On Friday, April 20, 2012 the Sawyer County Zoning Committee approved (with
restrictions)your appGcation for a conditional use on the following described real estate
to wit:
The NW 1/4 SW 1/4 and pazt of tLe SW 1/4 SW ll4,located in Secxion 36,T 41N,R 7W;Parcels 10.1,
11.1. Dac#350837. 64.54 acres. Applicaaon has been made to change the mne distria to
ResidentiaVRecreational Two.Pu�pose of tlte conditional use request is for the loratiodoperation of a
Seasonal Park ModeURV Park with 75 units with no motorized access[o Moss Creek for any sites.
The Sawyer County Zoning Committee approved the application with the following
restrictions:
1) Setbacks:
A) On Highway B,the e�sting 100'tree buffer is to be maintained.
B) Any trailer sites are to be a minimum of 300'from Moss Creek.
C) Any Trailer sites aze to be a minimum of 300'from the existing house
to the west on H'ighway B.
2) No more than 3 docks(or piers)allowed in Moss Geek and no motorized
watercraft allowed access to Moss Creek.
3) No water park allowed.
4) No mobile homes allowed;only recreationaUtravel trailers.
5) All lighting must be down lighting.
6) No cabins allowed.

7) No permanent attachments to any trailer allowed.
8) Site can be operated only from the first of May until October 15'�. A year round
caretaker is allowed to live on the premises.
9) No more than 75 trailer sites allowed.
10) A permanent manager or designee on site 24 hows per day.
11) Quiet hours from 11 PM to 8AM every day_
12) No ATV's or similar velricles allowed.
13) No 5reworks allowed.
14) No pazk models
15) T6ese restrictions must be recorded in the Office of the Register of Deeds.
Findings of Fact of the Zoning Committee: It would be compatible with the
surrounding uses and the area; it would not be damaging to the rights of others or
property values.
The approval of the conditional use will expire on April 20, 2013 if application for the
actual permit to use is not made by that date.
Any person or persons jointly aggrieved by the decision of the Zoning Committee may
appeal the decision to the Sawyer County Board of Appeals to review the legality of the
decision within 30 days after t6e date of ttus notice.
Please Note: Approvat of the Conditional Use is subject to the County Board
ratifying the approval of the zoning change at the May County Board mceting.

The Plan Commission voted to recommend a denial of the rezone, conditional use application of
Treeland Cottages based on the purpose of the request as stated in their application.
They felt that the rezone and conditional use of this property would:
1. Be damaging to the rights of others and property values.
2. Be detrimental to ecology, wild life, wetlands or shorelands. (Enmurage higher density
development to be away from environmentally sensitive areas. Land Use Goal 2, Objective
2, action 2)
3. Not address adjacent land use compatibility with regard to noise potential, odor, population
density, appearance, traffic generation, and light pollution. Land Use Goal 2 Objectivel,
action 3
4. Endanger the environmentally sensitive and vulnerable resource of a Class I trout stream
dassified as Exceptional Resource Water. Natural Resources Goal 1 Objective 1
5. Endanger vulnerable resources such as wetland, floodplains, ....fish spawning grounds.

The Town of Round Lake board tabled the request for change of zone district and conditional use
application. Town meeting agenda noticed rezone and conditional use request as provided by your
department.

SW % SW '/<, and lots 1 & 2, being part of the SE %s SW '/<, a�l in Sec[ion 36, T 41N, R 7W; Parwls 101,
11.1, 12.2 and 12.4 excepting the wetlands as indicated on the Wetland Inventory Map. Doc#350837
and 374694; CSM Volume Z7 page 234. 64.54 acres to be rezoned out of the total 87.14 acres.
Approximately 22.6 acres are wetlands. Change from district Residential/Recreational One, Agricultural
Two and Forestry One to district Residential/Recreational Two. Purpose of request is for the
location/operation of a seasonal RV park condominium/ park model/camping cabins with a maximum
of 151 units with 24 river access units.
Treelands presented a substantially revised plan at the Town of Round Lake Board Meeting.The town
board voted to table request as revised plan was not properly noticed. An additional motion was made
that the Plan Commission be allowed to re-hear the revised plan.
If plan was amended with zoning the town should have received notification in advance of our board
meeting so proper public notice could have been given. At the advice of our attorney we were told that
acting on the revised plan could present a problem relative to the open meeting law.
We therefore respectfully request that the zoning committee table both applications to allow the town
Plan Commission and Town Board time to review and properly notice the revised plan.
