On Friday,April 20,2012,the Sawyer County Zoning Committee denied the application
for a conditional use on the following described real estate to wit:
George Haferkorn etux.Lot 1,being part of the NW I/4 NW i/4,S33,T 40N,R 9W;
Pazcel 2211(6.1 I).Doc#373206;CSM Volume 31 page 339. 9.22 acres.Property is
zoned ResidentiaURecreational One.Purpose of request is for the location of an accessory
building on vacant property.
Findings of Fact of the Zoning Committee:It would be damaging to the rights of others
and property values;the denial is in conformity with the decision of the Town Boazd.
Any person or persons jointly aggrieved by the decision of the Zoning Committee may
appeal the decision to the Sawyer County Boazd of Appeals to review the legality of the
decision within 30 days after the date of ttus notice.

ADDENDUM TO
CONDITIONAL LAND USE APPLICATION
SUBMITTED BY GEORGE R HAFERKORN
APRIL 10,2012
On April 5 2012 I attended the meeting of the Town of Bass Lake Planning Commission
where the Conditional Land Use application submitted by me was being reviewed. After
much discussion by the Planning Commission they voted to forwazd the application with
a recommendation for rejection. Based upon this recommendation it was also rejected at
the Bass Lake Town Boazd meeting on April 10, 2011.
In the meetings I gained a lot of insight as to the issues the Planning Commission is
dealing with and the reasoning for their vote to reject my application. With this
understanding, I would like to submit a set of conditions appiicable for my application. I
believe that this would address the land use issues while allowing me enhanced usability
of my proper[y.
In the supplemental information I submitted with my application I mentioned that I had
two possible locations for the building I want to erect. The preferred location is in the
front of my property where electricity would be close by should I want to bring it in at a
later date. There aze no existing houses anywhere near this site and it is minimally visible
from the highway (HWY 27). However as pointed out in the meetings should a house be
built on one of the adjoining lots to mine in the future, my structure would be cleazly
visible. Ttus is the main objection to my application.
Given this I would like to propose that my structure could only be built on my second
location. This location is almost in the exact middle of my property(which is 9.22 acres
in size) and is accessible via a private gravel road, which is on my property and solely
owned by me. In this location the structure would be approximately 300 yazds away from
the property line of any of the adjoining properties and my property is heavily wooded.
Under this condition, my sttucture would clearly not be visible from aoy existing homes
or from any structures that may be erected on the adjoining lots in the future. While this
location is not ideal for me, I am willing to agree to this condition if it would help get my
application approved.
I would be happy to tour my property with any members of the Sawyer County Zoning
Boazd and other interested parties so that they could assure themselves that what I am
proposing is reasonable and makes sense. I also would be happy to set up an examination
of the structure and location afterwazds so that it can be assured that I met the conditions
of my proposal.
I respectfully request that the Sawyer County Zoning Boazd consider my proposal and I

SUPPLEMENTAL INFORMATION FOR
CONDTiTONAL USE APPLICATION
APPLICANI'S: GEORGE & MERRY HAFERKORN
PERSONAL INFORMATION
My name is George Haferkom My wife Merry and I are year round residents of
Hayward and have lived here for the past 14 yeais. We own a house on Lake Hayward at
Wheeler St near the Mazketplace. We have 6 children and 11 gandchildren.
I am 70 years old and finally retired. I enjoy the ouidoors and hunting and fislvng but also
woodworldng and gardening. I also am an auction and garage sale addict.
THE PROPERTY
I have been looking for a small piece of pmperty near Haywazd for yeazs. Due to medical
conditions, my mobility has become somewhat limited and I needed something close that
would allow me to safely contin� the outdoor activities available.
The pmperty I found and purchased in July of 2011 is located near Hwy 27& K in the
Town of Bass Lake. The Conditional Use Application includes the applicable: Platt Book
page, a Certified Survey Map, and a color cocled Zoning map. The properry is 9.22 acres
in size and is accessecl &om Hwy 27 via a private road and utility easement almost
direcUy across from the Trailways resturant It is shown as Lot i on the surve;y map. 'I'he

