Request: The request is subject to Section 17.2(B)(15) of the Sawyer County Zoning Ordinance
for a multi dwelling development.
Project History & Summary of Request
This application was previously postponed in that the applicant was not present for the
meeting last month. The applicant is requesting a conditional use permit for a multi-dwelling
development to then add a new bunkhouse on the property described above. Looking at the history
for this property as a whole this is a Church owned property that has 13 existing habitable dwelling
on it since the early 1970's over the entire 120 acres owned by the Church. Since multiple existing
habitable dwellings exist on the 40 acre parcel in question (4 existing) it was in the opinion of the
Sawyer County Zoning Administrator that in order to approve an additional dwelling unit in the
form of a bunkhouse Subject to the requirements of Section 4.26(4) that prior approval of the multi
dwelling development CUP would need approval. The applicant would still need to meet all of the
requireinents as specified in Section 4.26(4) for a bunkhouse.
In order to install an additional dwelling unit or in this case to retroactively permit the
existing 4 dwelling units plus the additional bunkhouse you would need a minimum 20,000 square
feet per dwelling unit. With a parcel consisting of over 40 acres the inulti-dwelling development
would meet the criteria. As per Section 172(B)(15) MULTI-DWELLING DEVELOPMENT (i.e.
new condominium, hotel, motel or resort, or other development which is the same general scale
and character). It was also determined by the Sawyer County Zoning Administrator that this type
of development would be of the same general scale and character.
It should be noted that this CUP would only grant the placement of 1 additional dwelling unit in
the form of a bunkhouse on the parcel indicated as part of the request. If additional dwelling units
are proposed another CUP must be granted. Discussion should occur between Zoning Committee
members if they would entertain additional CUP request for this type of development on this
property or if the applicant would need to eventually apply for a State or County Subdivision Plat
in that if additional development occurs this type of Plat procedure would be better suited for the
type of development.
Additional information for Conditional Use Permits:
Substantial evidence means facts and information, other than merely personal preferences
or speculation, directly pertaining to the requirements and conditions an applicant must meet to
obtain a conditional use permit and that reasonable persons would accept in support of a
conclusion.
If an applicant agees to meets all of the requirements and conditions specified in the
county ordinance or those imposed by the county zoning board, the county shall grant the
conditional use permit. Any condition imposed must be related to the purpose of the ordinance
and be based on substantial evidence. The conditions must be reasonable and, to the extent
practicable, measurable. The applicant must deinonstrate that the application and all
requirements and conditions established by the county relating to the conditional use are or shall
be satisfied, both of which must be supported by substantial evidence. The county's decision to
approve or deny the permit must be supported by substantial evidence.

Land Use Pennit.
2 All other setbacks are to be met including sanitation requirements.

development" CUPs allowed or would applicant be requiremed to submit for State/County
Subdivision Plat.

This district is intended to provide for residential development and essential recreation
oriented services in areas of figh recreational value where soil conditions and other
physical features will support such development without depleting o• destroying natural
resources.
A) Permitted Uses
1) One-family and two-family dwellings.
2) Private garages, carports, �nd boathouses.
3) Horticulture and gardening.
4) Essential services and utilities intended to serve the principal permitted use.
5) Signs subject to the provisions of Section 5.0.

Attached are several supporting documents for the CUP Application that our organization had filed with the Sawyer
County Zoning Board and that was tabled at the April 14th Town of Winter Board meeting for more information. The
CUP must be filed to bring our 40 acre parcel into compliance with County Zoning requirements. The use of the term
��nn��ir� n,.,oir.,o�� �, � ����„±y puided term that must be used because there are already exis±ir.g buildings inside ±he 40
acre parcel on which there is a desire to build a Bunkhouse. Should this CUP be approved,we will proceed to a Land Use
Permitforthe Bunkhouse.
REGARDING ATTACHED FTUL BUNKHOUSE SQUARE FOOTAGE:
The First Temple of Universal Law("FTUL") in Wisconsin hasl members who belong to the organization. FTUL is the
owner of land on which members are allowed to build,following the obtainment of all relevant and necessary permits.
Two (2) of our members ("Addie and Mitch") are currently interested in building a Bunkhouse on our property. A
Bunkhouse is defined in the Sawyer County Zoning Ordinance as a building that cannot exceed 250 square
feet. Bunkhouse allowances are located at sections 2.0(13) and 4.26 of the Sawyer County Zoning Ordinances (included
in this attachment).
Attached is a copy of the current Bunkhouse layout. Engineers from Addie and Mitch's builders have contacted and
worked with Pat Brown at the Sawyer County Zoning Board in order to be certain that the attached layout is appropriate
and within the guidelines of Sawyer County Zoning. The attached Bunkhouse is 240 square feet, will be owned and used
..s;cmrcrv;y v„it;rg;lodgi^g quarters by Mi:ch and Addie during our "cabin season" Memorial Day Weekend through
Labor Day Weekend. They will be the sole owners and users of the Bunkhouse. The Bunkhouse will not be rented out or
used by anyone other than Mitch and Addie.
REGARDING ATTACHED FTUL BEDROOMS VS SEPTIC CAPACITY
The Town of Winter has asked that we supply information regarding the number of bedrooms in each cabin that does
not have well and septic and that must use the main Church building for facility and/or water.
A copy of the county septic tank gallon allowance per bedroom is attached with a copy of the 2019 FTUL Safety and
Buildings Division septic tank upgrade to a 2,570 gallon tank. (Note: I believe I said we have a 5,000 gallon tank. I mis-
spoke. The "5,000" was actually the $5,000.00 we paid. My apologies). The last page of this attachment is a copy of our
road map with highlighted cabins that do not have well and septic and the number of bedrooms in each cabin.

