Description:Town of Ojibwa-#19-015. The SEl/4 of the SEl/3;508,739N,R06W;Parcel#020-639-08-
4401;40 Total A[res;Zoned Forestry One(F-1);Known as the Yankee Joe Gravel Pit. Permit is desired for
the carry-forward of conditional use permit ri06-024 for the location of a non-metallic mineral extraction
operation,including rock crusher.The CUP was originally approved at the public hearing on March 17,
2006.
Motion by Morgan to approve the CUP 19-015 for renewal of 5 years,subject to NR135,Chapter 30 and
any other applicable laws and ordinances,Hours 6am—8pm.Second by Paulsen. Roll call fnds:Morgan—
yes,Bassett—yes,Paulsen—yes,Buckholtz—yes,Voight—yes.Motion carried.
Findings of Fact:It would not be damaging to the rights of others or property values.They have a history
of correct compliance with applicable laws of Ordinances.
Any person or persons jointly aggrieved by the decision of the Zoning Committee may appeal the decision
to the Sawyer County Board of Appeals to review the legality of the decision within 30 days after the date
of this notice.

INTRODUCTION
This existing gravel pit was proposed and put into operation in
2006 with an estimated 15,000 cubic yards per year to be utilized on
Plum Creek haul roads in 2006 and 2007. An unknown amount of
material has been used since that time, but satisfactory material
remains to continue use on the roads within this ownership.
Reclamation and environmental protection measures has been
completed on a portion of the pit in 2013. No changes have occurred to
the pit since 2013. As of 12/31/18 the Yankee Joe Gravel Pit has 2.6
acres of active surface area.
SITE DESCRIPTION
OWNER
The gravel pit lies on property owned by Wisconsin Northern
Highlands-NMTC, LLC (WNH) managed by The Forestland Group, whose
address is: 200 Michigan Street Suite 722, Hancock, MI 49930. Forestry
and land management consulting services are performed by Compass
Land Consultants, whose office is located at 15433W Counry Highway B,
Hayward, WI 54843. This property was purchase from Plum Creek
Timberlands in September of 2012 as a timberland investment. The
property is also encumbered with a Conservation Easement held by the
State of Wisconsin.
LOCATIOI�
The gravel pit is located approximately 2 miles east of the
intersection of Blueberry Fire Lane and Helsing Road in the Town of
Ojibwa. The quarter quarter property description is (Figure 1):
SE 1/a, SE 1/a of Section 8, T39N R06W
GEOGRAPHY AND GEOLOGY
The property is characterized geologically as ground moraine
glacial deposits according to the Wisconsin Geological Survey. The
elevation at the pit is approximately 1,500 feet above sea level
according to the USGS topo layer and varies in this area from 1,400 feet
to 1,550 feet.
ADJOINING LAND USE
The property that surrounds the gravel pit is owned by Wisconsin
Northern Highlands-NMTC and is zoned forestry. This ownership is in
the MFL tax program and actively managed for timber production.
Adjacent ownerships include non-industrial private lands, tribal lands
and year-round and seasonal (second) homes, all greater than 1.5 miles
from the site. The Chippewa Flowage lies 2.25 miles to the north and
and the community of New Post lies approximately 3 miles to the
northwest.
OPERATION PLAN
SITE LAYOUT
Figure 2 shows the layout of the existing gravel pit. Currently, 2.6
acres of what was recently considered 5.0 acres is active. The original
Operation Plan called for a total pit area of approximately 8 acres.
While this area was clearcut, most of the land came back to timber
regeneration when the top soil was not stripped to create the gravel pit.
The active open area gently slopes in a southerly direction with
sediment trap established on the southern end in 2013. A pile of
crushed aggregate is located on the east side of the pit and the north and
west portions of the pit have usable "pit run" material available.
CLEARING AND STRIPPING
There are no plans to further expand the size of the gravel pit at
this time. Activities will focus on the existing open surfaces.
EXTRACTION SEQUENCE
Material extraction will continue on the existing open faces and
crushed material will be utilized from the existing stock pile.
OPERAT[ONAL ACTNITIES
Proposed operational activities include the following:

* Hauling
DURAT[ON AND HOURS OF OPERATION
Active hours within the gravel pit area will occur between the
hours of 6 A.M. and 8 P.M. [f there is a need for crushing additional pit-
run material for road gravel between November 1 and February 15,
hours of active crushing may be 24 hours Monday - Sunday.
OPERAT[ON EQUIPMENT
Equipment to be operated at the site include a wheel loader,
excavator, bulldozer, dump truck and support vehicles. Fueling of
equipment will be done onsite by a mobile fuel system. If there is a need
for crushing additional pit-run material for road gravel, a mobile
crushing machine will be brought on site.
HAULROUTES
Crushed and pit run aggregate may be hauled from the gravel pit
in various directions to points of need on the WNH property using
company roads.
EXTRACTION RATE
Extraction rates will vary from 0 - 300 cubic yards per day.
ENVIRONMENTAL PROTECTION
EROSION CONTROL
Surface movement of precipitation falling within the gravel pit
will be directed towards a sediment trap at the southern end of the pit
area. This control of water movement will allow for suspended
materials to be collected on site. Runoff waters that accumulate in the
sediment trap water will in most cases evaporate or absorb into the soil
below the trap. In extreme weather events, the sediment trap has a
relief culvert that will carry top water to a drainage ditch on the south of
the pit area and away from Yankee Joe Creek. The sediment trap will be
inspected periodically throughout the growing season. If the trap
requires cleaning, the fines will be spread over portion of the pit area to
be reclaimed, seeded with a native seed mix of ground plants and
mulched for stability.
DUST AND NO[SE CONTROL
Existing forested area and elevation changes will provide a
natural buffer for dust and noise to adjacent landowners and public
roads, both of which are over 1 mile from the gravel pit.
RECLAMATION PLAN
Active pit walls will be stabilized to a 3:1 slope when extraction is
suspended for the season. The exception to this is the maintenance of
two faces on the north end of the pit that are showing signs of cavity
nesting by kingfishers and swallows. These faces will be protected from
extraction during the nesting season and remain near vertical for use by
these species. As portion of the active pit are reclaimed, topsoil and
fines from the sediment trap will be spread and seeded with a native
seed mix of ground plants and mulch for stability. Work will be
completed in compliance with NR135 Reclamation Plan on file with
Sawyer County Zoning & Conservation Department.

CUP 19-015—Wisconsin Northern Highlands NMTC LLC
Your application for a Conditional Use will be considered at a Public Hearing before the Sawyer County
Zoning Committee on March 15,2019.
This Hearing will begin at 8:30 A.M.in the Sawyer County Courthouse,10610 Main Street,Hayward,
W isconsin.
It is recommended that either you or a representative be present at the Hearing. A lack of information
about the application may result in unnecessary delay of a decision. Failure to appear may also result in
the denial of the application.
If it is impossible for you or a representative to be present, please submit a written statement directed to
Ronald Buckholtz,Chairman of the Zoning Committee addressed to this offce.The statement should
include your proposed intentions or purpose of the request and a description of the general terrain and
surrounding development. Indicate how the proposal would not be contrary to the public interest.
Photographs of the property and surrounding area are encouraged.
Your application will also go before the Town Board for their review. Some townships alw have a
Planning Commission. Please contact the Town Clerk,Jill Petit 715-266-2112,email:townof
ojibwa@yahoo.com for the day and time of the Planning Commission and Town Board meetings for your
attendance or the attendance of your agent.
