RE: Parcel .4.1, S 15, T 40N, R OSW, #5798 W Barker Lake Road, Town of Winter,
Residential/Recreational One (RR-1) Zone District: Removal of Substandard Sized
Mobile Home
Dear Mr. Bennett:
The purpose of this letter is to summarize our telephone conversation of December 21,
2001.
As I understand the situation, approximately three (3) years ago a 12' x 47' mobile home
was moved onto your property in the Town of Winter. The mobile home was set 56'
from the centerline of Barker Lake Road. There are zoning related issues with this
situation.
1. The minimum dwelling width in the RR-1 zone district is 20'.
2. A land use permit could not be issued for the siting of the mobile home, as it
does not meet the minimum dwelling width requirement.
You asked whether an addition could be constructed onto the mobile home to meet the
minimum width requirements. The definition of dwelling in the Sawyer County Zoning
Ordinance states:
(21) DWELLING: A building designed or used exclusively as the living quarters for one or more
families, includin�manufactured homes which meet the dimensional requirements as ori�inally desiQned.
A dwelling (manufactured home) that is moved onto a property must meet the minimum
dimensional requirements when manufactured, not with the construction of an
addition(s). Additionally, the minimum required setback from the centerline of Barker
Lake Road is 63' from the centerline or 30' from the road right-of-way, whichever is
greater.
In summary Mr. Bennett, the mobile home must be removed from your property.
During our conversation I established a removal date of no later then June 1,2002. As I
also mentioned,if the mobile home is not removed from the property I would have to take
enforcement action through the Sawyer County Circuit Court. I would much rather have
your voluntarily compliance than to seek remedy through the Court.

Mineral fuel:petroleum,naturel gas,coal,peat and nuclear fuel source materials.
(43)MINERAL EXTRACTION:The excavation or recovery of inetallic,nonmetallic,or �
mineral fuels through processes and techniques such as digging,drilling,strip-mining,
quarrying,and underground methods. It shall include the extraction of top soil when
such activities are undertaken or proposed to be undertaken as a distinct land use.
(44) MINING, DRILLING, DIGGING, QUARRYING, ETC: All or part of the process
involved in the eMraction and processing of mineral materials. Such activities shall
normally be divided into four distinct phases:
Exploretion-onsite,geologic examination from the surface of an area by seismic
core, rotary, percussion or other drilling or testing for the purpose of searching for
mineral deposits. Exploration includes associated activities such as clearing and
preparing sites or constructing roads for drilling.
Prospecting-examination of an area for the purposes of determining the quality
and quantity of minerals other than by exploration, but including the obtaining or
samples by physical means.
Operation - mineral extraction and/or processing for commercial purposes,
including such operations as aggregate or ready mix plants,mixing of asphalt,mining
or drilling services,processing of top soil,washing, refning or processing of inetallic,
nonmetallic,or mineral fuel materials.
Reclamation-process by which an area physically or environmentally affected
by mineral extraction activities is rehabilitated to either its original state or to a pre-
agreed state of long-term environmental stability.
(45)M081LE HOME:Any structure manufactured or assembled prior to June 15,1976
and originally designed to be capable of transportation by any motor vehicle upon
public highways which does not require substantial onsite fabrication;which is intended
for occupancy as a year round residence. Mobile homes shall not be located in any
zone district unless located in a mobile home park.
(46)MOBILE HOME PARK:Any plot or plots of ground upon which rivo or more units,
occupied for dwelling or sleeping purposes are located, regardless whether or not a
charge is made for such accommodations.
(47) MOTOR HOME: A portable structure constructed as an integral part of a self-
propelled vehicle designed and used for temporary living and housekeeping purposes.
Including school buses converted and vans.

Dear Robert:
Our office has not received ��-ord from you regarding information about the mobile home
on your property at #W5798 Barker Lake Road. A letter ��•as mailed on December 3,
2001 informing you of the issties on your property and to reply before December 12,
2001 .
The mobile home in question is in violation of the Sawyer County Ordinance, section
1 1 .6 Setback Violations ( 1 ) from roads and high��ays. If I do not hear from y�ou before
January 1, 2002, an order for correction will be issued and a citation ���ill be w-ritten to
you for the amount of $335.00.
Please contact the office before January 1 , 2001 .

RE: Trailers at #W5798 Barker Lake Road
Dear Robert:
I received your letter dated November 28, 2001. Thank you for replying and informing
me about the camper trailer on your property and the fact that it will be removed as soon
as possible. However, I need to know more information regarding the mobile home
trailer.
When was the present mobile home trailer placed on your property and who moved the
present mobile home trailer onto your property?
The reason I am asking these questions is because the mobile home trailer does not meet
the setback from the town road. The mobile home trailer is only 56' from the centerline
of Barker Lake Road and it needs to be at least 63' from the centerline of a town road.
Enclosed is a copy of a section from the Sawyer County Ordinance explaining road
setbacks.
Please contact the office with the information regarding the mobile home trailer on your
propertv at #W5798 Barker Lake Road before December 12, 2001. Office hours are from
8:00 A.iv1. to 4:00 P.M., Monday through Friday.

On itio��eiilber 1-�, ?UU1, 1 addressed an anonymous complaint regarding camping trailers
on your property. Upon inspection, I noticed two trailers on the property. One trailer was
a green camper trailer and the other trailer was a 12'x 4T mobile home.
Could you please contact the office by December 1, 2001 and explain the history
regarding the trailers on your property at #W5798 Barker Lake Road. Office Hours are
