Originally approved 6/15/07 and most recently renewed on 06/19/15. (expired 06/19/18) Project History & Summary of Request The carry-forward of CUP 07-010 is for the location of a non-metallic mineral extraction operation including rock crusher and asphalt plant. The property is 40.0 acres and zoned A-1 . The existing land use in this area is light residential light agriculture. The nearest residence is about 700' away. The Sawyer County Zoning & Conservation Department currently does not have any complaints for this file. The current hours of operation are 6 AM to 7 PM, Monday - Friday with crushing and asphalt to be conducted 3-6 weeks per year. Financial assurance has been received for $12,000 and expires June 24, 2020 in the form of an irrevocable letter of credit. Additional information for Conditional Use Permits: Substantial evidence means facts and information, other than merely personal preferences or speculation, directly pertaining to the requirements and conditions an applicant must meet to obtain a conditional use permit and that reasonable persons would accept in support of a conclusion. These opetations ace conducted by secondary firms, which use portable equipment. Access Route The driveway onto the project site provides access to Weigor Road. Entire area is Section 20, T 38N, R 7W, SE 1/4NW '/a(.8.1) OPERATION EQUIPMENT Sand and gxavel and asphalt operation equipment will include a portable crusher and screening plant (limited use), loaders, dozecs, portable conveyors, scale, machine maintenance equipment and other related aggregate producing equipment. 2 , ' . OPERATION PLAN Erosion Control Runoff from existing and future extraction areas will be controlled within the project site with berms and natural barriers. During extraction operations, the perimeter slopes wil l not be steeper than 3 feet horizontal to l -foot vertical (3 : 1) when the depth exceeds 10 feet. Asphalt mixing plants, hot mix plants and rock crushers will be ]ocated not less than 1 ,000 feet from any residence other than that of the permit holder. Hot mix plants, asphalt mixing plants and rock crushers shall conform to state, federal, and local pollution standards. The location and operation of asphalt mixing plants, rock crushers and hot mix plants shall be requested by conditional use application. Environmental Considerations All operations will be performed in a manner that will minimiz� production of noise, vibration or dust which would be annoying to people. All setbacks will conform to best Department of Natural Resources management practices and zoning requirements. Owner - Site Information The Earthly Materials pit is located in Sawyer County (Town of Radisson), part of the SW 1/4 ofthe NW l/4, Section 20, T38N, R7W, Parcel .8. 1 , #022-738-20-2401 . It is along the West Side of Weigor Road. Acreage of the pit is approximately 15 acres of the total 40 acre area. See the location map on Sheet l . The pit is owned by James & Leslie Walczak, 12643W State HWY 27/70 Couderay, W I. Access to the site is a short driveway from Weigor Road. Extraction Sequence Approximately 10,000 Cubic Yards will be extracted each year. Additionally, the open pit area would not be expected to exceed 5 acres. Pit expansion will be from current area and move in a southerly direction. Perimeter slopes of new extraction will be 3: 1 or flatter.
