RT, as defined by the Town of Hayward comprehensive plan, is to identify certain lands in proximity to developed areas, to be preserved mainly forestry, and open spaces uses until such time as more intensive development may be appropriate. Areas within the RT classification shall be transitioned and new development shall be limited in accordance with all Town Policies including the Highway SAWYER COUNTY Corridor District. Appropriate Sawyer County base zoning districts within the RT future land use do not include G1 but the Town does not require an amendment to the future land use map if the Town determines that the new classification is appropriate for more intensive development. There is no other lndustrial Zone Districts within this immediate vicinity. This may be viewed as spot zoning, but spot zoning is not necessarily illegal because such zoning is not necessarily inconsistent with the purposes for which zoning ordinances can be passed.
