Originally approved October 18, 1996 and most recently renewed October 21, 2016. Project History & Summary of Request: The renewal of CUP 96-023 is for the location of a non-metallic mineral extraction operation including rock crusher. The property is 646 acres with only 10 acres being considered as part of this request. The current operation area is approximately 2 acres. Surrounding use is forestry with the nearest residence at 6300'. The Zoning Department does not show any complaints on file for this site. The County owns all other immediately surrounding properties. Pursuant to NR 135.02(2) municipalities are exempt from financial assurance requirements. Material supplied by the gravel pit, will be used to provide a crushed aggregate surface course for the Seeley Fire Lane, and other town roads in the Town of Lenroot. SITE DESCR/PT/ON OWNEIZ The proposed gravel pit lies on property owned by the Sawyer County Forestry Department and is zoned Forest Cropland. LOCATION The proposed site is near the northern border of Sawyer County. See Figures 1 a NW 1/4SW 1/4and SW 1/4 NW 1/4of Section 2, and the SE 1/4 NE 1/4and NE 1/4 SE 1/4 of Section 3, Township 42 North, Range 9 West. The area of the proposed operation will not exceed 10 acres. GEOGRAPKYAND GEOLOG}' The property under consideration is characterized geologically as ground moraine glacial deposits by the Wisconsin Geological and Natural History Survey. An existing cut-bank with some small abandoned material piles reveal a rock, sand and gravel substrate. The Town of Lenroot has excavated test pits, somewhat verifying the extent of the gravelly deposit. EN�IRONMENTAL FACTORS The ridge to be excavated drops in elevation to the south and west. Wilke Creek a tributary to the West Fork of the Totagatic River, flows beyond the base of the ridge as shown in Figure 2. Areas along the stream banks are marshy. The nearest residential properties are 2 1/2 miles away. OPERATION PLAN SITE LAYOUT Figure 3 shows proposed layout of the gravel pit operation, with material stockpile location, crusher site, and extraction area. CLEARING AND STRIPPING Prior to excavation, trees will be cleared from the extraction area and topsoil stockpiled for future reclamation. Salvageable timber will be cut and stacked for future sale. EXTRACTION SEQUENCE Material extraction will begin at the existing cut-bank and proceed northwesterly. OPERATION ACTIVITIES Proposed operation activities include the following: gravel extraction - continuous conveying - continuous loading - continuous crushing - continuous screening - occasional DURATION AND HOURS OF OPERATION Crushing operations, if any, will occur during the hours of 7 a.m. to 7 p.m., Mondaythrough FridayorSaturday.Crushed aggregates will be loaded, hauled,and placed on the described roadways as necessary. Excess stockpiled materials will be used for future maintenance of the fire lanes and town roads. OPERATION EQUIPMENT Equipment to be operated at the site include a portable Hydrocone crusher, breaker and screening plant,two conveyor belts, two wheel loaders, one dozer, and a generator van. Fueling of equipment will be performed on-site via a mobile tank vehicle. HAUL ROUTES Crushed aggregate will be hauled from the pit and placed directly on the fire lanes and town �oads. ENV/RONMENTAL PROTECTION EROSION CON'IROL Precipitation falling within the extraction zone will be contained within the extrac- tion zone limits. Runoff waters are not expected to accumulate in the pit bottom due to the porous subsurface soils. A natural or constructed berm will be maintained between the stream/wetlands and extraction area.Any additional work necessary to prevent sediment from reaching the streams/wetlands will be implemented. DUST AND NOISE Existing woodlands will provide a natural buffer between the gravel pit operation and residents on the Seeley Fire Lane,the nearest of which are 2 1/2 miles from the proposed operation site. POLLUTION PRE�ENTION Operation staff,consisting of town-employed personnel,are routinely provided training with regard to the handling of petroleum-based and hazardous products as well as to the prevention,identification,notification and clean-up of petroleum product spills. RECLAMAT/ON PLAN A detailed reclamation plan will be submitted along with notification of pit closure.At time of closure, pit walis will be flattened to slopes of 2: 1 (horizontal to vertical) or flatter. Rocks and boulders will be buried prior to final grading and spreading of topsoil. Topsoil will be salvaged and stockpiled during the extraction process.At time of closure,the topsoil will be spread uniformly over all disturbed areas and distributed with fertilizer and seed.Seed mixtures and fertilizer composition will meet borrow pit reclamation requirements as specified in W1SDOT's Standard Specifications for Road and Bridge Construction,current edition.
