Findings of Fact: It would not be damaging to the rights of o[hers or property values. It is consistent with
the wrrent uses.
The Sawyer County eoard of Supervisors must retify the approval of the change in zone district before it
becomes final. This will be scheduled for the County Board meeting on August 15,2019 at 6:30 P.M.,in
the Circuit Courtroom of the Sawyer County Courthouse.
Any person�s)jointly aggrieved by the decision of the Zoning Committee may appeal the decision to the
Sawyer County Board of Appeals to review[he legality of the decision within 30 days of the Zoning

Request:
Rezone 25 different parcels that total 469.66 acres. Currently split zoned between
Agricultural One (A-1), Residential One (R-1), Forestry One (F-1), and Residential/Recreational
One (RR-1). Purpose of request is to rezone all parcels commonly referred as the Sawyer
County Airport to Industrial One (I-1).
Summary of Request:
The applicant(s) are requesting to rezone 469.66 acres of A-1, R-1, F-1, and RR-1 (see
attached map of parcels) to I-1. The purpose of this request is to conform to an allowed
municipal airport use as described in the Sawyer County Zoning Ordinance Section 17.7(A)(7).
This would result in a consistent use per the I-1 zone district.
Note that while I-1 cites "municipal use" as a permitted use, Sawyer County Zoning
Ordinance Section 17.7 also states:
Any other industrial use not listed in the above sections or any
industrial use which is determined to be objectionable by the
Zoning Committee on the basis of its potential of detrimental or
harmful effects to the surrounding area ar public, may be permitted
only upon the issuance of a conditional use whereby the zoning
committee may set forth performance standards, pollution
standards, aesthetic controls, and dimensional and site requirements
in order to ensure the public health, welfare and safety of the
county.
As such, the Zoning Committee may determine that the airport operation and any
other uses conducted at the airport, such as businesses or providers of other
services, require a conditional use permit given the potential impacts on the
surrounding area or public, or based on other factors set forth in Section 17.7.
Project History:
The rezone of the airport properties should have been done when the airport became
subject to County zoning, and/or as the airport use expanded throughout the years. It is uncertain
at this time as to why these lands used for the airport use where not ever rezoned initially. Again,
the intended result is consistency of the current use with the I-1 zone district.
Additional Information/details:
See attached additional maps included in this packet. The Town of Hayward as part of
Town's Comprehensive Plan indicated both the existing and future use of this area as
"transportation." No further description of this use was identified within the Town's
Comprehensive Plan. It should also be mentioned that per Wis. Stat. § 59.69(9), the County
Board may by ordinance zone and rezone lands owned by the County without necessity of
securing the approval of the town boards of the towns wherein the lands are situated and without
following the procedure outlined in sub. (5), provided that the County Board shall give written
notice to the town board of the town wherein the lands are situated of its intent to so rezone and
shall hold a public hearing on the proposed rezoning ordinance and give notice of the hearing by
posting in 5 public places in the town. The Town of Hayward has been notified of the rezone
petition and the public hearing, which the Zoning Committee is conducting. Notice of the public
hearing has also been posted in five (5)public places.

I reviewed the Staff Report for the airport rezone on the July 19`"CZC agenda. Attached is a revised version.
I did not realize that the airport/municipal use was a permitted use under I-1; I thought it was a conditional use. As
such, I added language to the Staff Report from Section 17.7 that allows the CZC to require a CU for any uses it deems
"may have potential detrimental or harmful effects to the surrounding area or public."
