Conditional Use Permit ri19-002;Jonjak Cranberry Farms.

tt002-940-33-5201;37.34 To[al Acres.Zoned Agricultural One(A-1)and Residential/Recreational One(RR-
1). Permit desired to carry forward the conditional use permit q01-033 for the location of a non-metallic
mineral extraction operation,including rock crusher.The CUP was originally approved at public hearing
on February 15,2001.
Motion by Paulsen to approve the CUP#19-002 for 3 years. Roeker comments that this is a carry forward
and should be granted for a 5-year renewal.Paulsen motions to grant the Jonjak Cranberry Farm for a
conditional use permit for a gravel pit and conform with our existing ordinance as far as time of permit.
For 5 years.Second by Morgan. Roll call finds: Voight—yes,Morgan—yes,Paulsen—yes,Buckholtz—yes,
Bassett—yes. All in favor.Paulsen motions to grant the CUP q19-002 Jonjak permit subject to NR135,
approval of the new A-1&A-2 zone district changes,the Town days of Monday—Saturday,hours of 7am-
6pm,May-November with 2 weeks allowed for crushing.Second by Voight.Roll call finds:Voight—yes,
Morgan—yes,Paulsen—yes,Buckholtz-yes,Bassett—yes. Allinfavor.
Findings of Fact: It would not be damaging to the rights of others or property values.Recognizing his
long history of proper operation of a gravel pit.
Any person or persons jointly aggrieved by the decision of the Zoning Committee may appeal the decision
to the Sawyer County Board of Appeals[o review the legality of the decision within 30 days after the date
of this notice.

1.0 SITE DESCRIPTION
1.1 INTRODUCTION
Rust Environment&In&astructure(Rust)was retained by Mr.Randy Jonjak to assist with the
development of a general Plan of Operation and Reclamation for a proposed sand and gravel pit in
Sawyer County,Wisconsin. The Preliminary Plan of Operation and Reclamation is outlined in this
report. This report is a supplement to Mr.Jonjak's request to the County Zoning Boazd as part of
a conditional use permit application for non-metallic mining operations.
1.2 OWNER INFORMATION

1.3 SITE LOCATION AND ADJOINING LAND USE '
The Randy Jonjak property is located in the Southeast'/<of the Northeast'/.,Section 33,Township
_ 40 North,Range 9 West,Sawyer County,Wisconsin(See Figure 1). The subject property is located
%mile south of County Truck Highway(CTI-�K and north of the line of Goosseds Road in the
Town of Bass Lake,approximately seven miles south of the City of Haywazd. The subject property
is located north of Lac Courte Oreilles and wesdsouthwest of Minnemac Lake.
Ihe subject property is approximately 40 acres in azea and is located i�a rural setting.The adjoining
land use is primarily nonmetallic mining,forestry and agricu(ture. A sand and gravel pit is located
on a residentiaVrecrea[ional zoned adjacent properiy to the west. A sand and gravel extraction pit
is located on the parcel northwest of the site. The adjacent property to the north of the site is wooded
and undeveloped. Two structures aze located south of the site,including Mr.Jonjak's residence and
Mr.Jim Haugen's vacation cottage.
Nearby residences, other than those owned by Mr. Jonjak are located on Stonehill Road, �
approximately 1,200 feet from the proposed crushing operations,and 600 feet west of the proposed
sand and gravel pit. The neazest lake(Lac Courte Oreilles)and the neazest road(Stonehill Road) �
are located approximately 600 feet southeast and 600 feet southwest of the site,respectively. The
nearest wetland is the west sho:eline of Minnemac Lake.
The nearest sand and gravel pits aze located on the adjacent properties to the west and northwest.
The Williams Pit, which has been used for commercial purposes since approximately 1988, is

� 2.6 OPERATION EQUIPMENT
� Sand and gravel operation equipment will include a portable crusher and screening plant(limited
use), loaders, dozers, portatile conveyors, and scale, machine maintenance equipment, and other
related aggregate producing equipment.
� Peh�oleum fuel for the operation of equipment will be stored on site in an aboveground storage tank
� (AS'I). The petroleum AST will be either a portable unit or a permanent unit installed by the owner.
Any permanent petroleum AST located on site will be placed in a secondary containment vault. Fuel
dispensing will occur on the asphalt pavement.
� A small shed with a concrete floor may be constructed to stoxe machine maintenance equipment.
� 2.7 HAUL ROUTES
The proposed access road to the sand and gravel operations will ea�tend from the Jonjak driveway
� towazds the north-northeast. The intersecfion of the proposed access road and the Jonjak driveway
will be located on the westem portion of the Jonjak property.
� The haul route from STH 27 includes Goosen's Road, which is a Town of Bass Lake road that
ternunates at the limits of the Jonjak property and Stonehill Road. The neazest major intersection
� to the proposed access road is State Highway(STf I)271ocated approximately 3,200 feet to the west
Mr. Jonjak's driveway is a continuation of Goosen's Road. Therefore,truck traffic using the Jonjak
Site will access Goosen's Road at the dead end ternunus of the road, and an intersection with
� Goosen's Road will be avoided.
2.8 ENVIRONMENTAL CONSIDERATIONS
� Sand and gravel operations will be performed in a manner that will minimi�P,insofaz as pracricable,
the producrion of noise, vibration, or dust which is hazardous or substantially annoying to persons
� located off the premises.
Natural Buffer Zone
� The majority of the existing wooded land located in the east portion of the property will be
� maintained as a natural buffer zone, leaving approximately 200 feet of wooded land between the
proposed pit and the existing Jonjak driveway, and approacimately 600 feet of wooded land between
the proposed pit and Minnemac and Court Orielles Lakes to the northeast and southeast of the site,
� respectively. The wooded land in the east portion of the property will not be affected by the
proposed project.
� Site Visibility
The natural relief of the topography and the surrounding wooded land restricts the view of the site
� from Stonehill Road and adjoining properties. Buffer zones of existing wooded land will be

the Town of Bass Lake's Comprehensive Plan(Section 8.10) because:
1) It would not be damaging to the rights of others or property values.
2) It would not be detrimental to ecology, wildlife, wetlands or shorelands.
3) It would not destroy prime agricultural land.
4) It would be compatible with the surrounding uses and the area.
5) It would not create an objectionable view.
Approval is with the following conditions:
1) Owner must maintain compliance with the requirements of NR 135 Nonmetallic
Mining Reclamation and Sawyer County Ordinance for Nonmetallic Mining
Reclamation.
2) Hours for rock crushing: Monday—Saturday 7:00 am—6:00 pm; May—November
with two weeks allowed for crushing.
