The Sawyer County Board of Supervisors must ratify the approval of the change in zone district before it
becomes final.This will be scheduled for the County Board meeting on Detember 16,2021 at 6:30 P.M.,in
the Circuit Courtroom of the Sawyer County Courthouse.
This decision is a recommendation to the County Board of Supervisors. Any person(sJ jointly aggrieved 6y
the decision of[he County Board may commence an action in the Circuit Court for Writ of Certiorari[o
review the legality of the decision within 30 days after the date the decision is ratified 6y the County
Board.

RESOLUTION TO AMEND SAWYER COUNTY OFFICIAL ZONING MAP
WHEREAS, Wisconsin law permits Sawyer County (the "County") to adopt certain
zoning ordinances and amend its existing zoning ordinances, including amendments to the
County's official zoning map;
WHEREAS, the owner of real property located at Part of the SE '/ of the SE '/ Part
CSM 7/27 #1341 ; 527, T39N, ROSW; Parcel #032-539-27-4402• 4.31 total acres• Zoned
Agricultural One (A-1 L(the "Property"), and as more fully described as set forth in Exhibit A,
which is attached hereto and incorporated herein, requested a rezoning of the Property's zoning
designation from A-1 Agricultural One to One to RR-1 Residential/Recreation One (the "Zoning
Designation Amendment");
WHEREAS, the Sawyer County Zoning Committee (the "Zoning Committee"), at its
meeting on November 12, 2021 , reviewed the proposed Zoning Designation Amendment for the
Property;
WHEREAS, the Zoning Committee voted to recommend approval/denial of the proposed
Zoning Designation Amendment to the Sawyer County Board of Supervisors ("County Board");
as determined by findings of Fact included as Exhibit B.
WHEREAS, the County Board determined, at its meeting on December 16, 2021, that
adopting the proposed Zoning Designation Amendment for the Property is warranted to protect
the health, welfare and safety of its citizens.
NOW, THEREFORE SE IT RESOLVED, by the Sawyer County Board of
Supervisors approves the following:
1 . Amendment to Official Zoning Ma�. The Property's zoning designation shall be amended
to RR-1 Residential/Recreational One.
2. Additional Actions. The Sawyer County Department of Zoning and Conservation
Administrator (or his/her designee) shall take all necessary steps to ensure that the
amendment adopted herein is completed.
This Resolution is recommended for adoption by the Sawyer County Board of Supervisors at its
meeting on December 16, 2021 by this Sawyer County Zoning Committee on this November 12,
2021.

Request: Purpose of request is to rezone entire 4.31 acres of A-1 to Residential/Recreational
One (RR-1) to divide property into smaller lots.
Summary of Request & Project History:
The applicant(s) are requesting to rezone the 4.31 acres to RR-1 With creation of the RR-1 lots it
is proposed that the property would be divided into 4 total smaller lots which would be compliant
with the proposed zone district and subdivision requirements by certified survey map process.
Additional Information/details:
See attached additional �naps included in this packet. The reason RR-1 zone district was
chosen would be that there is existing RR-1 zoned property in the iminediate vicinity. The other
most coinmon zone district in this area is A-1. It appears that The Town of Winter as part of their
comprehensive plan shows this subject rezone request area on their future map as rural residential
which also indicated by the Town Comp Plan is a recommendation. There was an existing
fannstead north of the road so this property was also initially zoned as A-1. As part of the web soil
survey maps this area is shown as an area ff prime farmland and of farmland iinportance but the
lot as of today is almost coinpletely wooded and less than 5 acres.
Zoning Committee Public Hearing Information:
There were 7 opinion letters sent to property owners within 300'. 6 letters were returned,
3 with objections, 3 with no objections and read into record.
The Town of Winter approved the rezone request on November 10, 2021 at The Town Board
Meeting.
At the Sawyer County Zoning public hearing ineeting o�i Noveinber 12, 2021 it was
recoinmended for approval to County Board by a vote of 5-0 with the findings of facts
determined as:
1 It would not be damaging to the rights of others ar property values
2 It would not create an air quality, water supply, or pollution problem

The request is to rezone the entire 4.31 acres to Residential/Recreational One. With creation of
the RR-1 lots it is proposed that the property would be divided into 3-4 smaller lots which would
be compliant with the proposed zone district and subdivision requirements by certified survey
map process.
This area used to be an old farmstead thus the A-1 designation but the area is mostly wooded and
is surrounded by other RR-1 & A-1 property.
The Town of Winter shows this subject area as part of their comprehensive plan as rural
residential.

Part of the SE '/4 of the SE '/4 Part CSM 7/27 # 1341 ; 527, T39N, ROS W; Parcel #032-539-27-
4402; 4.31 total acres; Zoned Agricultural One (A- 1 ).
Request: Purpose of request is to rezone entire 4.31 acres of A- 1 to Residential/Recreational
One (RR- 1) to divide property into smaller lots.
Summary of Request & Project History:
The applicant(s) are requesting ta rezone the 4.31 acres to RR- 1 With creation of the RR- 1 lots it
is proposed that the property would be divided into 4 total smaller lots which would be compliant
with the proposed zone district and subdivision requirements by certified survey map process.
Additional Information/details:
See attached additional maps included in this packet. The reason RR- 1 zone district was
chosen would be that there is existing RR-1 zoned property in the immediate vicinity. The other
most common zone district in this area is A- 1 . It appears that The Town of Winter as part of their
comprehensive plan shows this subject rezone request area on their future map as rural residential
which also indicated by the Town Comp Plan is a recommendation. There was an existing
farmstead north of the road so this property was also initially zoned as A- 1 . As part of the web soil
survey maps this area is shown as an area ff prime farmland and of farmland importance but the
lot as of today is almost completely wooded and less than 5 acres.
Findings of Fact for Approval: (choose from list below)

It would not be detrimental to ecology, wild life, wetlands or shorelands.
