ON OCTOBER 6, 2017, I, DEPUTY AMBER AL-MOGHRABI WAS WORKING PATROL FOR THE SAWYER COUNTY SHERIFF'S DEPT. AT APPROXIMATELY 9:22 I WAS DISPATCHED TO STATE HIGHWAY 48 JUST WEST OF BOBCAT HILL ROAD FOR A VEHICLE VS TRACTOR ACCIDENT WITH INJURIES. I
ACTIVATED MY EMERGENCY LIGHTS AND SIREN AND WENT EN ROUTE. UPON ARRIVAL AT 9:35 EMS WAS ALREADY ON SCENE TAKING CARE OF
THE SUBJECTS INVOLVED. I SPOKE TO ONE MALE SITTING ON THE GROUND WITH AN EMT. HE STATED HIS NAME WAS DAVID VITCENDA AND THAT
HE WAS THE ONE THAT WAS DRIVING THE CAR. HE STATED THAT HE WAS TRAVELING EASTBOUND ON STATE HIGHWAY 48 AT APPROXIMATELY 50
MIES PER HOUR. HE STATED THAT THE SUN WAS IN HIS EYES SO HE DID NOT SEE THE TRACTOR THAT WAS ALSO TRAVELING EASTBOUND AND
HIT THE TRACTOR AT 50 MPH. HE STATED HE HAD NOT BEEN DRINKING OR ON DRUGS AND THAT HE WAS WEARING HIS SEATBELT. HE STATED HE WAS THE ONLY ONE IN THE VEHICLE AND THAT HE HAS AAA FOR INSURANCE. I TOOK PHOTOGRAPHS OF THE DAMAGE TO HIS CAR. THERE
WAS SEVERE DAMAGE TO THE FRONT, PASSENGER SIDE FRONT, AND DRIVER SIDE FRONT. ALSO THE AIRBAGS HAD GONE OFF IN THE VEHICLE
AND THERE WAS A LOT OF FLUID COVERING THE CAR FROM THE ENGINE. I THEN WENT AND TOOK PICTURES OF THE TRACTOR. THERE WAS
DAMAGE TO THE REAR OF THE TRACTOR AND THE TIRES. I THEN WENT TO ONE OF THE SAWYER COUNTY AMBULANCES TO SPEAK WITH THE
DRIVER OF THE TRACTOR. HE GAVE ME HIS DRIVER'S LICENSE AND WAS IDENTIFIED AS SCOTT SCHNEIDER. HE STATED THAT HE WAS

TRAVELING EASTBOUND ON STATE HIGHWAY 48 AT APPROXIMATELY 12 MILES PER HOUR. HE STATED HE WAS ON THE SIDE OF THE ROAD,
MOSTLY IN THE GRASS SO CARS COULD PASS HIM. HE STATED THAT HE ALL OF A SUDDEN FELT A PUSH AND HE THOUGHT HE BLEW A TIRE AND
WENT INTO THE DITCHLINE. HE STATED WHEN HE GOT OFF THE TRACTOR THAT IS WHEN HE SAW THE VEHICLE AND DAVID. SCOTT ADVISED THAT IT WAS NOT SUNNY OUT AT THE TIME HE WAS HIT. I LOOKED AND NOTICED FULL CLOUD COVERAGE WITH NO SUN. SEE FULL REPORT.
