FINDINGS OF FACT
1. The Department and the applicant have completed all procedural requiremenu and the pmject as perrnitted will comply with all appGcable

2. The proposed project will not impact wetlands, materially obstruct navigarion, is not detrimental to the public interest, and will not adversely affect
