Enbridge Energy, Limited Partnership
Maintenance Work in Sand Lake Township
Sawyer County, Wisconsin
Line 6A Milepost 71.5887
Enbridge Energy, Limited Partnership (Enbridge) plans to inspect and make any necessary
repairs on one segment of an existing pipeline identified through Enbridge's pipeline integrity
program. The maintenance site is located on Line 6A at Milepost 71 .5887 in Sand Lake Township,
Wisconsin (Figure 1). The project footprint is unavoidably located within wetland. Enbridge plans
to conduct this work in winter of 2023. Work at the site is expected to be completed within 14
days.
Access to the site will be east from N Summit Lake Road, traveling east along an existing two
track road to the Enbridge right-of-way (R011�, then continuing southeast along the ROW to the
site (Figure 2).
Ground disturbance at the site will require excavation in order to inspect the pipeline and make
any necessary repairs. The excavation will measure approximately 80 feet long by 40 feet wide
by 10 feet deep. Subsoil and topsoil will be segregated into separate piles and returned to their
original locations upon completion of the work. If excavated material is determined to be
unsuitable for backfilling, clean sand will be imported to the site and used as subsoil. The imported
subsoil will be capped with the native topsoil, if possible. If the topsoil is not suitable for backfill, it
will be replaced with like material, as practicable, or black dirt. Temporary workspace and staging
areas will be used for vehicle parking and equipment staging. Equipment used will include a
hydrovac excavator, a backhoe (or similar excavator), and trucks to transport personnel and
equipment.
Best management practices (BMPs) will be installed prior to soil disturbance and in accordance
with the Enbridge Environmental Protection Plan (EPP). Refer to the attached access plan
(Figure 2) and typical figures included in the application for additional details. BMPs will be
maintained by Enbridge personnel, as necessary.
Dewatering of the excavation may be required and will be conducted according to WPDES
General Permit No. WI-0049344-05-0 for dewatering operations.
Upon completion of the work, backfilling will begin immediately, and the sites will be restored to
preconstruction conditions. Excavated subsoil will be backfilled first and then the topsoil to
maintain the original soil horizons. Excavated material that is unsuitable for backfilling will be
replaced as described above. All disturbed areas will be seeded and temporarily stabilized with
straw mulch or erosion control blanket, depending on the site conditions. Refer to the attached
restoration procedures for information regarding regrading, seeding and general restoration
practices.
Following completion of the work, it may be necessary to complete additional restoration work
(e.g., additional grading, removal of BMPs, seeding, etc.). Depending on site conditions, portions
of the access route and/or temporary workspace may need to be graded after work is complete
or as follow-up restoration work Temporary, non-biodegradable sediment control BMPs will be
removed from the site after the site has been restored.
Restoration Procedures
Routine Maintenance Work
Enbridge Energy, Limited Partnership has an Environmental Protection Plan (EPP), which
outlines environmental policies, procedures, and mitigation measures developed for pipeline
maintenance projects. The EPP is intended to mesh with applicable federal, state and local
environmental protection and erosion control specifications and practices. The EPP outlines
general procedures for site restoration.
Site restoration will begin as soon as adequate soil conditions are met.Every effort will be made
to begin site restoration, including installation of permanent erosion control measures, as soon
as practicable.
Final cleanup will begin with removal of all construction-related debris and material which is not
an integral part of the pipeline (including litter generated by pipeline crews) from the
Landowner's property. After clean-up is completed, the disturbed areas shall be graded to
restore the contours of the land to previous conditions.After final grading,slopes in areas other
than cropland will be stabilized with permanent erosion control structures,as described below.
Slopes
Permanent berms(diversion dikes or slope breakers)will be installed on all slopes,according to
the following maximum spacing requirements:

Permanent berms will be constructed according to the foliowing specifications:
• Permanent berms will be installed with a 2 to 8 percent outslope.

• Permanent berms wiil be inspected and repaired as necessary to maintain function and
prevent erosion.

Revegetation
Permanent revegetation is not anticipated since the facility grounds have been cleared of
vegetation.Workspaces within the fenced Enbridge facility will be restored to pre-construction
conditions and according to facility preference.All soil conservation practices(such as terraces,
grassed waterways, etc.) that are damaged by the pipeline maintenance activities will be
restored to previous conditions to the extent practical.
