite the process, you can confirm that you'll add the silt fence and mulch the sides to the application by responding to this e-mail. Ch. 30 of the statutes is different than 281 (the water quality certification). As the wetland is connected to a navigable waterbody, the Army Corps of Engineers has primary responsibility for the wetland fill application (the same with the wetland delineation of which Bill Sande reviewed and concurred with the delineation). Once the Corps has issued their federal permit, then DNR issues a confirmation of the federal permit or a state separate permit. Confirmation is quicker for the applicant than having two separate permits. So that is the situation that you're in. Corps issue permit and then we confirm or certify the federal permit. Ch. 30 of the statutes is different than 281 (the water quality certification). As the wetland is connected to a navigable waterbody, the Army Corps of Engineers has primary responsibility for the wetland fill application (the same with the wetland delineation of which Bill Sande reviewed and concurred with the delineation). Once the Corps has issued their federal permit, then DNR issues a confirmation of the federal permit or a state separate permit. Confirmation is quicker for the applicant than having two separate permits. So that is the situation that you're in. Corps issue permit and then we confirm or certify the federal permit. That is why you need to send a copy of the application to Bill Sande.
