IN REFERENCE TO: A Conditional Use PeNmit Application for a Temporary Hot Mix Asphalt Plccnt for the Blombe�g Pit Town of MeteoN, Sawyer Cou�zty, WI SUBMITTED BY: Monar�ch Paving Conlpany 768 Z1S High way 8 Amery, WI54001 DA TE: June 27, 2016 Blomberg Pit Conditional Use Permit for a Temporary Asphalt Plant June 2Q 2016 Page 1 1.0 INTRODUCTION&PURPOSE This application to the Sawyer County Zoning and Conservation Department by Monarch Paving, a Division of Mathy Construction Company, is a request for a Conditional Use Permit for a temporary hot mix asphalt plant at the Blomberg Pit. The Blomberg Pit currently operates under an existing Conditional Use Permit for a gravel pit including a rock crusher. In accordance with the Sawyer County Zoning Ordinance, Section 6.22, in order to permit a temporary hot-mix asphalt plant at the Blomberg Pit,a Conditional Use Permit modification is required from the Sawyer County Zoning Committee in include an asphalt plant. The asphalt plant will be used primarily for the upcoming State Highway 40 projects, which will go from The Sawyer County South County Line to State Highway 27 at Radisson, but there may be some county, township and private work throughout the permit term. 1.1 PROPERTY OWNER&LOCATION The Blomberg Pit is owned by Corey and Gwyla Blomberg,whose address is N4107 State Highway 40, Bruce,W I 54819. The Blomberg Pit is located approximately 1/4 mile east of State Highway 40 on Whitlock Lane(See Figure 1,Blomberg Pit Location Map). The legal description for the Blomberg Pit is as follows;"Part of NE'/4 of the SW'/of Section 23,T37N—R7W,Town of Weirgor,Sawyer County,Wisconsin". 1 Blomberg Pit Conditional Use Permit for a Temporary Asphalt Plant June 20, 2016 Page 2 1.2 SITE CHARACTERISTICS & SURROUNDING LAND OWNERS The Blomberg Pit property consists of an existing gravel pit and surrounding properties includes agriculture and forest uses. 1.3 OPERATION SCHEDULE The portable hot-mix asphalt plant will be moved to the Blomberg Pit to produce hot mix asphalt for the Wisconsin Department of Transportation Project for State Highway 40 from the south Sawyer County line to Radisson which is projected to begin in September 2016. The plant will move into the Blomberg Pit during September/October and will be at the Blomberg Pit producing for the project for approximately 4 weeks. Hours of daily operation of the hot mix asphalt plant will typically be from 5:00 A.M. to 10:00 P.M. Monday through Saturday and will last for approximately 4 weeks. Recycled asphalt and concrete may be hauled to the Blomberg Pit for temporary storage and processing into aggregate products for the project. None of the recycle materials will be buried on site and all of the recycle materials will be reused in asphalt mix or hauled from the site after processing. 1.4 HAUL ROUTE All truck traffic will enter and exit the Blomberg Pit at the existing driveway on Whitlock Lane.
