At that time, the pit was under lease from Johnson Crushing and Trucking. The lease with Mr. Johnson was terminated in 2015, and no material has been used out of the pit since that time. SITE DESCRIPTION OWNER The gravel pit lies on property owned by Great Lakes-NMTC, LLC (GLNMTC) managed by The Forestland Group, whose address is: 200 Michigan Street, Suite 722, Hancock, MI 49930. Forestry and land management consulting services are performed by Compass Land Consultants, whose office is located at 15433W County Highway B, Hayward, WI 54843. This property was purchase from Plum Creek Timberlands in December of 2007 as a timberland investment. LOCATION The gravel pit is located approximately 3 miles south of Draper off of County Road "M" in eastern Sawyer County. The quarter-quarter property description and tax parcel numbers are listed below. See Figure 1, for map of the area. NE 1/4, SW 1/4 of Section 26, T39N R04W Parce19.1, #006-439-26-3101 GEOGRAPHY AND GEOLOGY The property is characterized geologically as ground moraine glacial deposits according to the Wisconsin Geological Survey. The elevation at the pit is approximately 1,475 feet above sea level according to the USGS topo layer and varies in this area from 1,450 feet to 1,500 feet. ADJOINING LAND USE The property that surrounds the gravel pit is owned by Great Lakes-NMTC and is zoned forestry. The parcel is not in any tax programs (e.g., MFL). Adjacent ownerships include non-industrial private lands, and year-round and seasonal (second) homes, all greater than 1/4 mile from the site. The communities of Loretta and Draper lie approximately 3 1/2 miles to the north. OPERATION PLAN SITE LAYOUT Figure 2 shows the layout of the existing gravel pit. Approximately 10 of the 40 acres has been active. While a larger area was clear-cut, most of the land came back to timber regeneration where the top soil was not stripped to create the gravel pit. Within this past active open area some sorted larger aggregate remains and pit walls in several locations contain several feet of usable "pit-run" material. CLEARING AND STRIPPING The current plan is to work the pit eastward. Activities will focus on the crushing of breaker-run material of 4" and minus and possibly other sizes for improving the surface of woods roads on the Great Lakes-NMTC property. Reclamation of a minimum of 5 acres of existing open surface to keep the active surface at or below 5 acres is expected to occur over the summer of 2019. EXTRACTION SEQUENCE Material extraction will continue on the existing open faces and sorted material will be utilized from the existing stock piles. OPERATIONAL ACTIVITIES Proposed operational activities include the following: * Pit Run Gravel Extraction * Loading * Hauling * Crushing of approximately 15,000 cy. DURATION AND HOURS OF OPERATION Active hours within the gravel pit area will occur between the hours of 6 A.M. and 9 P.M. OPERATION EQUIPMENT Equipment to be operated at the site include a wheel loader, excavator, bulldozer, dump truck and support vehicles. Fueling of equipment will be done onsite by a mobile fuel system. HAUL ROUTES Aggregate may be hauled from the gravel pit in various directions to points of need on the GLNMTC property using company and public roads. EXTRACTION RATE Extraction rates will vary from 0 - 350 cubic yards per day. ENVIRONMENTAL PROTECTION EROSION CONTROL Surface movement of precipitation falling within the gravel pit will be directed towards a low point within the southeast portion of the pit area (Blue shape in Figure 2). Given the pit area is the low point for the surrounding undisturbed area, seasonal flooding does occur in that portion of the pit. This containment of water movement will allow for suspended materials to be collected on site. Runoff waters that accumulate in this low area will in most cases evaporate or absorb into the soil below. DUST AND NOISE CONTROL Existing forested area and elevation changes will provide a natural buffer for dust and noise to adjacent landowners and public roads, both of which are 1/4 mile from the gravel pit. RECLAMATION PLAN Active pit walls will be stabilized to a 3:1 slope when extraction from an open wall has played out. The reclaimed portions of the pit are to have pit walls sloped to the pit floor at a grade no greater than 3:1. These reclaimed slopes will be covered with topsoil and seeded with a native plant seed mix and mulched as needed for germination and stability. For each disturbed acre within the pit floor, up to one fifth (1/5) of an acre shall be dug to an average level five (5) feet below the water table. Slopes from the high-water mark down below the water table will vary from 3:1 to 1:12 to create a variety of habitats within the pond. An additional one tenth [1/10) of each acre shall be dug to a minimum of fifteen (15) feet below the water table to create potential over wintering habitat for fish. All reclamation work shall be completed in compliance with NR135 and in conjunction with Sawyer County Zoning & Conservation Department. Figure 1. Location of County M Pit. This Hearing will begin at 8:30 A.M.in the Sawyer County Courthouse,10610 Main Street,Hayward, W isconsin. It is recommended that either you or a representative be present at the Hearing. A lack of information about the application may result in unnecessary delay of a decision. Failure to appear may also result in the denial of the application. If it is impossible for you or a representative to be present,please submit a written statement directed to Ronald Buckholtz,Chairman of the Zoning Committee addressed to this office.The statement should include your proposed intentions or purpose of the request and a description of the general terrain and surrounding development.Indicate how the proposal would not be contrary to the public interest. Photographs of the property and surrounding area are encouraged. Your application will also go before the Town Board for their review.