The property is vacant and heavily wooded In addition to the easement, there is a private
gravel road through the middle of my property that that goes about 2/3 of the way
through. The surrounding area is also heavily wooded with the nearest house located
about 1/2 mile away to the south. The neact nearest houses are located on Heniks Road and
are several miles away. My properiy is part of a very smatl piece thaY is zoned RR-1 but
surrounded by very large pieces zoned A-1 and F-1.
I bought my pmperty from Marvin Johnson who owned a 13 acre piece. I now own 9.22
acres of this and Marvin owns the remaining 3.7 acres shown as Lot 2 on the :�uvey map.
I have consulted with Marvin Johnson on this application, and I have tus suppbrt. I will
provide tlus in writing at the Zoning meetings.
PROPERTY USE
I bought ttris property with the intent of recreational use oniy. I did not have any intention
of building a house as I already have a house ciose by in Haywazd. I have no plans for
any commercial use. The main thinac I want to do with this property are as folllows:
a) I want to hunt deer but only during the archery season, iYs too small to safely
hunt with firearms. The property is perfect for me because my mobilir� is limited
and it is small enough for me to get around to my stands. The mad thm the middle
also allows me to reach almost any point on the property via ATV. I c�in also
drive partway in with a truck.
b) Tlus will be a great place to take my grandchildren for nature hikes,berry picking,
game viewing, etc. It has a safe place to have a campfire and picnics.
c) I plan to plant food plots and naYive berry bushes for the wildlife and myself. I
have ordered a bunch of these from the State Nursery in Haywazd for planting this
spring.There are many hardwoods on the pmperty and I plan to teach my
grandkids how to make maple syrup. I will have a small garden plot for
pumpkins, squash and sunflowers.
d) I want to have a garage type building on the property. This would allow me to
store my pontoon and fishing boat there in the winter. I would also keep some
other gazden and lawn items there that I would be using on the property. I would
keep hunting items such as portable deer stands there. During the hwating season I
could park my vehicle there out of sight and keep an ATV there to u:;e while
hunting. It would also be a great place to hold a family picnic.
e) I would store lumber that I use in my woodworking hobby and woul<t aLso
consider moving my woodworking equipment there at some point in the future if
there were room to do so.
THE BUILDING
I contacted Northland Buildings to give me a quote for a gazage style building that wouid
fit my needs. Tha3 quote is attached and gives the details of the structure. Also attached is
a picture of what a building of this type would look like. It is a very attractiv��building
and I checked azo�md to find out that Northland is a very reputable Wisconsin based
business with a high quality product The cost of tlus building would be$97ti5 installed.
When applying for a land use permit I was surprised to find that a building o:f ttris type
was not allowed for properiy zoned RR-1 unless a habitable propeAy was also on the
property. After consulting with Sawyer County Zoning personnel I found out that a
building that met minimum habitable requirements under Wisconsin fIDC regulations
might be allowable. I contacted Steve Boss and he helped me understand wha�t was
required under these codes.
Armed with this information,I contacted Northland Buildings and found out that they
have plans for buildings that would meet the requirements. I asked them to give me a
verbal quote for a building similaz to the one above,but which met all HDC
requirements. The quote was$11,995 but did not include a concrete slab and footings, or
the walled off 500 square foot(minimum)space required inside the building. The slab
was estimated to cost around$3000 and the walled structure around$1500. �'11ong with
inspection costs,the total cost for this structure would be around $17,000 to $18,000.
In addition to the cost,the big problem with this building is that the 20x25 fa�t walled off
space would not aliow me to store the pontoon and fishing boat inside in the��vinter.I
would need a much larger I-IDC compliant building or a second gata�e style��uilding to
do tlris. This is more than I can afford and would require major grading for a big enough
site. I currenUy have 2 sites,which are adequate for the proposed building.
In good faith I have tried to come up with something that doesn't require speciai zoning
action,but it just doesn't make good sense for my situation and I also cannot afford it.
BUII.DING LOCATION
If appmved,I wouid locate the building in the&ont part of the property near the entrance
where eleclrical service would be the closest. There is a level spot there that is big
enough and would meet all setbacks from the property li�s and easement road. It would
also be minimally visible from the highway(hidden by h�ees)and is not visible to any
houses in the area. If this was a pmblem,the building could also be located in a spot that
already exists in the middle of the pmperty,with access to it via my private road.In this
location it would be completely surrounded by woods and not visible to anyone. The
drawback to me would be that electric service wouid be significantly more expensive to
bring in.
SUNIl�IARY
I am respectfiilly submitting this Conditional Use Application with the imderstanding that
it deviates from County and Town Zoning Regulations and thaz there is a chance of non-
appmval. However I would submit the following for your consideration:
a) The building to be put up will be a good looking high quality building
b) I can't see that there will be any impact to my neighbors. The size of the property
and position of the building is s�h that they won't be able to see it
c) The building would be minimally visible from the lughway and could be put in a
spot where it can't be seen at all if this is a problem
d) Tius property was fairly expensive to me and allowing the building will allow me
to do more things with it as well as enhance its value. T6is will increase the tax
base and improve the property.
e) I don't believe that doing dus will detract from the beauty of the property or have
any environmental impact.
� If it is not possible to deviate from RR-1 in ttus manner,could any consideration
be given to an alternate zoning classification?This is a tiny piece surroimded by
property with alternate wning. I can't see how this cou(d have any impact on any
of the other gmperty owners in the area. Could only my property be changed?
Then for sure it wouldn't impact anyone else.

The conditional use application of George Haferkorn should be a variance application as
there is no method of granting of a conditional use in R1 zone district for an accessory
building on vacant property Sec. 4.25 of the Sawyer County Zoning Ordinance and the
ordinance under R1 conditional uses does not have listed accessory buildings being part
of the ordinance that can be granted by the zoning committee. The Town respectfully
requests that the applicant reapply to the Sawyer County Zoning Board of Appeals for a
variance and if the applicant does not wish to do that, that his fee be returned to him.
