Conditional Use Permit�19-009;Sawyer County-Sissabagama Pit.
The SWl/4 SWl/4;510,T38N,R09W;Parcel#026-938-10-3301;40 total acres;Zoned Forestry One(F-1);
Known as the Sissabagama Pit.Permit desired for the carry forward of conditional use permit tt88-OSS for
the location of a non-metallic mineral extraction operation,including rock crusher. The CUP was originally
approved at public hearing on July 18,1988.Olson reads application,Town approval,Opinion letters and
Staff repor[. 6am-9pm,no days listed.
Mation by Bassett to approve the application conditions of NR135,compliance with their Plan of
Operation,compliance with DNR Chapter 30,Hours of 7am—8 pm Monday—Friday for operation days.
Discussion continues. Bassett amends his motion to change hours 6am—9pm Monday—Saturday.
Second by Morgan.Roll call finds Buckholtz—yes,Bassett—yes,Morgan—yes,Nyberg—yes. All in favor.
Findings of fact: It would not be detrimental to ecology,wild life,wetlands or shorelands. It would not
create topographical problems such as run off,drainage,erosion,flooding,or vegetative cover removal. It
would not create traffic or highway access problems.
Any person or persons jointly aggrieved by the decision of the Zoning Committee may appeal the decision
to the Sawyer County Board of Appeals to review the legality of the decision within 30 days after the date
of this notice.

complaint about the pit itself. There were some issues with trucking
during the rebuild of CTH F

would be located, including considerations as:

1. Ownership and Management Data
a. Location:
The Sissabagama Pit is located on Sissabagama Road in the Town of
Sand Lake, Sawyer County, Wisconsin. Exhibit 1 is page 32 of the 2015
Sawyer County Land Atlas and Plat book and shows the pit location in
relation to neighboring properties. Parcel ID Number: 026-938-10-3301
b. Ownership:
The property is owned by Sawyer County.

3. Size of Property:
The property consists of 40 acres.
4. Size of Actual Mine Site:
The existing pit consists of approximately 4 acres.
5. Proposed Activities:
a. Extraction — Borrow excavation and gravel will be excavated from this pit.
b. Conveying — Loaders and dump trucks will move material in the pit.
c. Crushing — Gravel crushing is planned at this location.
d. Screening — Screening will only become necessary to meet gravel and
sand specifications.
e. Washing —There is no aggregate washing planned for this pit.
f. Asphalt Hot Mix Plants —There will be no asphalt produced at this site.
g. Blasting — Blasting will not be necessary at this location.
h. Stockpiling — Gravel stockpiles will be produced at this site.
i. Other—There are no other proposed activities at this site.

6. Hours of Operation:
a. Normal Hours - Normal operating hours will be from 6:00 a.m. —6:00 p.m.
b. Crushing Hours - Crushing hours will be from 6:00 a.m. — 9:00 p.m.
c. Asphalt Plant Hours — N/A
d. Blasting Hours - N/A
e. Other Activities —There are no other activities planned for this site.
7. Days and Months of Operation:
The Sawyer County Highway Department will normally operate this pit 5 (five)
days a week, Monday through Friday and operate April through October. The
crushing contractor may want to work additional days during the gravel
crushing operation.
8. Access Routes:
a. Roadways to be used — Sissabagama Road runs past the pit which will
provide access to CTH F to the east. CTH F will provide access to STH �
27/70 to the north and STH 48 to the south.
b. Driveway Permit—This is an existing pit that has an existing driveway.
9. Major equipment to be used during the operation:
a. Crusher— Gravel crushing is planned at this site.
b. Asphalt Hot Mix Plants —There will be no asphalt produced at this site.
c. Screening Plant— Screening will only become necessary to meet gravel �
and sand specifications.
d. Washing Equipment— There will be no aggregate washing done at this pit.
e. Other— Bulldozers and backhoes will be used to remove stumps and strip
topsoil during pit expansion.
f. Location —There are Rvo residences located within 1000 feet of the pit.

10. Excavation:
a. Depth —The existing depth averages 20 feet across the face and will not
vary considerably as the pit expands.
b. Setbacks to lot lines —There is no setback planned for this pit
c. Buffers—There is no buffer planned for this pit.
d. Other—The pit will continue to expand to the north.

a. Fencing —There is no plan to fence this site. The lot lines have been
flagged. There is a lockable gate at the pit entrance.
b. Identification and safeTy signs —The Sawyer County Highway Department
will place a sign to identify ownership and hazards associated with this

There are navigable waters on this property. There is a pond on the west
property line of this gravel pit. There has been no mining near the pond and
there will be no future mining in the area of the pond. There will be no surface
water allowed to flow into the pond.

There will be no surface water allowed to flow into the pond.
b. Groundwater protection — Silt fence, berms and erosion bales will be used
as needed to control erosion in and around the pit.

b. Silt fence/Straw bale barriers — Silt fence and erosion bales will be used