Project History & Summary of Request
The applicant is requesting a conditional use permit for a multi-dwelling development to then add
a new bunkhouse on the property described above. Looking at the history for this property as a
whole this is a Church owned property that has 13 existing habitable dwelling on it since the early
�97n�� �.,Pr ri,P Pnt�re 12Q acres owned by the Church. Since multiple existing habitabl�dwellings
exist on the 40 acre parcel in question (4 existing) it was in the opinion of the Sawyer County
Zoning Administrator that in order to approve an additional dwelling unit in the form of a
bunkhouse Subject to the requirements of Section 4.26(4)that prior approval of the multi dwelling
development CUP would need approval. The applicant would still need to meet all of the
requirements as specified in Section 4.26(4) for a bunkhouse.
In order to install an additional dwelling unit or in this case to retroactively permit the existing 4 �
dwelling units plus the additional bunkhouse you would need a minimum 20,000 square feet per
dwelling unit. With a parcel consisting of over 40 acres the multi-dwelling development would
meet the criteria. As per Section 17.2(B)(15) MULTI-DWELLING DEVELOPMENT (i.e. new
condominium, hotel, motel or resort, or other development which is the same �eneral scale and
character). It was also determined by the Sawyer County Zoning Administrator that this type of
development would be of the same general scale and character.

It should be noted that this CUP would only grant the placement of 1 additional dwelling unit in
the form of a bunkhouse on the parcel indicated as part of the request. If additional dwelling units
are prupuseu a�winer �Ur must be granted. Discussion should occur betweer� �uning �u�nmitiee
members if they would entertain additional CUP request for this type of development on this
property or if the applicant would need to eventually apply for a State or County Subdivision Plat
in that if additional development occurs this type of Plat procedure would be better suited for the
type of development.
Additional information for Conditional Use Permits:
Substantial evidence means facts and information, other than merely personal preferences or
speculation, directly pertaining to the requirements and conditions an applicant must meet to
obtain a conditional use permit and that reasonable persons would accept in support of a
conclusion.
If an applicant agrees to meets all of the requirements and conditions specified in the county
ordinance or those imposed by the county zoning board, the county shall grant the conditional
use permit. Any condition imposed must be related to the purpose of the ordinance and be based
on substantial evidence. The conditions must be reasonable and, to the extent practicable,
measurable. The applicant must demonstrate that the application and all requirements and
conditions established by the county relating to the conditional use are or shall be satisfied, both
of which must be supported by substantial evidence. The county's decision to approve or deny
the permit must be supported by substantial evidence.

1 Applicant must meet all requirements as per Section 4.26(4) including submitting for a
Land Use Permit.
2 All other setbacks are to be met including sanitation requirements.
3 All other Federal, State, County, and Town regulation must be complied with.
4 As per discussion with Committee decision is needed for future options: "multi-dwelling
development" CUPs allowed or would applicant be requiremed to submit for State/County
Subdivision Plat.

Attached is a new packet for CUP#z1-006 Firs[Temple of Universal Law case. The only thing that has chonged is the size
of the bunkhouse. It does still fall into the size requirements for the Sawyer county Zoning Ordinance.W5,no issues

Good Morning Kathy, attached is the result of last nights board meeting. The board tabled this for more
information. The applicants arrived late for the meeting and the board had already until after this was addressed. We
did allow them to speak however they could not answer all the boards questions, the board will revisit this at our May
meeting. I was asked to contact County Zoning about the Common Use building on the premise (Referred to as the
church) and if the county can tell us what the septic system is at this location? Type and size of tank etc etc. Thanks
