I, SGT. NICK AL-MOGHRABI, WAS DISPATCHED TO A MOTORCYCLE CRASH WITH INJURY ON CTH B NEAR CTH A ON 04/13/17 AT 17:13. DEPUTIES FREY AND JEFSON AS WELL AS FIRE/EMS WAS ALSO DISPATCHED. WHILE RESPONDING, EMS REQUESTED A HELICOPTER BE LAUNCHED. I
ARRIVED ON SCENE AT 17:31 FOLLOWING EMS. I OBSERVED THEY WERE TENDING TO THE OPERATOR WHO WAS LAYING ON THE SOUTH
SHOULDER OF CTH B JUST BEFORE CTH A. I SPOKE WITH SEVERAL PEOPLE STANDING AROUND, NONE OF WHICH HAD WITNESSED THE CRASH. I
OBSERVED A BLACK HARLEY DAVIDSON LAYING IN THE SOUTH DITCH OF CTH B BEARING LCO REGISTRATION I026 WHICH CAME BACK TO JAMES
SCHLENDER. LAYING NEXT TO THE MOTORCYCLE WAS A BLACK HELMET, GLOVES, AND EYE PROTECTION. I OBSERVED DAMAGED AREAS ON ALL
SIDES OF THE MOTORCYCLE. EMS ADVISED THEY STILL NEEDED A HELICOPTER AND REQUESTED A "TO SCENE" FLIGHT WITH A LANDING ZONE AT CTH B//CTH A. I WAS ABLE TO SPEAK WITH THE OPERATOR WHO VERBALLY IDENTIFIED HIMSELF AS JAMES SCHLENDER JR. WHEN ASKED WHAT
HAPPENED, SCHLENDER SAID HE WAS TRAVELING EAST AND OBSERVED A CAR SLOWING TO TURN NORTH ONTO CTH A. SCHLENDER SAID HE
BRAKED AT WHICH POINT THE BRAKE LOCKED UP. HE BELIEVED IT WAS THE FRONT BRAKE THAT LOCKED. THE BIKE BEGAN TO FISHTAIL AND HE
COULD NOT RECALL IF HE WAS THROWN FROM THE BIKE OR WHAT HAPPENED AFTER THAT. A BYSTANDER TOLD ME THAT HAD COLLECTED HIS
HELMET, GLOVES, AND EYE PROTECTION AND HAD PLACED IT BY THE BIKE. THE FOLLOWING MEASUREMENTS WERE TAKEN: FROM THE START OF

THE SKID MARKS TO THE FINAL REST OF THE BIKE WAS 302'; START OF SKID TO SCHLENDER 251'; TOTAL SKID MARKS 167'; MARKS ON ROADWAY
INDICATING THE BIKE WAS ON ITS SIDE 94'; DISTANCE FROM SCHLENDER TO BIKE 42'. THERE WAS A GAP IN THE MARKS ON THE ROADWAY
CAUSED FROM THE BIKE AT THE SAME POINT WHERE SCHLENDER WAS ON THE GROUND LEADING US TO BELIEVE HE WAS EJECTED AT THAT POINT. DEPUTY JEFSON POINTED OUT ON THE BIKE THAT THERE WAS SIGNIFICANT MARKINGS ON THE REAR TIRE WHICH COULD HAVE BEEN
CAUSED IF THE BRAKE HAD LOCKED UP.
