On October 15, 2009, the Sawyer County Board of Supervisors ratified the approval of
a change of zone district of the following described real estate to wit:
Part of the SE '/4 SE '/4, S 3, T 39N, R 4W, Parcel .16.7. Change from District
Commercial One to District Residential/Recreational Two with the restriction not
to exceed 15 sites and campers and RV's must be removed from December 1 to
April 1, no winter starage.

Committee approved the following applications with the restriction not to eaceed 15
sites; campers and RV's must be removed from December 1�` to April 1'; No winter
storage.

9.11 acres. Change from District Commercial One to District
ResidentiaURecreational Two. Purpose of request is for a campground for Tuscobia
Trail head access. Developing sites in phases beginning a+ith 6 sites and reaching a total of
sppro�mately 15 sites. Appiication is made also for Conditional use.
Findings of Fact of the Zoning Committee: It would not be damaging to the rights of
others or propery values, It �r�ould be compatible with the surrounding uses and the u ea.
The Sawyer County Board of Supervisors must ratify the approval of the change in zone
district before it becomes final. 1'his will be scheduled for the County Board meeting un
October 15, 2009 at 6:30 Pi�Y, in the Circuit Courtroom of the Sawyer County
Courthouse.
This decision is a recommendation to the County Boazd of Supervisors. Any person or
persons joinfly aggrieved by the decision of the County Board may commence an action in
the Circuit Court for Writ of CeRiorari to review the legality of the decisior, within 30
days after the date the decision is ratified by the County Boazd.

Re: Campground Issues
Dear Brenda:
The purpose of this letter is to address those zoning issues related to the creation of the
Town of Draper campground near the Tuscobia Trail.
Based on my research I believe that the campground is proposed to be located on parcel
.16.7 in S3, T39N, R4W. This parcel contains 9.110 acres and is in the Commercial One
(C-1) zone district. I have attached a parcel map and tax listers information for this
parcel.
Campgrounds are allowed by conditional use only in the Residential/Recreational Two
(RR-2) and Forestry One (F-1) zone districts. I recommend that the property be changed
to the F-1 zone district. Therefore two public hearing actions will be required for the
creation of the campground— (1) a request for change of zone district from G 1 to F-1 and
(2) an application for a conditional use permit for the creation of the campground.
The next scheduled public hearing date at which the Sawyer County Zoning Committee
can hold a hearing on these applications is Friday, September 18, 2009. The application
deadline by which time all associated paperwork [i.e., completed and signed applications,
application fees ($200 for each application) and campground plot plan] must be in this
office for the September 18t�' hearing is Friday, August 7, 2007. While the Committee
can malce a final decision on the conditional use permit on September 18t�', the request for
change of zone district must be ratified by the County Board of Supervisors at the
Board's October meeting (Thursday, October 22, 2009). Permits cannot be issued until
the Board ratifies the change of zone district.
Brenda please review the information that I have provided and let me know what the
Town wants to do. If the Town wants to proceed we will complete all of the necessary
applications for you.

I read in the Record — "Trail projects eyed by county economic development committee," that the Town of Draper
is in the process of creating a six site campground near the Tuscobia Trail. I have not been able to find where the
ZC has held a public hearing on this matter and I have verified with the Town Clerk (Brenda Adler) that the Town
has never made application for a permit. The issues are: (1 ) the property is in the C-1 district therefore a change
of zone district will be required and (2) a conditional use permit is also required to be approved by the ZC.

office directed to James Bassett, Chairman of the Zoning Committee. This statement should
include your proposed intentions, the purpose of the request, and a description of the general
terrain and surrounding development. Photographs of the property and/or buildings would be
beneficial. Indicate the undue hardship inflicted upon the owner by conforming to the present
zone district and the compatibility of the proposed use with the surrounding land uses.
Convenience and financial loss or gain do not constitute zoning hardship.
