Voight amends his approval to add subject to passing the County Board A-1 zone district changes.Second by Paulsen. Findings of Fact: It would not be detrimental to ecology,wild life,wetlands or shorelands. It would be compatible with the surrounding uses and the area. Material supplied by the gravel pit will be used to upgrade and maintain Winter Town Roads. S/TE DESCR/PT/ON OWNER The property is presently owned by Mr. Otto Melchert of Rt. 1 Box 303, Winter Wisconsin 54896. The Town of Winter is in the process of purchasing a 93.7 acre parcel from Mr. Melchert, and final sale is contingent upon approval of a conditional use permit for a grevel pit to be operated on a portion of the property. Address for the Town of Winter is P.O. Box 129, Winter, Wisconsin 54896. LOCATlON Refer to county and U.S.G.S maps of the site, Figures 1 and 2. The Town of Winter plans to purchase the SW 1/4 of the NE 1/4, the NW 114 of the SE 1!4 , and a portion of the SW 1!4 of the SE 1/4 of Section 28, T. 39 N., R. 5 W. The property lies about one mile northeast of the Village of Winter on State Trunk Highway 70, which forms the southern boundary of the property. Access to the property is through a carved-out 2.7 acre parcel owned by the Sawyer County Highway Department which operates a highway maintenance shop. (Buildings owned by the County Highway Department may encroach onto the subject parcel.) GEOGRAPHYAND GEOLOGY The property under consideration is characterized geologicallly as ground moraine glacial deposits by the Wisconsin Geological and Natural History Survey. The area of proposed non-metallic mineral extraction is on the eastern half of the property and is a glacially deposited series of ridges composed of sandy gravel type soil. Several test pits of less than 10 faet depth were excavated by the Town and by interested contractors which verified the presence of gravelly soils. A hillside area near the southwestern edge of the property was used as a borrow source for reconstruction of highway 70 approximately five years ago. The borrow was primarily of a silty sand type material. The excavated area was filled with waste soil and debris from the roadway and then reclaimed. ENVIRONMENTAL FACTORS The northwest half of the northern 40 acres of the property is a contiguous, Iow- lying marshy area that extends further north for more than a mile. A marshy area also lies east and axtends partly into the southern e�d of the property. AOJOINING L4N0 USE Except for the 2.7 acre parcel owned by the Sawyer County Highway Department on the southern end, properties surrounding the parcel are all owned by private citizens and are primarily residential and agricultural. As stated previously,the Sawyer County Highway Department operates a highway maintenance shop and salt storage facility on the parcel it occupies. OPERATION PLAfN SITE LAYOUT Figure 3 shows initial layout of the proposed gravel pit,material stockpile location, crusher site,extraction area, and proximity to the County Highway Shop. EXTRACTlON SEQUENCE The Town of Winter plans to extract non-metallic minerals in an eastward direction starting in the area shown on Figure 3. OPERAT/ON ACT/VlTIES Proposed operetion activities include the following: gravel eMraction-continuous conveying-continuous loading-continuous crushing-occasional screening-occasional HOURS OF OPERATlON Crushing operation activities will occur during the hours of 7 a.m.to 7 p.m., Monday through Friday periodically during the months of May through August. Loading and hauling of gravel from the site will occur during the hours of 7 a.m.to 3:30 p.m., Monday through Friday during the same months. OPERAT/0N EQU/PMENT Equipment to be operated at the site include a portable crusher and screening plant, conveyor belt,one loader,and one dozer. Fueling of equipment will be performed on-site via a mobile tank vehicle. HAUL ROUTES The Town of Winter will haul grevel from the site onto town roads via State Trunk Highway 70 and the County Trunk Highway system. EXTRACT/ON RATE The Town of Winter plans to extract and crush up to 2000 cubic yards per day of material from the proposed site when the crusher is in operation. They plan to load and haul up to 400 cubic yards per day of crushed grevel from stockpiles on-site. ENV/RONMENTAL PROTECT/ON EROSION CONTROL Precipitation falling within the extraction zone will be contained within the extraction zone limits. Runoff waters are not expected to accumulate in the pit bottom due to the porous subsurface soils. A natural or constructed berm will be maintained between the property wetlands and extraction area if extrection ever nears the vicinity of the wetlands or a natural drainage leading to the wetlands. Mineral extraction is not currently planned to extend north into the vicinity of the northern wetland area, or southeast toward the southern wetland area. PROTECTION OF BALD EAGLE NESTING SITE A circular buffer zone of 500 feet will be maintained around the eagles' nest, and extraction operations kept outside. Plans are to progress eastwardly away from the nest at this time. DUST AND NOISE Existing woodlands will provide a natural buffer between the grevel pit operetion and surrounding praperties to the north, east and southeast. The nearest residential homes are 1/4 mile to the southeast and 1/2 mile to the southwest of the proposed pit site along highway 70. Hours of operation will be restricted to normal daytime operating hours, five days a week, as stated above to minimize adverse affects of dust and noise to surrounding residents. POLLUT/ON PREVENTlON Operation staff, consisting of town•employed personnel, are routinely provided training with regard to the handling of petroleum-based and hazardous products as well as to the prevention, identification, notification and clean-up of petroleum product spills. RECLAMATION PLAN A detailed reclamation plan will be submitted along with notification of pit closure. At time of closure, pit walls will be flattened to slopes of 2:1 (horizontal to verticaq or flatter. Rocks and boulders will be buried prior to final greding and spreading of topsoil. Topsoil will be salvaged and stockpiled during the extraction process. At time of closure, the topsoil will be spread uniformly over all disturbed areas.
