Notice is hereby given that on February 15,2019 the Sawyer County Zoning Committee approved the
Conditional Use Permit q19-008;Sawyer County—Town of Hayward.
Description:The N1/2 of Section 30 except SEl/4 NEl/4;530,T41N,ROSW;Parcel N010-841-30-1101;40
acres of 287 total acres;Zoned Forestry One(F-1);Known as the Peninsula Pit. Permit desired for the
carry forward of conditional use permit fi01-026 for the location of a non-metallic extraction operation,
including rock crusher and asphalt plant. The CUP was originally approved at public hearing on February
15,2001.
Motion by Bassett to approve the application with conditions of NR135,compliance with their Plan of
Operation,compliance with DNR Chapter N30,Hours of 7am to 7pm Monday-Saturday,New conditional
use permit for fve years.Second by Morgan.Roll call finds Morgan—yes,Buckholtz—yes,Nyberg—yes,
Bassett—yes. Allinfavor.
Findings of Fact:It would not be damaging to the rights of others or proper[y values. It is'/.mile away
from property of buildings. It would not be detrimental to ecology,wild life,wetlands,or shorelands.
Any person or persons jointly aggrieved by the decision of the Zoning Committee may appeal the decision
to the Sawyer County Board of Appeals to review the legality of the decision within 30 days after the date
of this notice.

a. Location:
The Peninsula Road pit is located on Peninsula Road in the Town of
Hayward, Sawyer County, Wisconsin. Exhibit 1 is page 14 of the 2015
Sawyer County Land Atlas and Plat book and shows the pit location in
relation to neighboring properties. Parcel ID Number: 010-84130-1101.
b. Ownership:
The property is owned by Sawyer County.

2. Property Description:
N Yz Section 30 except SE Y<, NE Ye, S30, T31 N, R 8W. See Exhibit 1.
3. Size of Property:
The property consists of 40 acres.
4. Size of Actual Mine Site:
The existing pit consists of approximately 7 acres.
5. Proposed Activities:
a. Extraction — Borrow excavation (sand) will be excavated from this pit.
b. Conveying — Loaders and dump trucks will move material in the pit.
c. Crushing — Gravel crushing is not planned at this location.
d. Screening — Screening will only become necessary to meet gravel and
sand specifications.
e. Washing —There is no aggregate washing planned for this pit.
f. Blasting — Blasting will not be necessary at this location.
g. Stockpiling — Gravel stockpiles (sand) will be produced at this site.
h. Other—There are no other proposed activities at this site.

a. Normal Hours - Normal operating hours will be from 6:00 a.m. —6:00 p.m.
b. Crushing Hours— There will be no crushing at this site.
c. Blasting Hours - N/A
d. Other Activities —There are no other activities planned for this site.
7. Days and Months of Operation:
The Sawyer County Highway Department will normally operate this pit 5 (five)
days a week, Monday through Friday and operate April through October.
8. Access Routes:
a. Roadways to be used — Peninsula Road runs past the pit which will
provide access to STH 77 and CTH K.
b. Driveway Permit—This is an existing pit that has an existing driveway.
9. Major equipment to be used during the operation:
a. Crusher— Gravel crushing is not planned at this site.
b. Screening Plant— Screening will only become necessary to meet gravel
and sand specifications.
c. Washing Equipment—There will be no aggregate washing done at this pit.
d. Other— Bulldozers and backhoes may be used to remove stumps and
strip topsoil during pit expansion.
f. Location —There are no residences within 1000 feet of the pit.
10. Excavation:
a. Depth —The existing depth averages 20 feet across the face and will not
vary considerably as the pit expands.
b. Setbacks to lot lines — No setbacks are planned for this pit
c. Buffers — No buffers are planned for this pit.
d. Other—The pit will continue to expand to the south and east.
11. Lot lines:
a. Fencing — There is no plan to fence this site. The lot lines have been
flagged. There is a lockable gate at the pit entrance.
b. Identification and safety signs —The Sawyer County Highway Department
will place a sign to identify ownership and hazards associated with this
location.

12. Navigable water and wetlands:
There are no navigable waters/wetlands on this property.
13. DNR erosion control or water quality permits:
a. Surface water protection —There are no surface waters in the area of this
pit. Precipitation within the pit will be contained within the pit. It is
expected that runoff will not accumulate and will quickly infiltrate the
porous subsurface soils at the pit bottom.
b. Groundwater protection —There will be no groundwater protection
required at this pit.
14. Erosion control measures:
a. Berms —There is no need for berms within the pit.
b. Silt fence/Straw bale barriers — There is no need for silt fence or straw
bale barriers at this pit.
c. Other— Other erosion control measures will be used as needed to control
erosion in and around the pit, although this is not anticipated.
15. Environmental Considerations:
a. Noise — Noise will be restricted to operating hours.
b. Dust— Dust will be minimized through watering by the contractor.
c. Vibration —Vibration will be restricted to operating hours.
d. Impact on adjacent property owners —There will be no impact on adjacent
property owners.
e. Litter/debris/contamination — Litter, debris and contamination will be the
responsibility of and controlled by the County.
f. Wildlife —Wildlife will not be significantly affected by the crushing
operation.
g. Pipeline, utility, right of way safety— Utilities near the site will be marked
by Diggers Hotline. Mining operations will occur beyond the right of way.
h. Other—There are no other Environmental Considerations to consider.
16. What activities will this mining operation support?
a. Use of applicant only— This pit will only be used by the Sawyer County
Highway Department.
b. State, County or Town projects —This pit will be used for projects
constructed by the County.

NOTICE OF PUBLIC HEARING DATE
CUP 19-008,Sawyer County—Town of Hayward
Your application for a Conditional Use will be considered at a Public Hearing before the Sawyer County
Zoning Committee on February 15,2019.
This Hearing will begin at 8:30 A.M.in the Sawyer County Courthouse,10610 Main Street,Hayward,
Wisconsin.
It is recommended that either you or a representative be present at the Hearing. A lack of information
about the application may result in unnecessary delay of a decision. Failure to appear may also result in
the denial of the application.
If it is impossible for you or a representative to be present,please submit a written statement directed to
Ronald Buckholtz,Chairman of the Zoning Committee addressed to this office.The statement should
include your proposed intentions or purpose of the request and a description of the general terrain and
surrounding development.Indicate how the proposal would not be contrary to the public interest.
Photographs of the property and surrounding area are encouraged.
Your application will also go before the Town Board for their review. Some townships also have a
Planning Commission.Please tontact the Town Clerk,Bryn Hand, 715-634-4123;
townofhayward@cheqnet.net to obtain the day and time of the Planning Commission and Town Board
meetings for your attendance or the attendance of your agent.
PLEASE NOTE:If approval is grented,a permit is required.Land Use Applications may be obtained from
the Zoning Office or our website.
