Colson N4758 440`� Street Menomonie, WI 54751 RE: Parcel :410, S 13, T 38N, R 07W, Town of Radisson, #10054W Hirte Lane: Property Inspection Dear Mr. Colson: Enclosed is a copy of the inspection report based on my visit to your property yesterday. As a part of the inspection I determined that the average setback from the river is 58'. This setback is significant as additions to the dwelling closer than this distance (58') to the river would require prior approval of a variance by the Sawyer County Board of Appeals. The 50% current estimated fair market (CEFMV) rule applies in this situation as the cabin is a nonconforming structure—it is closer than 75' to the river. The"50% rule" restricts the cost of improvements to a nonconforming structure to no more than 50% of the CEFMV of the structure. The 50% CEFMV for the cabin is $17,400. Construction costs exceeding $17,400 would require the prior approval of a variance by the Sawyer County Board of Appeals. The costs related to the 50% CEFMV are the costs of materials and labor to enclose an additiun and to finish the interior of the addition (i.e., sheet rock). Costs related to plumbing, heating electrical, window and floor coverings etc.; are not related to the 50% CEFMV. I could not accurately locate the side lot lines. Minimum side lot line setback requirements are no closer than 10' to one side lot line and no closer than 30' to the opposite side lot line. The Town of Radisson Gas Tax Rate Map indicates that Hirte Lane extends to the river. If the road does extend past the rear of your dwelling, a minimum setback distance of 63' from the centerline of the road would be required for construction activities. This setback applies whether the road is actually in existeuce or just platted_ During my inspection I observed a pipe on the riverside of the dwelling. Apparently this pipe is a component of the septic system. Looking into the pipe I observed water very close to the ground surface. This could be an indication of a failing septic system (i.e., the drainfield is setting in ground water). Mert Maki, Sanitarian, will verify the condition - of the system. He had concerns at your septic/sewer system. On 3 May 2001,I conducted an inspection of your old existing septic sewer system. Please refer to my inspection report and cross-section diagram. The bottom of your drywell is 58"below ground surface and has 29"of liquid sewage. The ground surface is approximately 2%z'above lake level,concluding that your drywell is about 21/2'below lake level. You obviously have a failed sewer system sitting n ground water. Your raw sewage is being injected into the ground water/lake water. This is an"Order for Correction",I will set the following deadlines: 1) Contact a soi]tester and plumber,get a soil test and sanitary permit submitted to our office on or before 1 July 2001. 2) Install a code-complying system on or before 1 September 2001.
