determined that the structure(s) on the property(ies) islare not located in the SFHA. an area inundated by the flood having a 1-percent chance of
being equaled or exceeded in any given year (base Flood). This document amends the effective NFIP map to remove the subject property 'rom
the SFHA located on ihe effective NFIP map; therefore, the Federal mandatory flood insurance requirement does not apply. However, the
lender has the option to continue the Flood insurance requirement to protect its financial risk on the loan. A Preferred Risk Policy (PRP) is

LETTERS OF MAP AMENDMENT
Whcn making determinations on requests for Lcttcrs of Map Amendment (LOMAs), the Depanment of
Homeland Security's Federal Emergency Management Agency (FEMA) bases its determination on the
flood hazard infonnation availablc at thc timc of the determination. Requesters should be aware that flood
conditions may change or neH information may be generated that would supersede FEMA's determination.
In such cascs,thc community will be informed by let[er.
Requesters also should be aware that removal of a propeny (parcel of land or strucmrc) from the $pecial
Flood Hazard Area (SFHA) means FEMA has determined the property is no[sublect to inundation by thc
flood having a I-pereent chnnce of being equaled or excceded in any given year(basc tlood). This does not
mean thc propcny is not subjcet to othcr tlood hazards. The property could be inundated by a tlood with a
magnitudc grcatcr than the base tlood or by localized flooding not sho�vn on the effcctivc National Flood

business decision, that it wishes to continue the tlood insurance requircment to protcct its financial risk on

The LOMA provides FEMA's comment on die mandatory flood insurancc requirements of the NFIP as they
apply to a particular properry. A LOMA is not a building permit, nor should it be construed as such. Any
devclopment, ne�� construction, or substantial impro�ement of a property impacted by a LOMA must
comply with all applicable State and local criteria and other Federal criteria.
If a lender releases a property owner from the (lood insurancc requirement, and the property owner decides
to cancel thc policy and seck a refund, the NFIP will rcfund [he prcmium paid for [hc current policy year,
providcd �hat no claim is pending or has bcen paid on the policy during the current policy year. Thc
property owncr mus[provide a writ[en a�aiver of the insurance requiremen[ from the lender[o the propeny
insurance agent or company servicine his or her policy. The agcnt or company will then proccss the refund
rcqucst.
Even though strucmres arc not located in an SFHA, as mcntioned above, they could bc (loodcd by a tlooding
event with a grcater magnitude than the base flood. In fact, morc than 25 percent oC all claims paid by the
NFIP are for policies for strucwres located outside the SFHA in Zones B, C, X (shaded), or X (unshaded).
More than one-founh of all policies purchased under the NFIP protect swctures located in these zones.
The risk to structures located outside SFHAs is just not as great as thc risk to swcwres locatcd in SFHAs.
Finally,approximately 90 perccnt of all federally declared disasters arc caused by flooding,and homeowners
insurancc does not pro��de financial protection &om this �ooding. Thereforc, FEMA encourages the
widest possiblc coverage under d�e NFIP.
LOMAENC-1 (LOMA Removal)
The NFIP ofCcrs two types of tlood insurance policies to property owners: the low-cos� Prcfcrred Risk
Policy (PRP) and the Standard Flood lnsurance Policy (SFIP). The PRP is available for I- to 4-fmnily
residential swcmres located ou�side the SFHA with little or no loss historv. The PRP is availabic for
townhouse/rowhouse-type structures,but is not available for othcr types of condominium units. The SFIP is
available for all o[her structures. Addi[ional informa[ion on the PRP and how a property owner can quality
for this type of polity may be obtained by calling the Flood Insura�ce Information Hotline,toll &ee,at I-800-
427-4GG1. Before making a final decision about tlood insurance coverage, FEMA strongly encourages
property owners ro discuss[heir individual tlood risk situations and insurancc necds with an insurance agent
or company.
FEMA has established "Grandfathcr" rules to bcnefit (lood insurance policyholdcrs who have maintained
continuous coverage. Property owners may wish to note also that, if�hey livc outside but on the fringe of thc
SFHA shown on an efCective NFIP map and the map is rcaised to expand [he SFHA to includc their
stnicture(s), their flood insurance polity rates will not incrcase as long as the coverage for the affected
sWcture(s) has becn conlinuous. Property owners would con[inue to receive the lower insurance policy
rares.
LOMAs are based on minimum criteria established by the NFIP. State, county, and community ofticials.
based on knowicdge of local conditions and i❑ the intcrest of safety, may set hi�;her standards for
construction in the SFHA. If a State,county,or community has adopted morc restrictive and comprehensive
Floodplain management criteria,thcse criteria takc precedence over the minimum Federal critcria.
In accordance with regulations adopted by the community when it made application to join the NFIP, let[ers
issued to amend an NFIP map must be at[ached to the community's official record copy of the map. That
map is availablc for public inspection at the community's official map repository. Therefore, FEM.4 sends
copics of all such Ictters to[he affected community's official map repository.
When a reswdy is undertaken, or when a sufficient number of revisions or amendments occur an panicular
map panels, FEMA initiates the printing and distribution process for the affected panels. FEMA notifics
community officials in writing whcn affec[ed map pancls are being physically revised and distributed. In
such cases, FEMA attempts to re(lect thc results of the LOMA on the new map panel. If the results of
particular LOMAs cannot be re(lected on the new map panel because of scale limitations,FEMA notifies thc
communiry in writing and revalidates the LOMAs in that Icttcr. LOMAs revalidated in this way usually will
become effective 1 day after the effcctive date of the rcviscd map.
