operation of a retail food estabGshment for the purpose of selling farm and value-added
products.Featuring from their farm,eggs,lamb,pork,vegetables,fruits,a small deli and
bakery and a dairy plant with ice cream,operated by family members.The Town Board
has approved the application with conditions.
The Zoning Committee approved the application with the condition that this
business plan of selling farm products and featuring a bakery and small deli cannot
develop into a sit down restaurant with wait staff i.e.be seated/ta6les waited on by
staff/order off a menu with various meals available.
Findings of Fact of the Zoning Committee: It would not be damaging to the rights of
others or property values;it would not create an objectionable view.
Any person or persons jointly aggrieved by the decision of the Zoning Committee may
appeal the decision to the Sawyer County Boazd of Appeals to review the legality of the
decision within 30 days after the date of this notice.

Below is relevant content from the Business Plan for the Farmstead Creamery and Cafe
project, as part of North Star Homestead Farms, for the benefit of those concerned with
our application for a Conditional Use Permit.

The Key Players
Ann, Laura, and Kara Berlage have been nurturing North Star Homestead Farms—from
restoring a historic homestead to building a clientele base and creating high quality farm-
based products—since 2000. Ann brings her skills and training as a family physician,
with her deep concern for wholesome nutrition and preventive medicine, along with
substantial entrepreneurial experience. Laura brings her attention to aesthetics with a
nearly-completed MFA in Interdisciplinary Arts, as well as training in marketing and
promotion from serving the beekeeping industry. Kara brings her understanding of
sustainability with a BA in Environmental Studies, along with rigorous experience in
livestock care. Together, they make an outstanding leadership team for this project—
with vision, experience, and a substantial work ethic.
Why a Creamery and Cafe?
Previously, sales of farm products have manifested through local farmer's markets, CSA
(Community Supported Agriculture) memberships, and direct sales to customers through
permission marketing. As our business continues to grow, it appears imperative to create
an on-farm retail location to serve as the hub of our endeavor—a face of the farm, where
clients have access to all our current great products as well as open opportunities for us to
expand in new directions. The creamery and cafe would house our cunent bakery
operation as well as offer space for the creation and sale of other value-added foods made
from farm products. The new facility would also house a dairy plant, which would
specialize in the production of frozen dairy deserts, yogurts, and other specialty dairy
items that would integrate local products. The creamery and cafe as hub would give us
the space to step up production and utilize more of our raw products for value-added
purposes (capturing more of the retail value) as well as create a community hub for
people in the area to commune, learn, and have greater access to wholesome, local, and
sustainably produced foods. Space for seating and gathering at the creamery and cafe
would nurture this sense of community and be useful for specialty events. On a whole,
the concept of adding a creamery and cafe to North Star Homestead Farms is a positive
direction for growth and development of this family enterprise.

Nor[h Star Homestead Farms has and continues diligenUy to build a loyal following,and
many of our new clients come at the recommendations of current patrons. Our 2010
customer families include:

Our customers come from a variety of educational and social backgrounds,but all value
local,sustainably raised foods or aze concerned about the relative security of
commercially produced agri-products that have been shipped considerable distances.
Part of our work towards gaining clients is helping them learn to caze about the story
behind their food,where it comes from,and how it was produced or raised. Connecting
people with the fanner that produces their food is a major part of what we do at Nor[h
Star Homestead Fanns,and maintaining transparency is an essential part of our ethic.
Because of this,our enterprise has become known for the quality and caze that goes into
every product. For example,once people have tried our pasture-raised poultry,they
never want to purchase a confinement-raised chicken from the grocery store again. The
quality of locally and sustainably produced agricultural goods shines through in our
products. This,along with our farm's story and honest use of transpazency in our
operation makes North Star Homestead Farms stand apart from the mainstream food
mazket.

Initiating the Farmstead Creamery and Caf�project offers great potential for expansion
and addition. Initially, our focus will be on creating and developing value-added
products, including frozen dairy deseRs and other specialty dairy treats, as well as a wider
selection of bakery and prepared foods. We will also incorporate unique ways to offer
our raw products, such as fresh produce, herbs, eggs, honey, and meat cuts. Our other
main concern in the initiation phase of this project will be foster and grow the real and
aesthetic sense of community that we feel is essential for the creamery and cafe's
success. Hosting specialry events, offering ice-cream tastings, and rigorous promotional
work will help spread the word and widen the opportunities for the public to enjoy our
new retail space and plethora of products.

Fannstead Creamery and Cafe is built on a concept of values—eat local, eat seasonal, and
eat healthy. This is the driving force behind our plethora of product choices that will be
available at the retail site. Amy Cotler, in her book The Locavore Wav, gives 10
empowering reasons why embracing local food is important:

The growing movement to eat locally produced foods (those who practice this aze called
locavorc�) works against the mainstream food market mentality of"just eat iP' that
heavily rclies on fossil fuels and chemical-intense methods to create edible products that
may have never seen a field. Essayist and agrarian Wendell Berry speaks of this
conundrum in relatiou to its aftects on the public:
The industrral eater is, in facr, one who does not know that eating is an
c�Xricultural acr, whu no longer knows or irnagines the connections between
ruring und!he lanJ, und who is therefore necessarily passive and uncritical. We
srill (sometimes) remember that we cannot be free if our minds and voices are
c untro!!ed by someone else. But we have neglected to understand that we cannot
be jree if our jood is con�rolled by someone else. The condition of the passive
ionsumer off<�od is nor a democratic candition. One reason to eat responsibly is
�u live free.

Mounting food scares and growing awareness of the positive environmental and personal
health impacts of eating locally will engender motivation to use the creamery and cafe as
an important food source. Already, many of our current clients have expressed a deep
interest in continuing and bolstering the amount of our products they purchase. Health
cooscious individuals and families especially appreciate our agrarian efforts, and one
couple has begun discussing coordinating with the creamery and cafe to provide lunches
for their litness group. We would be excited to serve such endeavors that promote
community health and nutritional awazeness.
USDA (United States Department of Agriculture) Secretary Tom Vilsack has announced
a new USDA Know Your Furmer, Know Your Food Initiutive as a way to `Both rebuild
rural ecouomies and promotc access to healthy food." Renowned author Michael Pollan
continues to raise awareness of the importance of knowing where our food comes from
and building relationships with local food producers in books like The Omnivore's
Dilemma, In Defense of Food, and numerous articles. As more of the public is exposed
to this material, as well as related documentaries, interest in local food projects like the
Farmstead Creamery and Cafe will continue to grow.
Farnistead Creamery and Cafe will serve as a refreshing alternative to the status-quo, and
this is a view of our establishment we plan to nurture. Restaurants across the nation are
looking for local food to integrate into their menus because people are asking about this.
As more of die public becomes aware of the benefits of eating locally, it makes sense for
us to capitalize on this trend by value adding our own raw foods and making them
available in a retail environment where dining at the farm is part of the experience.
